2.  San Francisco-based Kevin Fitzgerald previously held
leadership responsibilities at U.S. Advisors LLC. In addition
to his role at U.S. Advisor LLC, Mr. Fitzgerald guided
Overseas Investor Services LLC as CEO. Today, he heads
Global Capital Advisors LLC.
Whereas Kevin Fitzgerald focused on property investment
at U.S. Advisors, he now devotes his time to facilitating
foreign real estate investment through initiatives such as the
EB-5 Immigrant Investor Program, which offers a pathway
towards U.S. citizenship. Direct investment projects
involving EB-5 take a variety of forms, including equity
investments through single-investor owner/operators.
Another strategy involves multi-investor projects that
employ a loan model that many associate with regional
centers.

3.  This involves the creation of a new commercial enterprise
(NCE) that takes in equity investments from a variety of EB-
5 participants. When the NCE is completely subscribed, the
loan generated goes towards funding the project entity or
job-creating enterprise.
The only condition attached to the loan is that the NCE
should fully own the enterprise. Unlike regional centers,
which are allowed to count indirect job creation, these
entities must typically be able to attribute 10 direct jobs to
each investor.
This EB-5 strategy has provided support to the hotel and
mixed-use developer niche in the absence of traditional low-
cost financing. Using the multi-investor model, it is possible
to raise low-interest, low-cost capital via large pools and to
distribute it efficiently.
