This is a GS-05/06/07 position that is located at the Directorate of Manpower and Personnel,
Officer Personnel Branch, in Jefferson City, MO United States 1 vacancy
Incumbent will be assigned to Position Description Number D1106000 in SPMD 1322
APPOINTMENT FACTORS: This is a Permanent Excepted Service position. This is a bargaining
unit position.
NATIONAL GUARD MEMBERSHIP REQUIRED: This is an Excepted position that requires
active membership in a compatible skill in the Missouri Army National Guard and wear of the
military uniform. Acceptance of an excepted position constitutes concurrence with these
requirements as a condition of employment. Applicants who are not currently enlisted in the
Missouri Army National Guard must be eligible for immediate enlistment or appointment. For

MILITARY REQUIREMENTS: Selected candidate will be required to be in a compatible military
assignment prior to effective date of placement. Selected candidate must be MOS qualified within
12 months from date of appointment.

Supervisor must verify that selected individual occupies a compatible military position.
Technicians will not be militarily senior to their full-time supervisor (grade inversion).
IMPORTANT NOTES: Permanent Change of Station (PCS) allowances are not authorized for this
position. Secret Security Clearance is required.
Failure to complete management prescribed courses for full-time support personnel
within the first year of employment or assignment, may be cause for reassignment or
termination.
This position will be filled at the GS-05 or GS-06 trainee grades or the target grade of GS-07. An
applicant who is selected at one of the trainee grades will have potential for promotion to the
2. target grade of GS-07 without further competition. Promotion to full operating/journeyman level
will be made after qualifications and eligibility requirements have been met and the incumbent is
performing at the higher level in a satisfactory manner.

DUTIES: Serves as a final reviewer of actions, which may include but are not limited to
accessions, promotions, transfers, boards, promotion eligibility; retirement eligibility; and actions
that affect eligibility of educational or incentive benefits as well as sensitive, complex cases, which
involve: allegations of inequitable, prejudiced, or similar treatment (e.g. issues of fraudulent
enlistment or assignment; removal of military member from active or inactive status). Performs
final review on file prior to review and action by a board, action officer, or others and insures that
all levels of legal, medical, and administrative review have been completed. Researches and
obtains all necessary relevant information regarding cases and issues and provides explanations
and interpretations of rules, regulations, procedures, and requirements pertaining to actions
taken or recommended. Drafts or prepares related correspondence for appropriate signature and
enters data in automated systems. Retrieves data from information sources, both manual and
electronic, for use in answering questions, responding to correspondence, or preparing reports or
briefings. Provides assistance to the family members by advising them on the entitlements and
provides information or assistance with filling out any required forms. Performs other duties as
assigned.
QUALIFICATIONS REQUIRED:
GS-07 Specialized Experience: Must have 12 months of specialized experience in one or more
areas of military Human Resources personnel operations including experience in making person-
to-person contacts to explain regulatory, procedural, and policy requirements. Experience
processing transactions of an unusually complicated nature; providing counseling and assistance
to personnel and their dependents; and preparing reports using data from various source
documents and in accordance with prescribed guidelines.
GS-06 Specialized Experience: Must have 9 months of specialized experience applying military
Human Resources rules, procedures and operations sufficient to process and/or review a variety
of military personnel actions/transactions; reviewing and processing military personnel actions to
determine if requested action is substantiated by the documentation submitted; and preparing
technical reports and correspondence.
GS-05 Specialized Experience: Must have 6 months of specialized experience applying military
Human Resources rules, procedures and operations sufficient to process and/or review a variety
of military personnel actions/transactions; reviewing and processing military personnel actions to
determine if requested action is substantiated by the documentation submitted; and preparing
technical reports and correspondence.
General Experience: Clerical or administrative experience, education, and/or training which has
provided you with the ability to search for and compile information/data, process documents, and
provide information about regulations, procedures and programs.
