LeMill is a web community for finding, authoring and sharing open educational resources, with over 2,000 members from 40 countries. Most resources on LeMill are published under a Creative Commons Attribution-ShareAlike license, allowing for free use and modification of content. However, some teachers have uploaded copyrighted content or remixed licenses in ways that prevent sharing. Future plans for LeMill include improving copyright management tools and meeting requirements for resources to be considered "free cultural works."

• Open is not enough, educational resources should
be free to use in any context

• ShareAlike resriction protects authors

• Other Estonian initiatives do not guide people to

• Teachers remix CC licenses that can not be
remixed
