This document discusses enabling smart city services through facilitating the reuse of open geospatial data. It presents three key goals: 1) harmonizing geospatial and open data from various sources, 2) combining geospatial and open data to extract new insights, and 3) providing tools and skills for using location-based services in rapid service creation. The solution involves a consortium of organizations working to make geospatial data more accessible and usable for businesses and other stakeholders to develop new services.

The increasing availability of open Geographic Information (GI) presents a new opportunity for European Private and Public stakeholders, especially SMEs, to extract extra value from Open Data due to the fact that a vast amount of information has direct or indirect spatial references that open up new ways of interpreting it.
The Open Data movement has mainly been a data provision movement. The release of Open Data is usually motivated by (i) government transparency (citizen access to government data), (ii) the development of services by third parties for the benefit for citizens and companies (typically smart city approach), or (iii) the development of new services that stimulate the economy. The success of the Open Data movement and its return on investment should therefore be assessed among other criteria by the number and impact of the services created based on those data. In this paper, we study the development of services based on open data and means to make the data opening process more effective.

These will only be gained when the symbolic structures have an actual semantics. I give an operational definition of semantics as “predictable inference”.
