• In the second term of President Dilma Rousseff, the executive branch was distributed
among ten parties that participated on the coalition for her election campaign in
October 2014.
• The PT party, which had 15 ministries in the previous government, now has only 13,
still remaining as the party with the largest number of ministers. The party lost the
ministry of Education, but kept other important positions, such as the Justice, Chief
of Staff, Ministry of Health and Ministry of Social Development. The last two are
some of the ministries of higher budget.
• The PMDB, party of the Vice President Michel Temer, got six ministries. Before, the
party used to have five ministries - lost the Ministry of Social Security, which went to
the PT - but won the secretariats of Ports and Fisheries, keeping the Ministries of
Agriculture and the Mines and Energy.
• PSD got two ministries: Micro and Small Enterprises and Cities.
• PCdoB got the Ministry of Science, Technology and Innovation.
• PDT kept the Ministry of Labor.
• PROS, a newly born party, got the Ministry of Education.

• The Ministerial reform for the second term of President Rousseff resulted in a lower volume of resources under
the control of PT. The party will command only 21% of discretionary resources, as opposed to mandatory binding of
funds can be spent freely;
• The rate is the lowest in the last 12 years. Other 64% of discretionary resources will be under control of the
allied base and only the remaining 15% will stay with the technical positions;
• The second lower control rate of discretionary ministerial resources in this 12th years of the PT in power
occurred in 2005, during the Lula´s government, when dropped from 53.23% in 2004 to 38.94% in 2005, a period
that coincided with the discovery of the “Mensalão” scandal;
• In 2015, before the “Lava Jato” operation, the behavior pattern is repeated, with the redistribution of resources
between the base combined with a new momentum of political weakening of the party.

• The new Minister of Agriculture, Livestock and Supply - MAPA, Katia Abreu, said her top priority in
the Ministry will be double the size of the Brazilian rural middle class in four years. The goal is to
promote the rise of class D to class C of about 800 thousand producers providing them with rural
technical assistance network and extension.
• She scheduled for March the release of the Agriculture Defense National Planning and aims to
create five Export Processing Zones (EPZs) in strategic regions of the country.
• She advocated the creation of a council of scientists, along the lines of the National Biosafety
Technical Commission (CTNBio) to evaluate the approval of pesticides.
• It is expected that the bylaws of the Ministry to be changed in the next 60 days to officially create
the Department of Dialogue and Social Mobility and transform the Secretariat of Agricultural
Development and Cooperatives in Secretariat of the Rural Producer.

• The new Minister of Science, Technology and Innovation (MCTI), Aldo Rebelo, advocated for more
focus to the science, technology and innovation areas in the Federal Government and at the
National Congress.
• Rebelo has undertaken to extend the capabilities of the National Scientific and Technological
Development Fund (FNDCT), which was created in order to provide financial support for priority
programs and projects of scientific and technological development, and taking as a source of
revenue tax incentives, loans from financial institutions, contributions and donations from public
and private entities.
• In addition, pledged to keep the National Program of Knowledge Platforms - PNPC, released in
June by the former Minister Campolina.
• Rebuild and expand investments in the expansion and consolidation of the National System of
Science, Technology and Innovation, and strengthen the role of the National Council for Scientific
and Technological Development (CNPq) and the Studies and Projects Financing Agency (FINEP).
• The minister said it is necessary to support innovation and productivity of domestic enterprises,
with greater proximity between industries and universities.

• During the inauguration ceremony, the new Minister of Communications, Ricardo Berzoini, stressed
the importance of press freedom for democracy and stressed that one of its priorities will be to
promote a broad debate on the regulation of the media.
• His priorities will be to discuss new rules for the mass media, resulted from public concession: TV
and radio.
• In his first speech, Berzoini sought a more political tone than technical. He did not venture in any
specific agenda of the sector, such as universal access to the internet and migration from analog
to digital telecommunications model, but at different times mentioned dialogue with activists of
social movements, trade unions and (on only one occasion ) with the business sector.
• The former minister, Paulo Bernardo, mentioned other issues to be resolved by the new minister:
global governance on the Internet, together with the regulations to be made this year of the
Internet Bill, media activity and its regulatory situation, digital TV and broadband for all.

• The new Minister of Development, Industry and Foreign Trade (MDIC), Armando Monteiro,
announced that in the short term he will launch a positive agenda to increase the competitiveness
of domestic industry, focusing on five areas: foreign trade, fiscal environment, the renewal of
industrial park, stimulating innovation and improving competitiveness governance system.
• Expand foreign trade via a national export plan with financial measures, guarantees and exemption
of exports and trade facilitation. Other planned actions include strengthening the Single Portal of
Foreign Trade and the pursue, along with the Ministry of Foreign Affairs, the expansion of trade
agreements with strategic partners - Mercosur, USA, China and countries in South America.
• Improving the tax environment through a set of microeconomic reforms of reduced the fiscal
impact, yet to be defined. The aim is to ensure legal certainty for investors and less bureaucratic
processes.
• Renew the industrial park by reducing the average age of equipment in operation in Brazil. For this,
the idea of the Government is to implement a public bank financing model, allowing increased
access to resources for small and medium enterprises.
• Stimulate innovation as a key to increasing the Brazilian competitiveness. He said it will be
necessary to improve the legal framework, expand the scope and focus of funding and increase
integration and harmony between industrial innovation policies.

development in Brazil, mainly known as PDP (Productive Development Partnership), which now follow a more
nationalist model of import substitution.
• He is the General Coordinator of the Professional Master in Policy and Management of Science, Technology and
Innovation in Health, National School of Public Health Sergio Arouca of the Oswaldo Cruz Foundation (ENSP /
FIOCRUZ), and coordinator of the Research Group on Industrial Complex and Innovation in Health (GIS). Member of
Steering Committee of the Health Sector Fund, Member of the National Biotechnology Committee and Member of
the Scientific Council of the National Technical Institute of the Ministry of Science Technology and Technology

• He is currently associate professor in the Department of Agricultural Engineering in the area of
climate change. He is a researcher of CNPq, was president of the Brazilian Society of Agro
meteorology and team leader of Climate Change experts from the World Meteorological Organization
(WMO) of the UN.
• In January 2011, he was appointed and took over the Secretariat of Higher Education (SESU) of the
Ministry of Education, leaving the rectory of the Federal University of Viçosa.
• In February 2012, left the Department of Higher Education and was named president of the National
Institute of Educational Studies Anisio Teixeira (INEP).
• On February 12, 2014, left the presidency of INEP and took over the Executive Secretary of the
Ministry of Education (MEC).

• In his inaugural speech, the new Finance Minister, Joaquim Levy, presented his team ─ mainly
formed by orthodox economists.
• Fiscal austerity, subsidy cuts in BNDES and the end of exemptions for specific sectors. He
advocated on tax simplification measures and the possibility of tax increases.
• As part of the new measures in recent weeks, changes were announced in some social benefits such
as unemployment insurance, sick pay, salary bonuses and death benefits, which still have to be
submitted to Congress.
• He increased the interest rate of the National Bank for Economic and Social Development (BNDES)
for the productive sector in order to reduce the payment of subsidies by the government.
• He increased the Tax on Industrialized Products (IPI) for the automotive and cosmetics industry.
• For 2015, the government established a primary surplus (savings made to pay interest) of 1.2% of
Gross Domestic Product (GDP), equivalent to RS 66.3 billion for the entire public sector - which
also includes the states, municipalities and companies State.

  • 2. • In the second term of President Dilma Rousseff, the executive branch was distributed among ten parties that participated on the coalition for her election campaign in October 2014. • The PT party, which had 15 ministries in the previous government, now has only 13, still remaining as the party with the largest number of ministers. The party lost the ministry of Education, but kept other important positions, such as the Justice, Chief of Staff, Ministry of Health and Ministry of Social Development. The last two are some of the ministries of higher budget. • The PMDB, party of the Vice President Michel Temer, got six ministries. Before, the party used to have five ministries - lost the Ministry of Social Security, which went to the PT - but won the secretariats of Ports and Fisheries, keeping the Ministries of Agriculture and the Mines and Energy. • PSD got two ministries: Micro and Small Enterprises and Cities. • PCdoB got the Ministry of Science, Technology and Innovation. • PDT kept the Ministry of Labor. • PROS, a newly born party, got the Ministry of Education. The party will command only 21% of discretionary resources, as opposed to mandatory binding of funds can be spent freely; • The rate is the lowest in the last 12 years. Other 64% of discretionary resources will be under control of the allied base and only the remaining 15% will stay with the technical positions; • The second lower control rate of discretionary ministerial resources in this 12th years of the PT in power occurred in 2005, during the Lula´s government, when dropped from 53.23% in 2004 to 38.94% in 2005, a period that coincided with the discovery of the “Mensalão” scandal; • In 2015, before the “Lava Jato” operation, the behavior pattern is repeated, with the redistribution of resources between the base combined with a new momentum of political weakening of the party.   • 7. • The new Minister of Agriculture, Livestock and Supply - MAPA, Katia Abreu, said her top priority in the Ministry will be double the size of the Brazilian rural middle class in four years. The goal is to promote the rise of class D to class C of about 800 thousand producers providing them with rural technical assistance network and extension. • She scheduled for March the release of the Agriculture Defense National Planning and aims to create five Export Processing Zones (EPZs) in strategic regions of the country. • She advocated the creation of a council of scientists, along the lines of the National Biosafety Technical Commission (CTNBio) to evaluate the approval of pesticides. • It is expected that the bylaws of the Ministry to be changed in the next 60 days to officially create the Department of Dialogue and Social Mobility and transform the Secretariat of Agricultural Development and Cooperatives in Secretariat of the Rural Producer. 2015 Priorities - MAPA

Political Background • Senator and president of the National Confederation of Agriculture and Livestock (CNA). • Federal Representative (April 2000 to April 2002), when she was elected president of the rural bench at the National Congress. In 2006, she was elected senator for the first time and reelected on 2014.
