2. Background and Establishment
In 1973, in a parliamentary session, Bhutto stated in parliament to the people of Pakistan,
"due to the absence of full statistical database of the people of this country, this country is operating in utter darkness.”
Directorate General of Registration Pakistan(DGR) a department created under 1973 constitution.
National Database Organization (NDO), an attached department under the Ministry of Interior, Government of Pakistan
created for the 1998 census.
NADRA was established on 10 March 2000 by merging Directorate General of Registration Pakistan with National Database
Organization (NDO).
NADRA is an autonomous(self reliant) body to operate independently with the mandate to replace the old directorate
general of Registration with a computerised system
NADRA launched the Multi-Biometric National Identity Card project developed in conformance with international security
documentation issuance practices in the year 2000. The program replaced the paper based Personal Identity System of
Pakistan that had been in use since 1973

4. Mission Statement
Mission Statement - appearing in the NADRA Ordinance, 2000
NADRA is unique in its paradigm because as a Public Sector organization, NADRA had been created with the sole
mission of registering citizens of Pakistan to issue them with a unique ID. The Mission Statement, as appearing in the
NADRA Ordinance,
2000 is as follows:-
"To introduce new, improved and modernized systems of registration, databases and data warehousing for the
country with their multiple beneficial uses and applications in order to achieve effective and efficient running of the
affairs of State and the general public"
5. The Reason for the Change of Mission Statement
• With the passage of time and success of the civil registration project, there came about a realization that NADRA's products
had commercial viability in the domestic and international market. Also, with the establishment of the NADRA Swift
Registration Centre (NSRC) and Mobile Registration Vehicle (MRV) network all over Pakistan, NADRA possessed the requisite
infrastructure to undertake any large scale public sector project involving data acquisition.
• Another stimulus was the lack of government funding and the need to become self-reliant. Therefore, the Mission and
Vision of NADRA were changed to include a commercialized aspect to NADRA's products and services.
NADRA's renewed Mission Statement is defined as follows:
"To create and maintain a secure, authentic and dynamic database that comprehensively covers the demographic,
geographic, social and statistical aspects of the citizens of Pakistan and provide to our own and foreign
governments effective homeland security solutions and assistance in good governance. We shall develop
ourselves as a 'Learning Organization' in a culture that fosters creativity, innovation, commitment, dedication,
continuous improvement and a desire to excel by its employees".
6. Vision Statement
“ A Catalyst for Change NADRA is the most modern organization which will provide base for the better governance of Pakistan
and will also prove as a model organization for Public Sector of Pakistan. “

14. National Identity Card (NIC) is issued to
the citizens of Pakistan. It is a blend of
state-of-the-art technology and well-
defined business rules to guarantee its
authenticity and validity. The unique 13
digit identification number is recognized
all over the country. It is the first
requirement of individuals as it is
mandatory to obtain documents like
license, NTN, bank account, passport,
cellular connection etc. Every citizen of
Pakistan, 18 years and above, is eligible
for NIC.

16. National Identity Card for Overseas
Pakistanis (NICOP) is a registration
document issued to a eligible citizen of
Pakistan who lives or has reference
abroad.
Any citizen of Pakistan can apply for
NICOP and can travel to Pakistan without
requiring a visa in case of dual nationality.
Please note that Passport number is a
mandatory pre-requisite in case of
applying for NICOP of new born babies if
they are born abroad.

17. Pakistan Origin Card (POC) program endeavors to provide eligible
foreigners with unprecedented incentives to get back to their roots;
while ensuring that the motherland remains tightly integrated with
expatriates worldwide which includes:
o Multiple visa-free entry in to Pakistan.
o Indefinite stay in Pakistan with exemption from reporting to police
or foreigners’ registration offices, etc.
o Right to purchase, sell, own, deal with and dispose of movable and
immovable property anywhere in Pakistan.
o Right to open and operate the bank accounts in Pakistan.
o Swift immigration into/from Pakistan at all designated routes, port
and places.
o Proof of Identity in place of National Identity Card.
o May obtain Employment.
Pakistan Origin Card (POC)
18. Child Registration Certificate (CRC) is a registration
document used to register minors under the age of 18
years. It is the fundamental right of a child to get a
registration certificate from the place of origin. NADRA
has been able to automate and in turn facilitate the
process of acquiring Child Registration Certificates.
CRC is also known as B-form.
CRC can be taken by providing documented proof of
child birth from union council. Parent is required to be
a holder of National Identity Card (NIC)/National
Identity Card for Overseas Pakistanis (NICOP). You are
required to go to any NADRA Registration Center
(NRC) to apply for CRC.

19. Family Registration Certificate (FRC) is a mean of being
identified with your NADRA’s record. This provides the
family composition. Please note that the Family
Registration Certificate (FRC) helps in Embassy use
mostly but cannot be used for any Legal requirement.
You can apply for FRC in the following three
categories:
o By Birth – The produced certificate will list your
family including the details of your parents and
siblings.
o By Marriage – The produced certificate will list your
family including the details of your spouse and
children.

20. Juvenile card is an identity card issued to
children under the age of 18 years. The
chip-based card is distinguished from
Child Registration Certificate (CRC) as it
is an ‘entitled document’ with multiple
facilities. Child’s parents or blood relative
holding a valid National Identity Card
(NIC) is required to be physically present
for providing the biometrics.

Intellectual Property Rights (IPR) refers to legal protection for original
creations of the mind, such as inventions, literary and artistic works, symbols,
names, images, and designs. It gives creators exclusive rights to their works
and the right to prevent others from using them without permission.
