This document summarizes a report from Norway's Agency for Public Management and eGovernment (Difi) on governing common e-government components. The report outlines objectives of better digital services for citizens and a more efficient public sector. It defines common components and identifies five that are particularly important. The report recommends standardizing management roles, financing cross-sectoral tasks, increasing coherent priority-setting, and pressure on line management to achieve goals of utilizing common components across agencies.

This article provides an overview of eGovernment and its role in revolutionising existing governmental systems. It argues that in order for eGovernment initiatives to truly succeed, we need to develop public trust and confidence to promote diffusion and participation. The article relates this to the recently announced UAE eGovernment Strategic Framework 2011-2013. The framework attempts to promote the electronic transformation of all government services within a period of three years. An important component of the strategic framework in question is the use of the existing national identity management infrastructure and the development of a government-owned federated identity management system to support Government-to-Citizen (G2C) eGovernment transactions and promote trust and confidence on the Internet.

The government's goal is digital first choice. This means that communication
with the public that today is performed by paper mail, telephone or in person,
in the future as far as possible should be done digitally, it will say on the
Internet.
Today you receive a paper invoice automatically. If you want an e-invoice,
you must explicitly ask for it. Many government agencies do not give us the
opportunity. The point of the digital first choice is to facilitate the opposite:
