The “Model District” pilot project is a RADA Program endeavor aimed at creating the most efficient model for Ukrainian MPs’ communication and interaction with their constituents using classical as well as innovative mechanisms and tools. The project focuses on providing an MP’s team with effective mechanisms for communication and interaction with his or her voters as well as with various forms of support (expert, analytical, technical, organizational) to address the district’s urgent problems.
The participants in the project are seven MPs of Ukraine representing different factions in the Verkhovna Rada of Ukraine; some of them won elections in first-past-the-post districts while others were elected under party lists.

DISTRICT
The “MODEL DISTRICT” pilot project is a RADA Program
endeavor aimed at creating the most efficient model for

effective mechanisms for communication and interaction with
his or her voters as well as with various forms of support (expert,
analytical, technical, organizational) to address the district’s
urgent problems.

USAID RADA Program offers each of the seven MPs the following
tools for building dialogue and communication with their
constituents:
Trainings for MP’s team;
Trainings, education, and awareness events for the public;
MPs’ public reports to local councils and voters in the district;
Town Hall Meetings and public hearings;
Measures aimed at improving communication with deputies of
local councils in the district;
Press briefings and press conferences;
Participation of regional media journalists in a press tour to the
Verkhovna Rada;
Support for on-site Committee meetings and Committee
hearings;
Conduct of regional colloquia for teachers and implementation
of “Parliament Agora” learning game at the district’s secondary
schools.

USAID RADA Program: responsible accountable democratic
assemblyis a five-year project being implemented by a
consortium of Ukrainian nongovernmental organizations
consisting of the East Europe Foundation, Civil Network OPORA,
NGO “Internews Ukraine,” and NGO “Agency for Legislative
Initiatives” (November 2013 – November 2018).
The main goal set by USAID RADA Program is to promote a
responsible, accountable and democratic assembly, the
Verkhovna Rada of Ukraine. The Parliament’s representative
function is a key one, providing for a variety of formats for
Ukrainian MPs’ direct or indirect communication with their
constituents. This is an integral component of the exercise of an
MP’s responsibilities. One of the core objectives of the USAID
RADA Program is to study and introduce new opportunities and
formats for such interaction.
