order to preserve employment
opportunities for U.S. high-tech
workers (Cooper).

Reason:
The capital that U.S. industries
save by outsourcing jobs leads to
new investment, innovation and
job creation in America.
Further Action:
Rather than completely slowing
down the outsourcing of high-tech
jobs, the government should just
monitor the how much and what
kind of jobs are being moved
offshore (Cooper).
