HOLIDAY DRIVING SAFETY
The holidays are a time to celebrate, but celebrations become dangerous when alcohol is involved.
Unfortunately a consequence of the holiday season is a sharp increase in alcohol-related accidents and
incidents. Drinking alcohol and driving is a dangerous combination that can have lasting effects personally and
professionally. DUI/DWIs incidents have decreased by 44 percent Navy-wide over the past four years. While the
number of DUI/DWIs reported in the Navy has declined, the holidays still represent a period with the most
DUI/DWI incidents. For those who intend on drinking, make a plan, choose a designated driver or alternative
plan to get home before you go out, decide in advance how much you plan to drink, and never get in a car with

HELP YOUR PACT SAILORS STRIKE
Your Sailors can apply for rating designation in REGA using the following methods: Direct rating entry
designation, Navy wide advancement exam requests, and "A" school requests. Direct rating entry designation
has the most immediate impact on rated apprentice manning; when direct designation is approved, the Sailor's
permanent record and the command manning documents are automatically updated. Direct rating entry
designation quotas are only available for ratings that do not require "A" school. The minimum requirements for
sailor eligibility to direct designate are: Meets desired rating qualification standards; Minimum 12 months
onboard permanent duty station; Direct designation quota available in Fleet Ride. POC’s: ADC(AW) Matthew

EN/MM REALIGNMENT
NAVADMIN 382/12 was released 19 December, announcing the realignment of Sailors from Engineman (EN) to
Machinist's Mate (MM) and disestablishment of the Full Time Support (FTS) EN rating. For E1-E9 active-duty
and E6-E9 Reserve Sailors, official conversion from EN to MM will be effective 1 May, and E1-E5 Reserve
conversions will be effective 1 October 1, 2013. The following NECs will remain EN: 4302, 4303, 4304, 4305,
4306, 4308, 4310, 4314, 4324, 4333, 4334, 4340, 4342, 4343, 4346, 4366 and 4370. The MM rating will not
be affected unless desiring to convert to EN. Enlisted community managers will make final determinations on
shifting personnel between EN and MM ratings. I strongly encourage conducting CDB’s with your Sailors that
