NPDES UPDATE - 2013
National Pollutant Discharge Elimination System

                                      Rosmarie Kelly, PhD MPH
                                     Public Health Entomologist
                                                         GDPH
Background
• An NPDES permit has been required since Oct 31, 2011

• According to the GA EPD permit, if you exceed the threshold
for adulticiding, you are required to submit an Notice Of Intent

• Remember

    – After you submit your NOI you cannot apply pesticides until
the NOI is approved by the GA EPD

    – If you don’t hear anything after 2 weeks, it has been
      approved

GA EPD Pesticide General Permit (PGP) Info:

                                                                         2

                                                 3
Truck spray (figuring acreage):
1 foot = 0.000189393939 miles
1 acre = 43,560 square feet

So,
247 miles = 1304160.003 feet (miles driven while spraying)
300 feet (spray swath)

1298880.003 feet x 300 feet for the swath equals
391248000.81 square feet
and that equals 8981.82 acres

                                                             4
Another way to calculate acreage sprayed by
truck is to note your actual spray time (some
spray pumps will monitor hours of use) and
the mph at which you are spraying.

Acres sprayed are:

181.8 acres per hour at 5 mph
363.6 acres per hour at 10 mph
545.5 acres per hour at 15 mph
727.3 acres per hour at 20 mph

                                                5
Things that should already be done
 Pesticide Discharge Management Plan (PDMP) (keep on file)
 Notice Of Intent (NOI) (submit to EPD)
Check the NPDES page on the GMCA website for examples of PDMPs and NOIs
 Maintain records of equipment calibrations (keep on file)
 Maintain records of chemical application sites and amounts
      applied (keep on file)
 Effluent limitations
           Technology based
            – Develop thresholds
            – Integrated Mosquito Management (IMM)
            – Federal Insecticide Fungicide & Rodenticide Act
                (FIFRA)
 Water quality based – meet standards
                                                                          6
Things that should already be done
 Post-spray analyses (keep on file)
  • Efficacy
  • Non-target effects (fish kills)
 Adverse incident reports
  • File as required
  • Meet deadlines
 Document corrective action when needed
  • Changes to your PDMP
  • Adverse incidents, spills, non-targets, etc.
 Compile a biennial report (keep on file)

                                                   7
Reports are kept on file, NOT submitted.
