This document summarizes a meeting on science, technology, and innovation held in Sarajevo, Bosnia and Herzegovina. It discusses the Southeastern European Network in Mathematical and Theoretical Physics (SEENET-MTP), which includes 20 research institutions from 11 countries. Over the past 10 years, the network has facilitated around 160 researcher and student exchanges, published 100 papers and several books, and organized over 10 scientific meetings. The document outlines the network's activities, publications, and future events, and presents a map of excellence in physics and mathematics research institutions in Southeastern Europe. It finds strengths in the critical mass of researchers and scientific output, but also weaknesses in international cooperation and human resource valuation.

This study examines the relationship between policy and practice in the world of open education. It draws largely on the findings of other research projects and their openly licensed outputs (e.g. Creative Commons, POERUP) to map open education policies. In this presentation we will take the audience on a 'world tour' of OER policy, highlighting important case studies and scaffolding a participative discussion where members of the OER community can refine their understanding of the key issues.

From its beginning ADP invested effort into development and strengthening of relationship with researchers - data depositors. The effort was concentrated on the promotion of data services and presenting advantages of data depositing. On the other hand we invested into assuring high quality research: by selection and evaluation of research and its data. Since the policies of research funding agencies are changing (due to requirement of international community and H2020) in the way that open access to research data is becoming a requirement and researchers are becoming more and more motivated to deposit their data, the archives are approaching new challenges. The aim of this presentation is to show (1) the development of the relationship ''ADP – data depositors'' from the beginning , (2) to evaluate the current situation (3) and to establish what are the challenges we will have to deal with.

Mathematics in SEE”
• E-survey in the frame of UNESCO-Venice Office project „Strengthening
Basic and Engineering Sciences Capacities in South Eastern Europe SEE”
(2009-2010).
• Profiles of 40 research/higher education institutions in SEE, from 7 countries:
Albania, Bosnia and Herzegovina, Macedonia/FYROM, Moldova,
Montenegro, Romania, Serbia (from a total of 54 institutions identified as
having research in Physics and Mathematics).
• The first report issued in October 2010 and updated in September 2012 (to be
presented in this meeting).
Authors: Constantin Craitoiu, Dan Voinea, Simona Mihaiu, University of
Craiova, Romania,
Main contributor: Djuro Kutlaca, Mihajlo Pupin Institute, Belgrade, Serbia,
20. Budget on type of research institutions
• 10% of the institutes do not devote any funds to research activities.
• Most of the institutes (47%) devote up to 25% of their funds to research
• 20% of the institutes devote between 76% and 100% to research activities.
21. Structure of the research funds
The research is strongly dependent on the national public funds
23. Research Infrastructure
• 55.0% of respondents have one major facility in their centre.
• 15.0% have between 2-5 major facilities.
• 22.5% do not have any major facility in their centre.
Equal number of respondents evaluated as “major facilities” accessible ones (with
value less than 100.000 Euro) and with value bigger than 1.100.000 Euro.
24. Scientific outputs of Physics and
Mathematics for SEE Region
• The scientific output from
Mathematics and Physics from the
SEE region (Albania, Croatia, FYR of
Macedonia, Montenegro, Serbia,
Bulgaria, Greece, Hungary, Romania,
Slovenia and Turkey) is comparable
with those of others research groups
from the world.
Mathematics and Physics represent
the main field of scientific
production for the SEE region

• Creation of regional cooperation networks capable to enable the
communication and interrelationships between research centres.
• At a ministry level it is recommended to launch and finance special
programs for interregional cooperation.
• Encouraging the change in policy of science in order to be able to hire
researchers from other countries.
• Establishing as a priority the finance of the reintegration programs
designated to young researchers.
• Adapting the investment policy in research from region to the European
strategy of research, in the attempt to gain 3% from GDP.
