Governments open up more data. But to do so they often use custom open licences.
This licence proliferation is problematic for a variety of reasons. Custom licences necessitate that data users know all legal arrangements of these licences – a problem that standard licenses are intended to avoid by clearly and easily stating use rights.
Custom licenses can also exacerbate legal compatibility issues across licenses, which makes it hard (or impossible) to combine and distribute data coming from different sources. Because of legal uncertainties and compatibility issues, license proliferation can have chilling effects on the reuse of data and in the worst case prevent data reuse entirely.
What drives governments to use custom licences? For whom exactly are custom licences beneficial, for whom are they detrimental? This presentation outlines these questions and assembled legal experts to identify new licensing best practices.

The LODE-BD Recommendations present a reference tool that assist bibliographic data providers in selecting appropriate encoding strategies according to their needs in order to facilitate metadata exchange by, for example, constructing crosswalks between their local data formats and widely-used formats or even with a Linked Data representation. The LODE-BD Recommendations aim to address two questions: how to encode bibliographic data hosted by diverse open repositories for the purpose of exchanging data across data providers; and how to encode these data as Linked Open Data (LOD) - enabled bibliographic data.
The core component of the LODE-BD Recommendations report contains a set of recommended decision-making trees for common properties used in describing a bibliographic resource instance (article, monograph, thesis, conference paper, presentation material, research report, learning object, etc. - in print or electronic format). Each decision tree is delivered with various acting points and the matching encoding suggestions, usually with multiple options.
LODE-BD is a part of a series of LODE recommendations overarching a wide range of resource types including the encoding of value vocabularies used in describing agents, places, and topics in bibliographic data.

They have gained momentum at a management level and are now for example part of the project template for EU Horizon 2020 projects. This raises the question what research groups and projects can do to implement them. Hugo Besemer will introduce the ideas behind the FAIR principles.

The Security Exchange commission (SEC) is using big data to monitor financial market activity by using network analytics and natural language processing. This helps to catch illegal trading activity in the financial markets.
The Data Analytics Lifecycle is designed specifically for Big Data problems and data science projects. The lifecycle has six phases, and project work can occur in several phases at once. For most phases in the lifecycle, the movement can be either forward or backward. This iterative depiction of the lifecycle is intended to more closely portray a real project, in which aspects of the project move forward and may return to earlier stages as new information is uncovered and team members learn more about various stages of the project. This enables participants to move iteratively through the process and drive toward operationalizing the project work.
Phase 1—Discovery: In Phase 1, the team learns the business domain, including relevant history such as whether the organization or business unit has attempted similar projects in the past from which they can learn. The team assesses the resources available to support the project in terms of people, technology, time, and data. Important activities in this phase include framing the business problem as an analytics challenge that can be addressed in subsequent phases and formulating initial hypotheses (IHs) to test and begin learning the data.
Phase 2—Data preparation: Phase 2 requires the presence of an analytic sandbox, in which the team can work with data and perform analytics for the duration of the project. The team needs to execute extract, load, and transform (ELT) or extract, transform and load (ETL) to get data into the sandbox. The ELT and ETL are sometimes abbreviated as ETLT. Data should be transformed in the ETLT process so the team can work with it and analyze it. In this phase, the team also needs to familiarize itself with the data thoroughly and take steps to condition the data.
Due to the arrival of new technologies, devices, and communication means, the amount of data produced by mankind is growing rapidly every year. This gives rise to the era of big data. The term big data comes with the new challenges to input, process and output the data. The paper focuses on limitation of traditional approach to manage the data and the components that are useful in handling big data. One of the approaches used in processing big data is Hadoop framework, the paper presents the major components of the framework and working process within the framework.

1. Records do not include a field with a unique identifier, which makes it very
difficult to monitor changes when the dataset is updated.
2. Records do not contain a field with the date when it was last updated,
which also complicates monitoring which records have changed from one
publication version to the next one.
3. Records do not contain a field with the date of creation, which makes it
difficult to know the date each one were incorporated to the dataset.
4. Fields do not use commonly agreed standards for the type of data they
contain. This often occurs in fields with dates and times, or economic values,
etc…but is also common in other fields.
5. The record is published on the dataset much later than on the website. This
can make a dataset useless for reuse if the service requires immediacy.

5. Inconsistencies between the content of the dataset and its equivalent
published on HTML web pages. Inconsistencies can be of many types, from
records published on the website and not exported to the dataset to
differences in fields that are published in one format or the other.
6. Service Level Agreements on the publication of datasets are not
specified overtly. This is not to judge those agreements as good or bad;
what is really important is that they are known, as it is very hard to plan data
reuse ahead when you do not know what to expect.
7. These elements are not provided: a simple description about the content of
the fields and structure of the dataset, as well as the relevant criteria used to
analyze that content (lists of elements for factor variables, update criteria,
meaning of different states, etc.).
