This document proposes a model for optimally placing video files across multiple data centers in a content distribution network. It involves (1) clustering user regions based on internet coordinates, (2) tracking video popularity per region, (3) storing partial video files to reduce startup delays, and (4) formulating the placement as an optimization problem to minimize user-datacenter distances subject to storage constraints. The proposed solution uses a utility matrix approach to iteratively place the next chunk of the highest utility video on the best data center.
