Result (1) - Activities
1. Coordinate with the relevant UN clusters, humanitarian forums, and the government to share information and monitor emergency situations
2. Develop selection criteria for responsible agency to respond to assessed emergency to ensure transparency of decision making and access to funds
3. Conduct NGO identification, vetting and selection in accordance with IRC PEERS procedures
4. Identify and monitor triggers and thresholds for response, based on most likely scenarios for response, and disseminate data to relevant stakeholders.
5. Establish a client feedback and accountability mechanism to address feedback in a timely manner as per formalized standard operating procedures (SOPs) and confidentiality
6. Prepare access to relief items for emergency responses based on most likely scenarios
7. Conduct training for the IRC, implementing partners, and local authorities
8. Lead or participate in direct or joint multi-agency assessments and rapid disaster needs assessments, including a Protection Mainstreaming assessment in hotspot areas to
identify the risks of women, girls and other vulnerable groups.

• Required pharmaceuticalsneeding international procurement are received in time; • Pharmaceuticals cleared at port in time; • Sub-agreements are signed with MoPHP and the
Ministry of Planning and Implementation Coordination (MoPIC); • Security situation allows access to project sites throughout the duration of the Action; • IDP movement continues to
mirror frontline movement; • Cholera and other epidemics, such as dengue fever, continue; • Close coordination and cooperation maintained with relevant stakeholders; • Currency
fluctuations remain within acceptable limits that does not negatively impact programming; • Funding is secured to enable activities to commence on time; • Authorization from
Government authorities to work in Yemen is maintained; • Market remains functional and able to respond with cash-based interventions, remaining accessible to households in the
target area; • IRC has acceptance in the governorate to implement project activities; • Partners are identified to help cover the governorates targeted under this Action; • Referral
pathways are available for support beyond EPRM. • Response is coordinated through cluster and no chance of duplication. • Financial service provider has access/branches in those
areas, so beneficiaries can receive cash at their villages.
Assumptions and risks (including risk of occurrence of fraudulent activities):
Key Assumptions: • Security situation allows safe access to project areas; • Required sub-agreement with Yemen government is signed; • Access to affected areas guaranteed in terms
of road clearance; • Local authorities are willing to work with us; • Procurement is rapid and unhindered; • Other agencies are not already assessing or responding to identified
emergencies; • Ready-to-Use Therapeutic food and essential drugs for nutrition response are made available by UNICEF; • Partners are identified with the correct abilities to implement
emergency responses; • Pre-positioned stocks address needs; • Cash transfer modality remains feasible; • Referral pathways are identified during assessments; • No revision in food
basket value for further adjustment in the budget. Key Risks: • Insecurity may result in temporary or regular restricted access to governorates covered under this Action; • Inability to
access proposed project sites due to frontline movement; • Sufficient resources are unable to be mobilized to assist IDPs and host communities due to procurement delays or
availability of commodities; • Deterioration in living or survival conditions, resulting in an increase of negative coping strategies; • Political unrest in the identified project areas; •
Rejection of the IRC activities by local authorities; • High inflation or significant currency fluctuation resulting in increased price of available food commodities; • Implementing partners
are unable to be identified for the Action; • Lack of coordination between clusters, RRM, or other actors responding to emergencies in Yemen; • No referrals area available to provide
ongoing care to affected populations; • Local authorities try to interfere with beneficiary targeting/ selection. • Movement restrictions, insecurity and health risks to staff, volunteers and
programme beneficiaries may occur as a result of COVID-19, including impacts on partners implementing actions and on IRC's normal operations • Clients will not adopt COVID
precautionary measures at distribution point.
