The Economic Stimulus Programme (ESP) is
an important initiative geared at resuscitating
the national economy, and public officers
... Promote ESPare duty-bound to disseminate information
pertaining to it, the Permanent Secretary to
the President (PSP), Mr Carter Morupisi has
said.
Addressing employees of twin departments
Information and Broadcasting Services at the
Mass Media Complex on, December 4, Mr
Morupisi said that the general public depend
on them.
“I have recently met senior officers from
these departments on matters relating to the
ESP, and I found it necessary to meet other
officers who are involved at the editorial and
news production level about what the ESP
entails, and the need to inform the nation
about it.” He said that these meetings were
in recognition that the Information and
Broadcasting Services departments are major
stakeholders in terms of reaching out to the
public with news. Mr Morupisi explained that
the ESP would not be a purely government-
driven initiative, with the private sector also
expected to play an important role.
He outlined the goals of the ESP as to
stimulatetheeconomy,diversificationthrough
the Economic Diversification Drive (EDD),
and to accelerate job creation. Mr Morupisi
mentioned the targeted sectors as agricultural
production, tourism development, economic
diversification drive, manufacturing, buildings
and road construction and maintenance, re-
skilling of youth, and the establishment of
Special Economic Zones.
“Government will provide resources to
facilitate this to happen, building on existing
good programmes, covering a backlog of
developmental objectives, the maintenance
of roads, schools and health facilities,” he said.
TheKanye-basedBOPASouthernBureauChief,
Ms Sereki Mpitse appreciated the views of the
PSP and pointed out that journalists often
have to cover a diversity of views pertaining to
programmes being availed to the public.
Earlier, the Deputy Permanent Secretary-
InformationandBroadcastingintheMinistryof
Presidential Affairs and Public Administration,
Mr Mogomotsi Kaboeamodimo introduced
the officers as news editors and reporters
of the Botswana Press Agency (BOPA), the
Daily News, Kutlwano, Radio Botswana and
Botswana Television, as well as their online
units.
Mr Kaboeamodimo welcomed Mr Morupisi
to Mass Media Complex, and thanked him for
taking time to enlighten staff about the ESP.
Mr Morupisi was accompanied by the
Secretary for Presidential Affairs and Public
Administration, Ms Kebonye Moepeng and
the Deputy Permanent Secretary in the Office
of the President Kesego Okie.
The directors of the Information and
Broadcasting Services departments,
respectively Mr Bome Matshaba and Mr Lesole
Obonye also graced the occasion.

Services, Ms Boikhutso Botlhole,

Printing and Publishing Services, Ms
Tshepo Sepedung.
Mr Kaboyeamodimo appreciated the
meeting saying their visit was to check
on the wellbeing of regional staff.
He drew the employees’ attention to
the importance of performance reviews,
public service charter, customer service
feedback, customer service standards,
and the recently introduced Economic
stimulus Programme (ESP), among
others.
The DPS said ESP was introduced to
boost the country’s economic growth
and accelerate job creation; as such, the
state media are encouraged to research
and know more about the programme
to inform and educate the public about
it.
He also underscored the importance
of putting on name tags every work
day.
On behalf of the regional employees,
Northern Bureau Chief (Information
Services), Mr Leatile Chamo
appreciated the visit, but decried
the shortage of official transport,
office accommodation and staff
accommodation, among others.
Mr Chamo said the three departments
worked as a team sharing the limited
resources available to them.
On overtime he said they were doing
everything to reduce it, adding that
sometimes it was unavoidable because

espite being
limited in terms
of numbers,
employees at
the Masunga
Information
Services office
would not lag
behind in efforts to add value to the
lives of under-privileged members of
the communities they serve.
Atthebeginningof2015,thefour-man
staff established a wellness committee,
and, among the several possible projects
that were tossed around, one stood out
in comparison to the rest.
A Standard Five pupil at Masunga
Primary School, Lopang Dintwa, who
is a regular customer to the Masunga
Information Office, seemed to have
touched the hearts of the local staff.

A resolution was made that the
wellness committee would every term
consult Lopang’s parents to find out
what school uniform item could be
both for him.
Though not all of Lopang’s needs were
met, the Masunga office is certain that
for at least the next year, his parents
will not have to worry about buying the
various items that were bought by the
wellness committee to make him look
presentable on any given school day.

Botswana Government Facebook Page is
part of an effort to modernize the public
service and meet the information age
demands as well as transform Botswana
into a globally competitive knowledge-
based economy.
When Government embraced the
eGovernment strategy the idea was to
move all appropriate services online by
2016.
Through the integration of digital
data, citizens would be able to access
most government services at any locality
online and through mobile phones and
personal computers.
BWgovernment Facebook page
remains active 7 days a week, 12 to 16
hours a day.
As of November last year the page
was reaching a monthly total of 1 651
615 individuals with 37 percent from
Botswana while 63 percent was from
elsewhere in the world. Weekly post
engagements in the form of comments,
questions and/or likes has remained
above 150 000 while shares of posts from
the page onto other media platforms
during the month has averaged 812 a
day.
The male/female ratio for visitors on
the page remains evenly balanced at 51
percent to 49 percent.
BWgovernment has been promoting
a positive image of government and
the country, while serving as a front
office news and information portal
incorporating Government statements,
press release and BOPA reports with
positive third party reporting as well
as marketing Botswana as a tourist
destination with sound conservation
practices.

Kutlwano
ReturnsThe oldest and most popular magazine in the country has made
a welcome return in its usual glossy look. From its humble
beginnings as a small dull looking monthly selling for 2 and
half cents to an internationally competitive product, the
popularity of Kutlwano Magazine has spurred it to undergo
major transformations in a bid to reach world standards.

etween October and November last year
there was uncertainty about the future of
the Magazine after printing was stopped
following printing suspension due to problem
with the printing tender. This followed the
expiry of the contract between the Department
and Global Printers in March.
A meeting between Publications Divisions
managers announced the suspension of print
for the magazine. However evaluation process
resumed in May this year after the Department
was instructed to resume printing the magazine.
Kutlwano Editor Thomas Nkhoma has
reiterated that the magazine will continue with
its efforts to capture the history and heritage
of Batswana, “It’s a family magazine and also
contemporary.
As a growing brand our intension is also to
target a dynamic audience to compete with
world standards,” he told Byline.
As an iconic brand Nkhoma is of a strong
feeling that the revamped product must set the
tone in the industry.
Despite advancing its content to match today’s
modern society, Kutlwano will not in any way
disregard its rural audience through thought
provoking feature articles from the countryside
and its satiric and inspiring regulars features.
Kutlwano has become an important platform
to reflect on the life of Batswana and its changes,
redesigns and rebranding has made it more
dynamic.
It continues to thrive on its all-time favorite
regulars like Society in Action, Mokanoki
and the undoubtedly popular social forum
Mmamalome.
Another important feature is the refurbished
online edition which is not only cost effective
but also an excellent way of sharing local content
with the rest of the world.
Currently the print run has been reduced from
20 000 to 10 000 copies.

orty African editors and senior journalists recently went
on a familiarization tour of India and attended the Third
India-AfricaForumsummitfromOctober22toOctober30
courtesy of the India government.
The seven day tour included meeting officials of relevant
ministries, chambers of commerce, business and media houses.
Among the organisations they toured included the Research
and Information System for Developing countries, Oil and
Natural Gas Corporation Ltd, Indian Council of Agricultural
Research, Kirloskar brother Limited, CNN-IBN studios, Delhi
Institute of Information Technology, India Agricultural Research
Institute, EXIM bank among others
The media personnel also had an opportunity to visit one of
the Seven Wonders of the World the Taj Mahal, a white marble
mausoleum, in Agra city some 200 kilometers from Delhi. Other
touristic scenes visited were the grate Humayun’s tomb which it
is said inspired the construction of theTaj Mahal.
Botswana was represented by BOPA’s Chief Information Officer
Epena Ngatangue who was one of the panelists during theThird
India-Africa Editors Forum on October 25 at the Jawaharlal
Nehru Bhawan conference center. The panel discussion was on
development partnership on agriculture, trade and investment
ties, capacity building – development of social and physical
infrastructure in Africa, health – generics, human resources
development (scholarships, training programmes).
Other panelists were Dr Sachim Chaturvedi of the Research
and Information System, Mr T.N Ninan, editor of Business
Standard and Consulting Editor, Sakal Group MrVijay Naik.
In his presentation Mr Ngatangue said for development
partnership to strive there was need for strong media
collaboration between India and Africa. He said India media
houses were not visible in Africa and vice versa.
He suggested an establishment of an India-Africa College
of Journalism along the lines of the now defunct Nordic/SADC
Ngatangue In India
Journalism Institute which was based in Johannesburg. He said
such an arrangement would enhance cultural exchange thus
encouraging business to business interaction.
The journalists had an opportunity to intact with the India
Prime Minister Mr Narendrea Modi who said India and Africa
were now the bright spots of hope for the global economy.
All in all the journalists felt that there was little said about
Africa in the Indian media as it is the case also in the African
media and this need to be rectified if the partnership between
India and Africa had to be sustained.
The visit was worthwhile because the interaction the
journalists had with senior government officials and India
funded companies revealed that India was force to reckon with
in the global economy.

In an effort to safeguard and promote
good governance as well as protect
the country and its citizens, different
legislation and policies are at various
stages of development.
The review of the National Policy on
Disability is completed and is to be
presented before Parliament. Presidents
(Pension and Retirement Benefits)
(Amendment) Bill 2015 has been
approved by Cabinet and also ready for
presentation before Parliament.
The Data Protection Bill is in place
and is being finalized. The Constitution
Amendment Bill, which seeks to increase
Ministerial Offices, Increase number
of Specially Elected MPs and appoint
Ministers outside Parliament has been
finalized and is awaiting gazettement.
The Public Service Bill, the Draft Bill
was to be resubmitted to Cabinet.
New Initiatives to
Improve Poverty
Eradication Programme
The overall picture as provided by the
number of respondents on the survey
suggested a decline in public perception of
Customer Feedback survey
the way public officers rendered services.
The areas that recorded positive result,
though very minimal pertained to service
recovery and cleanliness of facilities.
The rest such as friendliness of officers,
waiting period and customer expectations
amongst others showed a deterioration in
comparison with the previous months.
The areas cited for improvement
were recurring and some are Ministry/
Department specific.
Overall recommendations for
improvement reiterate issues cited in the
Ten Point Agenda.
There is still need to cultivate a customer
centric culture. Botswana Police Service
continues to provide the highest response
rate.
Legislation and
Policy Development
A plan is being worked out to
implement fish farms and a
benchmarking visit is earmarked for
Chobe to see a fish farm in Kazungula.
Boreholes have been identified in
Bobirwa and other areas in Northern
Botswana which will be used for
Horticulture cluster gardening.
Some officers have been sent
to Cape Town and Madagascar to
benchmark on how wild and natural
resources could be exploited for
generation of income by the poor.
Rural Village Lighting is in progress
with electrification using solar lights
in certain identified settlements.
The establishment of the Kalahari
Sand Building block is on course with
the tender for the construction of the
Blending Plant in Palapye having been
evaluated and discussions ongoing to
finalize.
The Tsabong depot is complete and
ready for operation.

Promote ESPare duty-bound to disseminate information pertaining to it, the Permanent Secretary to the President (PSP), Mr Carter Morupisi has said. Addressing employees of twin departments Information and Broadcasting Services at the Mass Media Complex on, December 4, Mr Morupisi said that the general public depend on them. “I have recently met senior officers from these departments on matters relating to the ESP, and I found it necessary to meet other officers who are involved at the editorial and news production level about what the ESP entails, and the need to inform the nation about it.” He said that these meetings were in recognition that the Information and Broadcasting Services departments are major stakeholders in terms of reaching out to the public with news. Mr Morupisi explained that the ESP would not be a purely government- driven initiative, with the private sector also expected to play an important role. He outlined the goals of the ESP as to stimulatetheeconomy,diversificationthrough the Economic Diversification Drive (EDD), and to accelerate job creation. Mr Morupisi mentioned the targeted sectors as agricultural production, tourism development, economic diversification drive, manufacturing, buildings and road construction and maintenance, re- skilling of youth, and the establishment of Special Economic Zones. “Government will provide resources to facilitate this to happen, building on existing good programmes, covering a backlog of developmental objectives, the maintenance of roads, schools and health facilities,” he said. TheKanye-basedBOPASouthernBureauChief, Ms Sereki Mpitse appreciated the views of the PSP and pointed out that journalists often have to cover a diversity of views pertaining to programmes being availed to the public. Earlier, the Deputy Permanent Secretary- InformationandBroadcastingintheMinistryof Presidential Affairs and Public Administration, Mr Mogomotsi Kaboeamodimo introduced the officers as news editors and reporters of the Botswana Press Agency (BOPA), the Daily News, Kutlwano, Radio Botswana and Botswana Television, as well as their online units. Mr Kaboeamodimo welcomed Mr Morupisi to Mass Media Complex, and thanked him for taking time to enlighten staff about the ESP. Mr Morupisi was accompanied by the Secretary for Presidential Affairs and Public Administration, Ms Kebonye Moepeng and the Deputy Permanent Secretary in the Office of the President Kesego Okie. The directors of the Information and Broadcasting Services departments, respectively Mr Bome Matshaba and Mr Lesole Obonye also graced the occasion. Information Services Newsletter T he visitors included, among others, Deputy Permanent Secretary responsible for government media, Mr Mogomotsi Kaboyeamodimo, Deputy Permanent Secretary for Corporate Services, Ms Boikhutso Botlhole, Director of Information Services, Mr Bome Matshaba, Director of Broadcasting Services, Mr Lesole Obonye, and director of Government Printing and Publishing Services, Ms Tshepo Sepedung. Mr Kaboyeamodimo appreciated the meeting saying their visit was to check on the wellbeing of regional staff. He drew the employees’ attention to the importance of performance reviews, public service charter, customer service feedback, customer service standards, and the recently introduced Economic stimulus Programme (ESP), among others. The DPS said ESP was introduced to boost the country’s economic growth and accelerate job creation; as such, the state media are encouraged to research and know more about the programme to inform and educate the public about it. He also underscored the importance of putting on name tags every work day. On behalf of the regional employees, Northern Bureau Chief (Information Services), Mr Leatile Chamo appreciated the visit, but decried the shortage of official transport, office accommodation and staff accommodation, among others. Mr Chamo said the three departments worked as a team sharing the limited resources available to them. Atthebeginningof2015,thefour-man staff established a wellness committee, and, among the several possible projects that were tossed around, one stood out in comparison to the rest. A Standard Five pupil at Masunga Primary School, Lopang Dintwa, who is a regular customer to the Masunga Information Office, seemed to have touched the hearts of the local staff. Though not all of Lopang’s needs were met, the Masunga office is certain that for at least the next year, his parents will not have to worry about buying the various items that were bought by the wellness committee to make him look presentable on any given school day. BW Government eCommunication effective Botswana Government Facebook Page is part of an effort to modernize the public service and meet the information age demands as well as transform Botswana into a globally competitive knowledge- based economy. When Government embraced the eGovernment strategy the idea was to move all appropriate services online by 2016. Through the integration of digital data, citizens would be able to access most government services at any locality online and through mobile phones and personal computers. BWgovernment Facebook page remains active 7 days a week, 12 to 16 hours a day. As of November last year the page was reaching a monthly total of 1 651 615 individuals with 37 percent from Botswana while 63 percent was from elsewhere in the world. Weekly post engagements in the form of comments, questions and/or likes has remained above 150 000 while shares of posts from the page onto other media platforms during the month has averaged 812 a day. The male/female ratio for visitors on the page remains evenly balanced at 51 percent to 49 percent. BWgovernment has been promoting a positive image of government and the country, while serving as a front office news and information portal incorporating Government statements, press release and BOPA reports with positive third party reporting as well as marketing Botswana as a tourist destination with sound conservation practices.

From its humble beginnings as a small dull looking monthly selling for 2 and half cents to an internationally competitive product, the popularity of Kutlwano Magazine has spurred it to undergo major transformations in a bid to reach world standards. Information Services Newsletter B etween October and November last year there was uncertainty about the future of the Magazine after printing was stopped following printing suspension due to problem with the printing tender. This followed the expiry of the contract between the Department and Global Printers in March. A meeting between Publications Divisions managers announced the suspension of print for the magazine. However evaluation process resumed in May this year after the Department was instructed to resume printing the magazine. Kutlwano Editor Thomas Nkhoma has reiterated that the magazine will continue with its efforts to capture the history and heritage of Batswana, “It’s a family magazine and also contemporary. As a growing brand our intension is also to target a dynamic audience to compete with world standards,” he told Byline. As an iconic brand Nkhoma is of a strong feeling that the revamped product must set the tone in the industry. Despite advancing its content to match today’s modern society, Kutlwano will not in any way disregard its rural audience through thought provoking feature articles from the countryside and its satiric and inspiring regulars features. Kutlwano has become an important platform to reflect on the life of Batswana and its changes, redesigns and rebranding has made it more dynamic. It continues to thrive on its all-time favorite regulars like Society in Action, Mokanoki and the undoubtedly popular social forum Mmamalome. Another important feature is the refurbished online edition which is not only cost effective but also an excellent way of sharing local content with the rest of the world. Currently the print run has been reduced from 20 000 to 10 000 copies. F orty African editors and senior journalists recently went on a familiarization tour of India and attended the Third India-AfricaForumsummitfromOctober22toOctober30 courtesy of the India government. The seven day tour included meeting officials of relevant ministries, chambers of commerce, business and media houses. Among the organisations they toured included the Research and Information System for Developing countries, Oil and Natural Gas Corporation Ltd, Indian Council of Agricultural Research, Kirloskar brother Limited, CNN-IBN studios, Delhi Institute of Information Technology, India Agricultural Research Institute, EXIM bank among others The media personnel also had an opportunity to visit one of the Seven Wonders of the World the Taj Mahal, a white marble mausoleum, in Agra city some 200 kilometers from Delhi. Other touristic scenes visited were the grate Humayun’s tomb which it is said inspired the construction of theTaj Mahal. Botswana was represented by BOPA’s Chief Information Officer Epena Ngatangue who was one of the panelists during theThird India-Africa Editors Forum on October 25 at the Jawaharlal Nehru Bhawan conference center. The panel discussion was on development partnership on agriculture, trade and investment ties, capacity building – development of social and physical infrastructure in Africa, health – generics, human resources development (scholarships, training programmes). Other panelists were Dr Sachim Chaturvedi of the Research and Information System, Mr T.N Ninan, editor of Business Standard and Consulting Editor, Sakal Group MrVijay Naik. In his presentation Mr Ngatangue said for development partnership to strive there was need for strong media collaboration between India and Africa. He said India media houses were not visible in Africa and vice versa. He suggested an establishment of an India-Africa College of Journalism along the lines of the now defunct Nordic/SADC Ngatangue In India Journalism Institute which was based in Johannesburg. He said such an arrangement would enhance cultural exchange thus encouraging business to business interaction. The journalists had an opportunity to intact with the India Prime Minister Mr Narendrea Modi who said India and Africa were now the bright spots of hope for the global economy. All in all the journalists felt that there was little said about Africa in the Indian media as it is the case also in the African media and this need to be rectified if the partnership between India and Africa had to be sustained. The visit was worthwhile because the interaction the journalists had with senior government officials and India funded companies revealed that India was force to reckon with in the global economy. In an effort to safeguard and promote good governance as well as protect the country and its citizens, different legislation and policies are at various stages of development. The review of the National Policy on Disability is completed and is to be presented before Parliament. Presidents (Pension and Retirement Benefits) (Amendment) Bill 2015 has been approved by Cabinet and also ready for presentation before Parliament. The Data Protection Bill is in place and is being finalized. The Constitution Amendment Bill, which seeks to increase Ministerial Offices, Increase number of Specially Elected MPs and appoint Ministers outside Parliament has been finalized and is awaiting gazettement. The Public Service Bill, the Draft Bill was to be resubmitted to Cabinet. New Initiatives to Improve Poverty Eradication Programme The overall picture as provided by the number of respondents on the survey suggested a decline in public perception of Customer Feedback survey the way public officers rendered services. The areas that recorded positive result, though very minimal pertained to service recovery and cleanliness of facilities. The rest such as friendliness of officers, waiting period and customer expectations amongst others showed a deterioration in comparison with the previous months. The areas cited for improvement were recurring and some are Ministry/ Department specific. Overall recommendations for improvement reiterate issues cited in the Ten Point Agenda. There is still need to cultivate a customer centric culture. Botswana Police Service continues to provide the highest response rate. Legislation and Policy Development A plan is being worked out to implement fish farms and a benchmarking visit is earmarked for Chobe to see a fish farm in Kazungula. Boreholes have been identified in Bobirwa and other areas in Northern Botswana which will be used for Horticulture cluster gardening. Some officers have been sent to Cape Town and Madagascar to benchmark on how wild and natural resources could be exploited for generation of income by the poor. Rural Village Lighting is in progress with electrification using solar lights in certain identified settlements. The establishment of the Kalahari Sand Building block is on course with the tender for the construction of the Blending Plant in Palapye having been evaluated and discussions ongoing to finalize.
