Introduction
Amour Foundation is working with the disable persons, established in 2016 to promote the
economic and social rights of the persons with disabilities. The organization has recently
established, with the aim to represent the interests of the teeming population of persons with
disabilities at the local level. Amour is an organization headed and foundation by persons with
disability. The passion to take the initiative is to reduce the sufferings of the disable persons
which they face to get public services. The goal of the Amour is to mobilize the disable persons
to become an active member of society and enjoy life as a normal person. Our mission is to
provide relevant and quality services to persons with primarily physical disabilities and to the
community as a whole, including services that:
Promote and protect the interests and well-being of persons with disable people.
Further the development and empowerment of persons with all kind of disabilities.
Prevent the occurrence of disabling conditions.
Remove physical, legal and psycho-social barriers and foster non-disabled/disable
relationships to make it possible for persons with physical disabilities to live
independently and to participate fully in their communities.
Background
Amour was established by a group of energetic people who were highly motivated and
committed for contributing their time, skills and energies for the development and
empowerment of socially disadvantaged and vulnerable communities and addressing Physical
disability issues and gender based discriminations with disable persons. Amour from its very
inception has started to march towards the prime goal of socioeconomic status for the people
with disabilities by providing them Education, Health, Skill Training, Employment, Social
Integration, Representation and Consultancy through various regular and periodical programs.
So far on one hand Amour has provided financial support to the rehabilitation and regular
monthly support to the Disabled women, men, widow and old age persons along with
equipment for education and daily use to control and overcome the additional problem of
disability. Amour opposes all forms of discrimination and respects the rights and dignity of the
people, irrespective ethnic, social religious or political difference, gives priority to meet the
needs of most vulnerable population, especially disable persons. The key driving force behind
the establishment of Amour is the motivation and passion of Laila Tul Qadar for working
towards the uplift of people who suffer from any type of disability in Pakistan.
Disability Situation in Pakistan
Health Organization defines disability as any restriction or lack (resulting from any impairment)
of ability to perform an activity in the manner or within the range considered normal for a
human being. Of the total world population approximately 15% or about one billion fit the
above definition with a mild, moderate or severe nature. 93 million of these are children. In
Pakistan, in the absence of regular Census, approximate or projected numbers estimate that,

total population of people with disability (PWDs) is 5.035 million, more than the population of
Norway, New Zealand, Lebanon or Kuwait. Current annual growth rate of disabilities is at 2.65
% per annum more than the annual growth rate (2.03%) of total population of Pakistan.Only14
percent of persons with disabilities are in work, rest are reliant on family members for financial
support.
The number of children with disability is 43.4% of total PWDs population, 58.4% male and
41.6% female(Reference: Population Census 1998), The number of males with disability is
greater than females, possibly because of the high incidence of female infanticide caused by
social discrimination, preference for the male child, and deep rooted gender insensitivity within
households. It is estimated that around 1.4 million (28.9% of total number of PWDs) are the
children of school going age who do not have access to education. Government of Pakistan
addresses the needs of PWD through a Directorate General of Special Education& Social
Welfare (under the Capital Administration & Development Division) and a number of institutes
and centers established in the Islamabad Capital Territory (ICT). The Government of Pakistan
has ratified the United Nations Convention on the Rights of Persons with Disabilities
(UNCRPD) on 5th July, 2011 in UN General Assembly and implementation of UNCPRPD is
mandatory for the Government of Pakistan. DGSE&SW established a cell called UNCRPD
secretariat for the implementation of UN Convention in January, 2012. It is clear that the
Governments (Federal and Provincial) need to implement various Policies and Action Plans
particularly the UNCRPD, integrating the needs of PWDs also into national Millennium
Development Goals (MDGs) agendas.
Amour has several important programs for future to fulfill its full time agenda including
immediate and important program to take care of basic need of the deserving disabled persons
and families regarding food & clothing.

Amour's overall geographic focus is the province of Punjab.
Focus Groups
Amour’s focus is on the socio-economically disadvantaged groups of disable. Keeping in view
the overall socio-cultural fabric of the society and the overall power imbalances and
discriminations that exist at all levels; the focus, amongst this group, is again on most vulnerable
and the marginalized ones. Amour also focuses on the inclusion of minorities and special groups
such as widows and elderly people.
Governance & Management
Amour is governed by its Board of Directors (BoD). The Board is the key policy making and
governance body of the Foundation and works independently. It formulates and approves
policies and organizational systems and evaluates the overall performance of AMOUR on
period basis. The BoD consists of eight members (both male and female) and is headed by its
Chairperson. The Organization’s board of directors comprises of development professionals,
intellectuals, academicians, activists and media persons. The Executive Director of organization

serves the board as the secretary and ex-officio member. The Board works in the guidelines of
the Board Policies Manual.
Amour is led by its Chief Executive Officer who is the formal head of the organization. The
Chief Executive Officer reports to the Chairperson of the Board of Directors (BoD) and is
responsible for the overall management of the organization. The Chief Executive Officer is
supported by the manager programs and team of coordinators /managers of different sections /
programs of the foundation and they jointly form a management structure for the Organization.

Amour has willingness to work for the promotion of education for disable persons. The
Foundation will provide education in order to main stream them through normal schools in
different project areas and engage parents and community people through the formation of
parents’ education committees (PECs) and school management committees (SMCs).
2. Disability Rights
Civil documentation is the priority of the Amour and engaged in promoting gender equality and
addressing women empowerment issues since its inception. It will exclusively highlight the
disable women issues and their economic empowerment through skill development and
enterprise development.
3. Vocational Education
“You are only as weak as you feel or as strong as you feel” is a popular saying we have often
heard. A true manifestation of this can be seen at a vocational training facility in Lahore. Here a
bunch of determined individuals challenged by disabilities of different types-categorized as mild
to severe-are getting vocational training to build their lives. Instead of being dependent on
others, they are striving to contribute to the well-being of their families, society and economy
as well.
The facility, located in Lahore, is run by the Amour. This training center offers vocational skills
exclusively to the disable persons. The Foundation mainly serves as a bridge between disabled
persons and employers. The Amour training center offers courses in industrial and domestic
stitching, professional cooking, book binding and photocopying, mobile phone repairing,
computer literacy, graphic designing and so on.

4. Livelihood
After building capacity and skill Amour will also focus on the livelihood endeavor. It will help to
provide sources and financial support to start their home based enterprises. It will become
them independent and create a source of income. The main purpose of this component is to
increase income levels of people with disabilities through enhancing skills and employability as
well as to improve the impact of the new legal framework for promotion of employment of
people with disabilities.
It will be designed to improve the capacity of disabled men and women to earn an income by
enhancing employable skills, training and enterprise development, increasing opportunities for
job placements and reducing dependency on state benefits.
This thematic area will also address improving levels of knowledge, understanding and
application of legislation, enhancing market oriented skills for persons with disabilities and
improving access to existing programmes for employment.

Amour has a core team with various professional backgrounds such as management, finances
and HR etc. In addition, Amour hires the project staff as and when required. The organization
also engages volunteers and interns as per requirement.
Organizational Capacity
Amour is primarily, an Advocacy, Skill Development and Service Delivery, Rights Based
organization which works with local and national development sector donors particularly for
the protection of the disable people’s rights. Span over a period of year, Amour has developed
its skills and expertise manifolds and now this organization is poised fairly good to
launch/implement multiple intervention particularly related to awareness raising, mobilization
and sensitization of multiple stakeholders. With a substantial annual financial turnover, Amour
has furnished its capacity in financial management of small and medium scale projects. Amour
has well equipped office with qualified and experienced staff who has capacity to implement
various development projects with the financial help of local, philanthropist and community
contributions.
Amour is well-established organization with comprehensive systems and procedures regarding
project implementation in the field in its target geographic areas. The management team of the
organization is experienced in implementation of different types of disable people’s projects.
Amour will adopt all these protocols of management and partnership arrangement for the
proposed project which will be based on standard indicators including two way sharing and
accountability based on feedback and direction.

Amour enjoys a very healthy coordination with the government departments both at the
provincial and district government. Amour has strong linkages with different government
departments at different levels in at the local and district level. As part of its previous
interventions the organization worked with various departments and developed close rapport
with the government official. Amour is a well-respected and reputed organization in Punjab.

printer etc. and paid staff. Amour has a large network of volunteers across the target district
with a strong commitment level for disable person’s development projects and their rights

Review and Monitoring
Monitoring of projects in Amour is always the important and priority matter. There is always a
built in mechanism of review and monitoring for all the projects Amour implements. The
processes of review and monitoring help organization in achieving the project objectives in
smooth and timely manner. As the key mechanism of monitoring; the projects are monitored
by the implementation teams; the coordinators/managers of the program and the management
of Amour.
Audits and Accounts
Amour maintains its all accounts on double entry system. Foundation has developed various
financial policies, systems and formats etc. which help it in effective management of all its funds
and maintaining a complete transparency in receipts and payments at all levels. Amour gets its
accounts (receipts and payments) audited by the recognized chartered accountants’ firms on
the completion of projects or by the end of each financial year.
