Vodafone will spend $400-500 million on 3G equipment before launching the services in early 2011. It will fund the investment through bank loans and issuing new shares. Vodafone is expected to be one of the later private players providing 3G services in India. IMF reforms are scheduled to start in 2013, which will increase India's voting rights to 2.75% as it becomes the 8th largest IMF member. Europe will give up two of its eight Executive Board seats. The World Bank projects India's growth to surpass China's in 2011, at 8.6% compared to China's 8.5%. China's economy and industrial production have shown signs of slowing.
