1.Renovation of Buildings - Member States must establish a long-term strategy for
the renovation of national residential and commercial buildings, both public and
private. - Article 4
2.Energy Savings - Beginning in 2014, energy companies and distributors in all
Member States must achieve a yearly savings of 1.5%. - Article 7
3.National Action Plans - Each Member State must develop a National Energy
Efficiency Action Plan that outlines energy efficiency improvement measures that
will be taken to achieve national energy targets. - Article 24

6. LONG-TERM ENERGY STRATEGY
“The National Energy Efficiency Action Plans shall cover
significant energy efficiency improvement measures and
expected and/or achieved energy savings, including those in
the supply, transmission and distribution of energy…”

7. THE PROCESS
Each Member State must submit a National Energy Efficiency
Action Plan by 30 April 2014.
Over the next 16 months politicians will deliberate and consult
with affected industries to decide which policies and measures
will be included into their nations’ plan.

THE ROLE OF BUSINESS
The ‘Thinking and Consultation Period’ provides an opportunity for dialogue between
businesses and political decision makers.
Through this dialogue, risks and opportunities for businesses become apparent, which
then leads to an information and competitive advantage.
ACTION:
Businesses must assess whether the National Action Plan could
impact their business model positively or negatively – and then
decide on a suitable course of action.

12. IMPORTANCE OF THE MEDIA
The media in today‘s society plays a vital role in
forming public opinion over the policies and Included in their coverage of the Directive, the

14. UNIQUE ROLE OF STATES
In order to implement the Directive and to create the German
Action Plan on the national level the federal government
will consult with its states.
The 16 states (Bundesländer) will contribute to the German Energy Efficiency
Action Plan through formal consultation and informal cooperation amongst
themselves and with the national government.
Hence the individual German states assume an
important role in the Directive.
15. MULTI-LEVEL GOVERNANCE
The Directive presents risks and opportunities to
companies operating in Germany, whether domestic or
foreign. In addition to monitoring the situation on the national
level businesses must also engage in dialogue with
political decision makers at the state level in order to
identify state specific opportunities.
