Rwanda submitted a document to the General Assembly on behalf of 10 countries calling for the practical disarmament of small arms and light weapons. It defines practical disarmament as reducing and potentially eliminating the use, trade, and production of these weapons. While acknowledging disarmament will take time and some states rely economically on these weapons, it expresses concern about illicit weapons in developing countries, especially Africa. It recommends strengthening laws limiting weapon varieties, ownership numbers, and civilian supervision and calls for post-conflict states to strengthen borders and destroy black markets through security and sanctions.
