This document examines aid instruments that donors can use to assist developing countries in strengthening their tax systems. It draws on literature reviews, surveys of aid agencies, and six case studies. The case studies provide real-world examples of how different aid modalities have worked in practice to support tax reforms. This report aims to provide guidance to donors on effective approaches. It also analyzes how tax reforms can strengthen governance and presents principles for international engagement on taxation issues developed by the OECD and other groups. The analysis in this report has already informed the work of OECD and other international initiatives on taxation and development.
This report describes the levels of financial literacy of adults in G20 countries and the Netherlands and Norway, guest countries under the G20 German Presidency. The results show that there is considerable scope for improvement in levels of financial knowledge, behaviour and attitudes across G20 countries, confirming the importance of developing and sustaining a national strategy on financial education that reaches all groups of the population including young people. This is ever more urgent as the digitalisation of finance brings new opportunities and challenges to consumers, and especially to vulnerable groups.
The report was prepared in response to a call from G20 Leaders in the 2016 Hangzhou Action Plan, drawing primarily on data collected using the toolkit to measure financial literacy and financial inclusion developed by the OECD/International Network on Financial Education (OECD/INFE). G20 logoAt the G20 Leaders' Summit in St. Petersburg (5-6 September 2013), leaders “fully endorse(d) the ambitious and comprehensive Action Plan – originated in the OECD – aimed at addressing base erosion and profit shifting” (paragraph 50). They also endorsed OECD’s work on tax transparency (para 51), calling on the global community to work with OECD to help developing countries benefit from these initiatives. Tax Inspectors without Borders initiative, a new OECD initiative aimed at sharing knowledge and increasing domestic capacities in developing countries in the tax area was highlighted (para 52).

Science, technology, and innovation have become part of everyday life. However, there are instances where they encourage the use and abuse of natural resources. How might science, technology, and innovation be harnessed for people, planet, and profit to deliver sustainable methods and minimize environmental harm? How might business lend a hand?
The OECD's new work program would fundamentally change the way multinationals are taxed in the digital age, raising numerous questions of economic effects, compliance costs, and coordination between countries.
The four elements necessary for the OECD to be successful:
1.Identification of the scope and magnitude of the issues being addressed and how they are left unresolved by previous BEPS efforts.
2.A clear set of recommendations on both taxing rights and anti-base erosion policies that do the least amount of harm to economic growth.
3.Economic assessment of the potential impact of the policies on cross-border investment, cost of capital, foreign direct investment, compliance and administration costs, and countries’ tax revenue.
4.Commitment from countries to remove policies that conflict with the recommendations
Over the years, tax competition has led some countries to adopt more neutral, pro-growth business tax policies. This project could directly undermine that progress.

Neuro-symbolic (NeSy) AI is on the rise. However, simply machine learning on just any symbolic structure is not sufficient to really harvest the gains of NeSy. These will only be gained when the symbolic structures have an actual semantics. I give an operational definition of semantics as “predictable inference”.

Aid Modalities for Strengthening Tax Systems
This document is submitted to the DAC for APPROVAL under written procedure. If no comments are received by
14 September 2012 c.o.b. it will be considered approved and will be issued for publication as final. The report
has been finalised by the OECD/DAC-GOVNET Tax and Accountability Task Team as a key deliverable in the
Programme of Work and Budget 2011/2012 (DCD/DAC(2010)31/FINAL). It was approved by GOVNET
members under written procedure on 13 July 2012.
The paper is a joint OECD/DAC Network on Governance (GOVNET)/ International Tax Compact (ITC) report
that examines the aid instruments donors can use to assist developing countries in strengthening their tax
systems. The assessment draws on three sources: a review of the relevant literature; a survey of aid agencies
officials; and six case studies that afford a ground-level view of how various modalities work in practice. This
report is a direct response to the growing awareness of the potential mutually beneficial links between taxation
and governance. The analysis and insights in this paper have already been taken forward by the joint DAC/CFA
Tax and Development Programme in the form of principles for international engagement in tax matters which
will be validated and finalised in 2012/13. The paper also offers valuable guidance for donors and will be
launched and disseminated during the next cycle of OECD Task Force on Tax and Development meetings in
