This document provides a summary and critique of various strategies for reforming Child Protective Services (CPS) based on the experience and perspective of Rosalind McAllister, a family advocate.

1) Protests, petitions, and rallies are unlikely to directly help reunite families or reform the system as judges are not supposed to consider outside media influences.
2) Reforms must happen at the state and local level as CPS is not a major federal issue due to its small scope.

Corporate criminal responsibility holds corporations liable for criminal offenses from their employees. If employees are directed or persuaded to perform illegal actions to benefit the company, I believe this is justified. There might be occasions when an individual is doing what they think is best for the corporation, though were never directed to act in an illegal manner.
An example can be taken from 1909 in New York Central & Hudson River Railroad v. U.S. This case shows how the Supreme Court held a corporation criminally liable for its employeesâ actions. Those actions included promoting a provision for rebates on shipments, which were paid by the corporation, though staff never had written permission to do so. Since the employees âacted within the scopeâ of their authority, the company was held accountable.
Based on this and similar cases, I can see why corporations can be held liable. Especially in terms of fraud, many times employees are acting on behalf (and for the benefit) of their company. Often, these actions can either come from the top, or are simply ignored.
If it can be proven that an employee acted on their own and, for example, personally gained from a fraudulent transaction, I can see why that specific person should be held liable instead of the company. Supervisors most likely should have known there were legal issues, but at what point is the company responsible for every action? If it is recurring, this would be an issue where accountability starts at the top.
There are advantages and disadvantages to each side. Obviously, if a corporation can be held liable over an employeeâs actions, this benefits the staff. They can act without fear of criminal consequences, though this might invite more reckless behavior. If an employee can be held accountable instead of the entire corporation, the corporation benefits as they would not have to be as concerned about scrutinizing staff and viewing them under a microscope.

I wholeheartedly believe that employees who commit corporate crimes should face criminal reprimanding. Criminal responsibility makes sense to me due to the fact that there are some high level executives that have gross misconduct. For example, Takata Corporation continues to produce malfunctioning airbags when they knew that they were faulty! These corporations should be criminally liable for the people that were killed because the executives knowingly continued production of a faulty product. This type of misconduct should definitely be punished by government agencies to send a message to other companies that they cannot do these kinds of things. Criminal liability is a colossally important label that companies do not want to have. Comp.

Evidence Against:
Rosalind is a snitch and obvious shill that has been holding back the movement for CPS reform by
attacking parents who come to her for help and reporting Anons to the FBI. She claims to be an
advocate for CPS victims and a fighter of the system but she is clealry a part of that same system and
has spoken out against the #OpExposeCPS protest mulitple times showing she feels threatened by
any force calling for change of that system and will defend it by reporting people to the FBI. As if they
didn't know about #OpExposeCPS already (lulz) Phase one of the operation (March 21st) was a
call/fax/email flood to the FBI themselves to demand they investigate the system as a whole. Good
luck with "informing" them Roz. She has also stated multiple times that it is not the FBI's job or
juristiction to do this, when there are multiple investigations already on record showing that they have
before.

12. Why We Are Stalled in the Reform of CPS

attemptto explain,the âbeenthere,donethatâandit justdoesn'twork. Infact, it backfires,time andtime again!
Firstlet'sjustlookat thisfrom the commonsense angle,andgetto the nutsand boltsina bit. Can youname any
familythatwasreunitedbyprotestsandpetitions? Well,Isure can't! Andbefore youtryto site Justina,Ican tell you
that the spot lightof the mediadidputpressure on,butthen,whensomeone asbigasGlennBeck takesan interest(and
may have helpedfundthe parents'fight),it'sabithard to ignore. The keywas gettingthe rightattorneytofightthe
case the properwaythat was the winningfactor,notthe media. Yousee,the judge isnotsupposedtolistentoanything
on a case outside the courtroom. Thatbeingsaid,if the mediaputpressure onthe decision,the judge isinviolation,
13. and needstobe off the bench! So, let'slookat a few currenteventsandhow theyaffectthe reformmovement. But
first,let'slookat where we are starting.
Only4% of US childrenhave CPScases. Thisnumberhas beenrelativelystable overthe lastseveral years. Idon't
thinkanyone wouldagree thatthere are some abusedandneglectedchildrenforwhichCPSinterventionis
needed. Andsome childrenare gettingin-home services. So,let'ssaythat2% of the childreninthe US needCPS. So
that meansonly2% childrenare mistakenlyinfosterorkinshipcare. Thatnumbermakesusâinsignificantâtothe
federal governmenttostartwith. Andthe amountof moneyspentonfostercare and relatedexpensesare asmall part
of the federal budget. Nowaddthat the day to dayoperationof CPSis NOTa federal matter,butastate or local matter,
dependingonthe state. 13 statesdon't have a statewide agency,butratherare a âcounty administratedâsetup. Here
inOhio,there are 88 separate CPSagencies,none of the employeesbeingstate employees,butcounty
employees. Manyhave there ownpolicyandprocedure manuals. WESIMPLY ARE TOO SMALL TO MATTER TO THE
FEDS! So, we mustworksmartly,accuratelyand inour ownstatesto getanythingaccomplished.
PETITIONS TO THE WHITE HOUSE
First,thisisnot a federal issue. Secondly,the White House personnel don'tevenreadthese until theyhit100,000
signatures. Then,theydon'tdoanythinganyhow! RememberthatMarine stuckinthe Mexicanprison? The White
House ignoredthatone and there were many,manymore than100,000 signatures. Andthe currentpresidentisfrom
whatpart? He's a democrat! The party of Mondale,the ClintonsandObamacare. All furtheringCPS. Andsince youare
publiconyour signature,youCPSworkergetstosee that yousignedit. So,explaintome the goodin thismove.
RALLIES FOR A PARTICULAR CASE
Here I referyouback to the fact that none of thiscan effecta goodjudge. Andinone case,The SistersinAZ,the
fact that there wasso much onfacebookandralliesandprotests,the motherwasissuedagag order. You can argue

AmendmentstatesâCongressshall make nolawsâ. The judge isNOT
Congress. Andif the otherpartiesinthe case, the caseworker,GAL,CASA,judge,attorneys,don'tfeelsave becauseof it,
thenit isappropriate forthe judge todo something. Again,youdon'thave tolike it,youmayfeel it'simmoral,butit's
legal.
I plannedandparticipatedinone suchrallyyearsago. I was invitedtositinthe courtroom, a HUGE honor in
SummitCounty,OH. I had workedlongandhard and wonthe respect,if notagreement,of the court. (That's whyI
preachabout beingcreditable.) AndIaskedacouple of questionsof the parents'attorneysandtookmyadvice and
changedup theirquestioning. Atthe end,the deputysheriffs,asIwas leaving,thankedme andmygroup of about15
people forbeingsorespectfulof the grounds,the officersandthe citizens.
Fast forwarda fewyears,andI am in a courthouse inanothercountynotfar away,supportinganothermother,
and actingas a free lance paralegal toanattorney. I saw one of the magistrates (apersonthat hearscasesin Ohio
belowajudge) fromSummitCounty. Ihad heardthat she had leftthe bench,butdidn'tknow whyor exactlywhen. AsI
had neverhadanythingbadto say abouther,I addressedherinthe hallway. She wasverysnippywithme. Ichalkedit
up to herbeinga prosecutorforCPS now,anddidn'tletit botherme. Aswe are sittinginthe conference withthe
magistrate forthe parent,inwalksRichardsand tellsthe magistrate thatIam a protester,nota paralegal andI was a
trouble makerwhenshe wasonthe benchinSummitCounty. Igot kickedout! Whenthe parent gota newlawyer,she
was barredfromspeakingtome. My name isnow MUDD inthat county! NOMORE PROTESTS!
14. LET'S ALL GO TO D.C.!
Again,been there,done that. I've spokenthree timesonthe Capitol lawn(seeYouTube underRosalind
McAllister) andIwas recordedonthe Congressional Record(nobigdeal,youjustaskthatyour meetingbe recordedand
it isavailable forpeoplelikethatSenator fromORto listento) twice. Itwas nice to meetpeople fromacrossthe
country,but nothingcame of it. I lobbiedinthe Senate Office Buildingwithmythen7year oldgrandson. It wasa great
educationforhimand theysaidtheywere holdingaspotforhimas a page,he was soimpressive athisjob.(Cute,too,if
thisgrandma can brag!) You can see photoson myfacebookif youare amongmy friends. Althoughourpanelsthatare
the The Recordhad invitedCongresstoattend,noone evercame. Bill Windsor,withLawlessAmerican,the filmthat
neverwas,dida gatheringinDC. Veryfewcame and,again,no advance.
Why? Because it'snot a federal issue(Seethe 10th
Amendment) andgoback to the low impact. And to be very
cynical,I don'tthinkmanyin DC are people minded. Peopleasa whole,yes,individually,no. It'smore aboutmoney. It
mightbe differentif we,withinthe movement,didmore togetthe rightpeople elected. Mostparentscan't name their
ownrepresentatives,letalone othersintheirstate.
CALL THE MEDIA!
And saywhat? That CPS ishurtingyourfamily? Thatthe judge isn'tdoinghis/herjob? Thatthe systemis
corrupt? That theyare sellingkids? ANDYOURPROOF?????
The mediatakesenoughrapsfor exaggerationof issues. Theyneedsolidproof of misconduct. Of course,itsure
doesn'thelpwhenyouare tryingto assista family,anditturnsout that theydidn'texactlytell youeverything(like the
babywas special needsandthe parentswere missingdoctorappointments),soperhapsthe mediagotitwrong,but
your handsare tiedin advancingthe case. Onthe veryfirstcase I assisted,we triedtogoto the topinvestigative
reporterinCleveland. He toldme thathe couldn'thelpbecause he hadhisownkids. Andonce,whenwe gotan
investigativereportertointerview the parents,itwasneveraired.
So youdo manage to getthe mediaout to yourrally/protestwithall 5of you there (okay,sothere is20 when
there are 1,000 casesin yourcounty. Doesn'tlookgood!) Andyouhave a bullhorn(megaphone)andyouare yelling
aboutsellingkidsandthe state makingmoneyandthe caseworkersgettingbonusesfortakingkids. Well,since noneof
thisistrue,but the official budgets,unioncontracts,andcourt adoptionrecords,youhave justproventhatCPSwas
mostlikelyright. Youare crazy anda dangerto yourchildren.
Oh,we didn'tdo all that! We justpassedoutflierswithinformation. Wasthe informationcorrect? Was it
local/state information? Did youquote reliable documentsandsourcesorvideosfromYouTube fromnon-expertsor
articlesfromnon-recognizedsourceswithnofootnotes,onlyopinions? Idon'teverwant to hearanotherTV storythat
saysâDisgruntledparentsâasa start. What aboutâconcernedcitizensâ? Everyone wantsâface timeâtotell theirown
personal story. Theyreallydon'tcare!
Recently,inHouston,TX,twobabiesdiedof abuse in2 or 3 days while infostercare. The reporterof the LOCAL
FOXaffiliate askedforstoriespeoplehadaboutCPS. Well,someoneinaTX group,but not fromTX, put outa call for
storiesfromall overthe country. What a mess! Anda TX advocate claimedtohave the ear of that reporter. The person
fromMaine mostlikelyruinedthe chancesof anymore stories! I commentedonlytosaythat as a national advocate,I
hearmuch from TX andCPS's disregardforproperproceduresandbestpractices. Iwas available if he wished. Other
postswere sprinkledwithcolorful language andmean-spiritedname calling. Yeah,thatlookedreal goodforall of us,
didn'tit? By stayingclearof the fray or beingabove the mess,we canonlyhope that the TX advocate didn'tlose a
valuable connection.
15. WRITE LETTERS TO THAT OR SENATOR
Well,didyoubotherto see whohe is andwhat he standsfor? I did! He isknownto be all talk andno action. His
lettertothe 50 governorsproved,inandof itself,thathe isuninformed. 13 of those governorshave NOSAYin CPSin
theirstates(OH,WI, CA,SC, NV to name a few) because theyare countyrun. Here in Ohioalone,he wouldhave hadto
send260 letterstoaddressthe top people incharge of CPS. Not knowingthatlittle factruins hiscredibility.
This guyis a democratârankingmemberâdoesn'tmeanhe isthe chair of the committee. Thatwouldbe a
Republican. He haslittle if anytrue voice inthe Senate. A lackof general knowledgeof the waygovernmentworksgota
bunchof people all excitedaboutnothing. Andthen,someone decidedtosendhimindividual stories. He didn'taskfor
themthat I can find,andno one will linkme. So,onthat information,andafterIattemptedtoverifyit,itseemsthatyet
again,whatMAY have beenanopportunity,nomatterhow slim, couldbe killed. Ievensaw one personbraggingthat
theypersonallyhadsent9letters. Andwe wantDC to thinkwe aren'tcrazy? How is that possible?
EXPOSE CPS JUNE 5TH
Again,the wrongtarget, sowe looklike mental caseswhoforgottotake our meds! FBIcannot justinvestigate
thingswithinthe state. Itmustbe across state lines,aninvitationfromlocal government(like inmissingchildrencases),
or VERIFIABLEdisregardbylocal lawenforcement,like hereinCuyahogaCounty. Here,the FBIwascalledinafterthe
countysheriff (whoendedupconvicted) andthe prosecutorwouldn'tdoanythingaboutthe corruption(the REAL
corruption!) thatwashappening. The CountyCommissioner,CountyAuditor,the Sheriff,six ClevelandBuilding
Inspectors,manyothersfora total of 60 convictionsinthe county.
I tell youthisonlytosay that I am well aware of whatthe FBI can and cannot do. Theyare well aware of what
parentsand familiessee asaproblemwithCPSbecause theyhave beengettingreportsforyears. Theydon'thave
jurisdictiontodoanything! So,once again,it'swastedtime andeffort. Andagain,because thatisthe case,we ALL look
like ignorantwhiners. Andanyway,whatexactlygotchangedbyAnonymous'actionstothisdate? Anotherfailureof an
idea.
So, yousee,I have thoughtoutall my options. Ihave lookedatall the angles,all the possibilities. Some Ihave
eventried,andsome I have had backfire. Some were awaste of time (exceptformygrandsonseeinghowlobbying
worksand site inDC).
I have beenat thisfor18 yearsnextmonth. Yet,the âyoung'unsâ act like Iam an idiot. I ask pointedquestions
because they needtounderstandwhattheyare doing. AndIask themdirectlysothat there isnomisinterpretation. For
those of you whohave not hadthe âpleasureâof seeingmyrude,mean-spiritedandâbullyingâquestionstothose
promotingmisguidedevents,hereare a few:
