4. PROJECTS
• Open source project by NumFOCUS foundation which goal is to develop it for
data processing with BSD license(only opened public GitHub repositories under
the PyData GitHub organization!).
• Developed by team of distributed contributors.
- contributor has code, documentation, designs or works. (anyone can!)
they submit, review, or discuss about github pull requests and issues!
But, barrier between users and contributors is low.

• Benevolent Dictator for life : 프로젝트의 마지막 결정권자로서의 기능!
- Core Team과 커뮤니티 토론의 합의를 통해 권한 연기 가능
- final authority : special or overriding vote
- 2/3 of Core team vote the chosen successor!
- At least 80% must participate in the vote
8. CORE TEAM
• Consists of project contributor at least one years
• To ensure the well-being project with BDFL
• Do not have special power of privilege, but their expert will useful guidance
• For 1 years, any one becomes inactive, then remove from core team
• Duty of showing conflict of interest
• Making subcommittees

1. 프로젝트의 전반적인 방향성 결정

3. 특정한 버그, 이슈에 대한 제안 by pull request
4. 프로젝트와 커뮤니티의 이익에 대한 관리
5. 의미있는 합의에 도달하지 못했을 때 의사결정
10. INSTITUTIONAL PARTNERS AND FUNDING
• No outsider has the ability to influence the project other than by participating in
the Project as Contributors and Core Team.
• But Institutional partner is admitted with contribution about open source
software.
• If institutional partner don’t donate, one-year grace period starts.
11. INSTITUTIONAL PARTNERS AND FUNDING
• Benefits
1. Tier 1 = an institution with at least one Institutional Core Team Member
- Acknowledged on the pandas website, in talks and T-shirts
- Ability to acknowledge their own funding sources on the pandas website, in talks and
T-shirts
- Ability to influence the project through the participation of their Core Team Member
2. Tier 2 = an institution with at least one Institutional Contributor
12. CC0 LISENCE
• Under the law, pandas project waived all copyrights about documents

- 최소 1년 이상 활동한 자만이 조직 위원회 자격이 부여
- 일반 사용자와 동등한 참여권

- 토론 시 과반수 이상의 참여가 필요
