Last GITC refresh update was in March covering stage 1 achievements and learnings.
Today we will update you on stage 2 outcomes, decisions and what’s next.

Over the last few months, our focus has been working with industry and government to refine and finalise the core elements of the proposed new framework which was co-developed with stakeholders in stage 1.
We partnered with BDO to conduct a series of workshops with our stakeholders, 3 contract and 6 module workshops, to review and finalise the draft general and comprehensive ICT contracts.
Stakeholder selection was based on:
their level of engagement in the project’s proposed ICT contracting framework
a cross section of representatives from industry, organisations, associations and government, across ICT, procurement and legal disciplines.
Feedback from each workshop was provided to the project board who addressed policy considerations. The decisions from the project board were used in subsequent workshops which provided guidance for the next workshops.
The contracts and modules will be drafted and released to stakeholders for review, ensuring the overall intent of the workshop outcomes has been reflected in the revised draft.
These drafts are due for release in early December. Taking into consideration the impact of the Christmas period, feedback will be finalised early February 2017.
The as-a-service module has required additional input from our stakeholders due to the changing nature of this service offering. This engagement will continue throughout January with the draft document released for review at the completion of this process.
A similar process for the telecommunications services module is also planned.
Consultation workshops were held during October and November providing an opportunity for a cross section of stakeholders to learn more about the proposed accreditation model, its current direction and scope.
Three focused workshops have been completed engaging 32 stakeholders. Workshops covered the role and purpose of the model, tiering, data and assessment criteria, quality and currency of data, role of central authority, funding model, and ownership.
Outcomes of the consultation workshops and feedback provided will be presented to the project board next week (23 November) to review and give direction.
We distributed to stakeholders the draft guidelines for using supplier terms and conditions, seeking their input and feedback by piloting the guidelines.
The consultation period has now ended and all stakeholder feedback is being collated and reviewed.
The final guidelines for using supplier terms and conditions are being drafted and will be released to stakeholders from January 2017 following project board approval.
ICT contracting framework decisions
The project board has considered stakeholder feedback as the workshops have progressed and made decisions on the ICT contracting framework.
The board position on the ICT contracting framework to date is:-
compliance with the framework should be mandatory
general contract conditions will not be negotiable, but additional provisions may be included on a contract-by-contract basis
DSITI should be the custodians of the new ICT framework
the IP provision published in the “Queensland public sector intellectual property principles (version 2)” will underpin the IP provision of the contracts
contracts won’t specify a default IP contract position.
A Telecommunications Services module will be included, and there will be new modules for Managed Services and ICT Professional Services.
NB: The project board consisted of a number of small and large agencies including DSITI, TMR, DET, DJAG, HPW and Crown Law (covering ICT, legal and procurement).
What’s next?
The general and comprehensive contracts and modules will be finalised from February 2017.
Stage 3 – the change!
We recognise that to realise the potential of this new ICT contracting framework, we have to invest in a change program that engages all stakeholders.
We’re currently working with agencies to develop change plans across whole-of-government.
Likewise, we will work with our industry partners to inform them about the required changes in using the new ICT contract framework.
We are so grateful and thankful of our legal partners for volunteering their time, resources and expertise to help upskill government in the ICT contracting.
