Allocation of defined responsibilities between the international, Regional
and national organizations [OPAD field offices] as described in, and
guaranteed by, its Constitution and Regulations, recognizing the self-
governing nature of field offices, while respecting the appropriateness of
international governance and action where this is in the collective interest.
Autonomy in decision-
making at each level of
the organisation:
Recognizing that the strength and legitimacy of international governance lies
in its ability to act decisively according to the needs and interests of the
larger organisation, whilst ensuring that decision-making processes lie as
closely as possible to those affected by decisions.
The principle of
subsidiarity
Ensuring that decision-making power rest as closely as possible to those it
affects, while preventing unilateral decisions that could adversely affect
other field offices, Members and/or the Affiliations.
Checks and balances
A system of power-sharing through the devolution of authority and rights to
Regional/field offices, Members and Cooperates.
None Duplication
One field office per region. OPAD shall establish regional field operation
offices are established to cover a minimum of 3 Countries to Maximum of 7
countries and to be headed by Regional Directors/coordinators.
Equality
All Member organizations, whatever their size, location or scale of income
generation, are given equal opportunity.
Two levels of
governance
Only two levels of governance apply, national and international, where the
international level includes regional structures
Primary strategic unit
OPAD Global office shall be the primary strategic unit and Regional Offices
are semi-autonomous operating in constant consultation and mutual
agreement with the Global office.

OPAD’s impact at Global and Regional levels
In Europe and Regional Structures, OPAD offers a wide range of services and share experiences that help
the poor and marginalized communities to reintegrate into the society. OPAD targets youths and adults
who are mostly immigrants from diverse cultural backgrounds to impart them with skills on self-reliance
in Sweden and the rest of the world.
The organization provides Youth and children with opportunities to learn other cultures to enhance
unity in diversity and share its Best Practices with other like-minded organizations in Europe, Africa, Asia
and South America. OPAD creates a gateway for exposure to youth through European Voluntary Services
as one of the accredited organization under EU.
