Foreword
In 2014, all-Ukrainian non-governmental organisation “Committee of voters of Ukraine” (CVU) continued implementation of its Strategic plan. In
turmoil of 2014 “Revolution of Dignity”, political shuffle and three early elections – presidential, local and parliamentary, CVU met the challenge. It
acted at full capacity to undertake its mission – provision of conditions for human rights implementation and actual democracy by means of the
following:
- education and activation of specific citizen, civil society institutions;
- participation in formation and implementation of policy in spheres of highest for CVU priority;
- public monitoring and control over policy implementation in the relevant field;
- interaction with parties concerned.
In 2014, Committee of voters of Ukraine activities were mostly focused on monitoring and support of the election processes, as integrity of early
presidential and parliamentary elections were crucial for democracy of the country.
On behalf of CVU, I express deep gratitude to volunteers, international donors, partner organizations and state institutions, which share the same

All-Ukrainian civic organization “Committee of Voters of Ukraine” is one of the oldest and most powerful NGOs in Ukraine. CVU was founded in
February 20, 1994 as an independent non-partisan organization with national status. The key idea of the CVU establishment initiators was to promote
democratic changes in the country, including through independent non-governmental monitoring of election processes, as well as public lobbying of
the relevant legislative changes. During the period of its activities CVU on the basis of organization’s elaborated methodology (which was taking into
account all key standards for election observation) carried out the monitoring of any and all general national election campaigns, as well as most of
campaigns of local elections. Such large-scale activities of elections monitoring became possible due to the development of CVU regional divisions.
Thus, as of 2015 there are 125 regional, district and city organizations (divisions) of CVU registered in all regions of the state.
Since 1998, all-Ukrainian civic organization “Committee of Voters of Ukraine” has substantially expanded the areas of its activities and subject
specialization.
Thus, the organization has carried out monitoring of the election campaigns in other countries, political parties conditions and activities in Ukraine;
participated in the electoral law reforming, conducted training of members of the election commissions and observers for the preparation and elections
conduct.
CVU also carried out the public control over the activities of governmental authorities at various levels (activities monitoring of elected officials,
government and public communications, transparency of government authorities, etc.), provided monitoring and expertise of execution and compliance
with obligations of public government authorities regarding access to public information, governmental and public consultations, international
commitments etc.
Another area of CVU specialization was preventing and countering corruption through, in particular, monitoring of the print media with regard to
highlighting of corruption, access to the higher education, carrying out of state procurement for budgetary funds, transparency of the allocation and use
of budgetary funds at the local level and so on.
CVU has also developed and participated in the implementation of proposals to improve the content of regulations adopted by state authorities at the
local level in order to ensure transparency and accountability of the relevant authorities and officials, improve the procedures for consultation and
communication between the state authorities and public, participated in the development of “green” and “white” book of constitutional reform.
Among key attention points of CVU there was also advising the public. For example, the organization has supported the activities of the mobile and
fixed-site community liaison networks, provided activities of resource centers for local communities support, provided functioning of “hot line” during
national election and referenda campaigns, independent external evaluation of admission to the higher education institutions, raised voters’ awareness
on electoral law amendments, implementation of their rights in the field of interaction with the authorities, professional rights, etc.
Special attention was paid to communities’ development and activation, including through provision of conditions for their disadvantaged members to
influence the decision-making and improving the quality of public and administrative services.
CVU has acted as a co-founder and/or active member of a number of NGO coalitions, including:
- “Svoboda vyboru” (Freedom of Choice) (2002)
- “ZNAYU” (2004)
- NGOs coalition for effective constitutional reform (2007)
- Public Electoral Initiatives Consortium (2010)
- Public Movement CHESNO (2012)
- Coalition for effective communication of authorities and public (2012)
- Reanimation package of reforms (2014)
CVU is also a founding member of international networks of non-governmental organizations:
- European Network of Election Monitoring Organizations (ENEMO, 2001)
- European Platform for Democratic Elections (EPDE, 2012)
Directions of activities
Monitoring and support of electoral process
In 2014, Committee of voters of Ukraine participated actively in preparations for early presidential, local and parliamentary elections, awareness rising
and also monitoring to promote transparency of electoral process, mobilisation of voters and conscious choice.
The main CVU achievements in spheres of support and monitoring of presidential, local and parliamentary election processes:
- Long- and short-term observers trained;
- Volunteers involved in observation through mobilisation campaign “I am an observer!”;
- Law enforcement bodies representatives trained on work at polling stations during voting, vote tabulation;
- Election commission members trained;
- Methodical support of observers, election commission members, voters provided at the website “Elections in Ukraine http://electioninfo.org.ua in
corresponding sections “I am an observer!”, “For voters” and “For election commission members”;
- Quick legal advice was provided by “hot line” phones for voters and election commission members;
- Parties and election headquarters, their election commission members provided with consultations on election legislation and procedures, provision of
lawfulness and implementation of their rights in all oblasts of Ukraine;
- Educational and awareness-rising webinars held for voters, observers, election commission members;
- Effective campaigns for mobilisation of voters and promotion of conscious choice (“Vote-buying – STOP!” campaign etc.);
- Up-to-date handbooks developed and disseminated among observers and election commission members;
- Lustration campaign held with appeals t parties to eliminate commission members who were connected with election violations at previous elections;
- Effective work of an International media centre “For fair elections – 2014!” in Kyiv city;
- Changes, developed with participation of CVU experts, introduced to the Criminal code, to increase liability for vote-buying and election violations;
- Support provided to press centers in oblasts of Ukraine to disseminate unbiased, professional and reliable information about elections;
- Various educational and informational materials developed to promote conscious choice, corruption counteraction, implementation and protection of
voters’ rights, timely change of voting place, informing on opportunities to contest election violations, explain election procedures etc.

Introduction of good governance
In the sphere of democratisation of parties and political finances reform, CVU participated in formulation of policy on political parties'
financing by taking part in a relevant Commission under the Ministry of Justice of Ukraine. CVU, represented in the Commission by General Director,
promoted state financing of parties, regulation of parties' expenses, transparency of parties financing, responsibility for incorrect declarations and other
provisions in line with good practices.
In 2014, CVU arranged qualification improvement of staff member on monitoring of political finances at elections for beginning of the next year –
2015 (USAID Participant Training Program in Ukraine - Third-Country Training Implementation Plan (TIP), Political Finance Monitoring.
In the sphere of democratic changes in provision of public services, activities of state authorities and elected officials, CVU contributed to
fulfilment of this task by taking part in Coordination board for Open Government Partnership Initiative realisation in Ukraine. The Open Government
Partnership Initiative was initiated at 2011 UN General Assembly and government of Ukraine intends to join the initiative. CVU participated in policy
approval on involvement of public to formation and realisation of state policy, corruption prevention and fight, improvement of public services' quality,
introduction of e-government technologies and development of e-democracy.
In the sphere of democratic changes in provision of good governance in the activities of public authorities and public sector and local self-
government reform, CVU contributed to fulfilment of these tasks by taking part in formulation of relevant state policy, in particular, taking part in
Coordination board for Open Government Partnership Initiative realisation in Ukraine.
Besides, CVU participated in policy development of Reanimation Package of Reforms - initiative of public activists, experts, and journalists who
have teamed up to facilitate implementation of reforms in the country.
Protection of citizens’ rights in relations with public administration
In the sphere of promotion of citizens’ rights protection in relations with public administration, CVU implemented a project aimed at
improvement of citizens' rights protection in relations with state authorities institutions. In the framework of the project, in 2014 over 9,000
consultations were provided to citizens upon their requests by “hot line”, on-line at “Protect your right!” web-site and also in mobile and permanent
public liaison offices. 125,000 informational booklets were printed out and disseminated, 121,522 unique users visited “Protect your right!” web-site
administr-law.org.ua (32% increase comparing with 2013).

CVU institutional capacity strengthening
In framework of institutional capacity strengthening, CVU went on with improving management system and implementing good governance
procedures. In 2014, appropriate changes to the CVU Charter were registered in the Ministry of Justice. All CVU employees received training on CVU
Ethics Code application in practice, the Code is published in open access on the organisation's web-site. CVU Project Manual was developed, as well
as Supervisory Board Regulation, CVU Board Regulation and CVU Ethics Committee Regulation.
Independent external audit of CVU is held annually. Besides, a Procedure on external auditors' recommendations fulfilment was approved, as well as
Procedure for internal audit and recommendations fulfilment upon results thereof.
In order to disseminate the CVU experience in implementation of good governance at NGO standards, consultative support was provided to CVU
branch organisations on bringing their structure in correspondence with NGO good governance standards, as well as their documents – with
requirements of the Law of Ukraine “About public unions”.
To provide growth of the CVU financial capacity, Committee of voters of Ukraine continued its work on establishment of efficient financial
management system and involvement of donors which provide support for fulfilment of CVU mission and tasks
To provide growth of human resource capacity, the CVU worked on establishment of efficient human resources management system and providing
opportunities for staff professional advancement. CVU staff policy was brought in correspondence with good governance standards.
In 2014, CVU staff members participated in Training on methods of reporting and methods of communication (organised by the Council of Europe
in Kyiv), Training on development of election observation reports (organised by the Council of Europe in Vilnius), Specialised course in mediation and
negotiation (Clingendael Institute, Haag), Media training (organised by Deutsche Welle in Berlin). Besides, CVU promotes qualification improvement
of regional branches representatives. In 2014, they were involved in Training on methods of reporting and methods of communication (organised by
the Council of Europe in Kyiv) and Media training (organised by Deutsche Welle in Berlin).
In the sphere of optimisation of internal and external communications, Policy of internal and external communications was developed and approved,
including procedure for interaction (including information exchange) between CVU headquarters and network when performing tasks defined by
Strategic and Operational plans of organization.
CVU reacted on important events in priority areas of its activities, as determined in its Strategic plan – 33 reports and statements were disseminated,
altogether 114 press event held. Key conclusions of the CVU campaign “Vote-buying – STOP!” were presented in a brochure with 4000 copies printed
out.
Popularity of the CVU web-resources increased if to compare with 2013. In 2014, there were more unique users of the organization’s web-site
cvu.org.ua as well as of the web-site “Elections in Ukraine” electioninfo.org.ua.

Financial indicators
The main sources of CVU funds are irrevocable financial aid, passive income from currency exchange and voluntary contributions. 79% of the
organisation’s expenditures are aimed at program activities – publications, support of public liaison offices, phone “hot lines”, conduction of events,
contractual payments and support of the CVU web-resources. 21% of expenditures are aimed at administrative costs – salaries, equipment and
software, conduction of external audit according to international standards and other costs.
In 2014, 11 donors supported CVU activities – European Commission, British Embassy, OSCE Project Co-ordinator in Ukraine, European platform for
democratic elections (EPDE), Council of Europe, Black Sea Trust/The German Marshall Fund, Embassy of Sweden, UNDP, Netherlands Embassy and
International Foundation for Electoral Systems (IFES). None of the contributions exceeded 35% of incoming funds.

Committee of voters of Ukraine by joining us a volunteer or by providing financial support.
As for becoming a volunteer election observer or program participant – please address CVU central office and also oblast branches. Committee of
voters of Ukraine promotes development of volunteering as an active position of a conscious citizen. For example, on E-Day of 2014 presidential
elections CVU involved about 4 000 volunteers who were provided with relevant training, materials and were officially registered as observers.

CVU Annual Report Promotes Fair Elections

  • 2. ФОТО Foreword In 2014, all-Ukrainian non-governmental organisation “Committee of voters of Ukraine” (CVU) continued implementation of its Strategic plan. In turmoil of 2014 “Revolution of Dignity”, political shuffle and three early elections – presidential, local and parliamentary, CVU met the challenge. It acted at full capacity to undertake its mission – provision of conditions for human rights implementation and actual democracy by means of the following: - education and activation of specific citizen, civil society institutions; - participation in formation and implementation of policy in spheres of highest for CVU priority; - public monitoring and control over policy implementation in the relevant field; - interaction with parties concerned. In 2014, Committee of voters of Ukraine activities were mostly focused on monitoring and support of the election processes, as integrity of early presidential and parliamentary elections were crucial for democracy of the country. On behalf of CVU, I express deep gratitude to volunteers, international donors, partner organizations and state institutions, which share the same values, cooperate with us and support CVU activities.   • 3. protection of rights All-Ukrainian civic organization “Committee of Voters of Ukraine” is one of the oldest and most powerful NGOs in Ukraine. CVU was founded in February 20, 1994 as an independent non-partisan organization with national status. The key idea of the CVU establishment initiators was to promote democratic changes in the country, including through independent non-governmental monitoring of election processes, as well as public lobbying of the relevant legislative changes. During the period of its activities CVU on the basis of organization’s elaborated methodology (which was taking into account all key standards for election observation) carried out the monitoring of any and all general national election campaigns, as well as most of campaigns of local elections. Such large-scale activities of elections monitoring became possible due to the development of CVU regional divisions. Thus, as of 2015 there are 125 regional, district and city organizations (divisions) of CVU registered in all regions of the state. Since 1998, all-Ukrainian civic organization “Committee of Voters of Ukraine” has substantially expanded the areas of its activities and subject specialization. Thus, the organization has carried out monitoring of the election campaigns in other countries, political parties conditions and activities in Ukraine; participated in the electoral law reforming, conducted training of members of the election commissions and observers for the preparation and elections conduct. CVU also carried out the public control over the activities of governmental authorities at various levels (activities monitoring of elected officials, government and public communications, transparency of government authorities, etc.), provided monitoring and expertise of execution and compliance with obligations of public government authorities regarding access to public information, governmental and public consultations, international commitments etc. Another area of CVU specialization was preventing and countering corruption through, in particular, monitoring of the print media with regard to highlighting of corruption, access to the higher education, carrying out of state procurement for budgetary funds, transparency of the allocation and use of budgetary funds at the local level and so on. CVU has also developed and participated in the implementation of proposals to improve the content of regulations adopted by state authorities at the local level in order to ensure transparency and accountability of the relevant authorities and officials, improve the procedures for consultation and communication between the state authorities and public, participated in the development of “green” and “white” book of constitutional reform. Among key attention points of CVU there was also advising the public. For example, the organization has supported the activities of the mobile and fixed-site community liaison networks, provided activities of resource centers for local communities support, provided functioning of “hot line” during national election and referenda campaigns, independent external evaluation of admission to the higher education institutions, raised voters’ awareness on electoral law amendments, implementation of their rights in the field of interaction with the authorities, professional rights, etc.

Special attention was paid to communities’ development and activation, including through provision of conditions for their disadvantaged members to influence the decision-making and improving the quality of public and administrative services. CVU has acted as a co-founder and/or active member of a number of NGO coalitions, including: - “Svoboda vyboru” (Freedom of Choice) (2002) - “ZNAYU” (2004) - NGOs coalition for effective constitutional reform (2007) - Public Electoral Initiatives Consortium (2010) - Public Movement CHESNO (2012) - Coalition for effective communication of authorities and public (2012) - Reanimation package of reforms (2014) CVU is also a founding member of international networks of non-governmental organizations: - European Network of Election Monitoring Organizations (ENEMO, 2001) - European Platform for Democratic Elections (EPDE, 2012) Directions of activities Monitoring and support of electoral process In 2014, Committee of voters of Ukraine participated actively in preparations for early presidential, local and parliamentary elections, awareness rising and also monitoring to promote transparency of electoral process, mobilisation of voters and conscious choice. The main CVU achievements in spheres of support and monitoring of presidential, local and parliamentary election processes: - Long- and short-term observers trained; - Volunteers involved in observation through mobilisation campaign “I am an observer!”; - Law enforcement bodies representatives trained on work at polling stations during voting, vote tabulation;
  • 5. - Election commission members trained; - Methodical support of observers, election commission members, voters provided at the website “Elections in Ukraine http://electioninfo.org.ua in corresponding sections “I am an observer!”, “For voters” and “For election commission members”; - Quick legal advice was provided by “hot line” phones for voters and election commission members; - Parties and election headquarters, their election commission members provided with consultations on election legislation and procedures, provision of lawfulness and implementation of their rights in all oblasts of Ukraine; - Educational and awareness-rising webinars held for voters, observers, election commission members; - Effective campaigns for mobilisation of voters and promotion of conscious choice (“Vote-buying – STOP!” campaign etc.); - Up-to-date handbooks developed and disseminated among observers and election commission members; - Lustration campaign held with appeals t parties to eliminate commission members who were connected with election violations at previous elections; - Effective work of an International media centre “For fair elections – 2014!” in Kyiv city; - Changes, developed with participation of CVU experts, introduced to the Criminal code, to increase liability for vote-buying and election violations; - Support provided to press centers in oblasts of Ukraine to disseminate unbiased, professional and reliable information about elections; - Various educational and informational materials developed to promote conscious choice, corruption counteraction, implementation and protection of voters’ rights, timely change of voting place, informing on opportunities to contest election violations, explain election procedures etc. 33 reports/statements over 8300 official observers at elections in 2014 854 thousands copies of educational materilas: handbooks, leaflets, posters, booklets 16 educational webinars for voters, election commission members, observers 62 training sessions for 2937 observers 145 training sessions for 10961 election commission members over 12 thousands legal consultations by “hot line” phones and in reception offices
  • 6. 200 training sessions on conduct at elections for 19200 law-enforcement bodies representatives Introduction of good governance In the sphere of democratisation of parties and political finances reform, CVU participated in formulation of policy on political parties' financing by taking part in a relevant Commission under the Ministry of Justice of Ukraine. CVU, represented in the Commission by General Director, promoted state financing of parties, regulation of parties' expenses, transparency of parties financing, responsibility for incorrect declarations and other provisions in line with good practices. In 2014, CVU arranged qualification improvement of staff member on monitoring of political finances at elections for beginning of the next year – 2015 (USAID Participant Training Program in Ukraine - Third-Country Training Implementation Plan (TIP), Political Finance Monitoring. In the sphere of democratic changes in provision of public services, activities of state authorities and elected officials, CVU contributed to fulfilment of this task by taking part in Coordination board for Open Government Partnership Initiative realisation in Ukraine. The Open Government Partnership Initiative was initiated at 2011 UN General Assembly and government of Ukraine intends to join the initiative. CVU participated in policy approval on involvement of public to formation and realisation of state policy, corruption prevention and fight, improvement of public services' quality, introduction of e-government technologies and development of e-democracy. In the sphere of democratic changes in provision of good governance in the activities of public authorities and public sector and local self- government reform, CVU contributed to fulfilment of these tasks by taking part in formulation of relevant state policy, in particular, taking part in Coordination board for Open Government Partnership Initiative realisation in Ukraine. Besides, CVU participated in policy development of Reanimation Package of Reforms - initiative of public activists, experts, and journalists who have teamed up to facilitate implementation of reforms in the country. Protection of citizens’ rights in relations with public administration In the sphere of promotion of citizens’ rights protection in relations with public administration, CVU implemented a project aimed at improvement of citizens' rights protection in relations with state authorities institutions. In the framework of the project, in 2014 over 9,000 consultations were provided to citizens upon their requests by “hot line”, on-line at “Protect your right!” web-site and also in mobile and permanent public liaison offices. 125,000 informational booklets were printed out and disseminated, 121,522 unique users visited “Protect your right!” web-site administr-law.org.ua (32% increase comparing with 2013).

In 2014, appropriate changes to the CVU Charter were registered in the Ministry of Justice. All CVU employees received training on CVU Ethics Code application in practice, the Code is published in open access on the organisation's web-site. CVU Project Manual was developed, as well as Supervisory Board Regulation, CVU Board Regulation and CVU Ethics Committee Regulation. Independent external audit of CVU is held annually. Besides, a Procedure on external auditors' recommendations fulfilment was approved, as well as Procedure for internal audit and recommendations fulfilment upon results thereof. In order to disseminate the CVU experience in implementation of good governance at NGO standards, consultative support was provided to CVU branch organisations on bringing their structure in correspondence with NGO good governance standards, as well as their documents – with requirements of the Law of Ukraine “About public unions”. To provide growth of the CVU financial capacity, Committee of voters of Ukraine continued its work on establishment of efficient financial management system and involvement of donors which provide support for fulfilment of CVU mission and tasks To provide growth of human resource capacity, the CVU worked on establishment of efficient human resources management system and providing opportunities for staff professional advancement. CVU staff policy was brought in correspondence with good governance standards. In 2014, CVU staff members participated in Training on methods of reporting and methods of communication (organised by the Council of Europe in Kyiv), Training on development of election observation reports (organised by the Council of Europe in Vilnius), Specialised course in mediation and negotiation (Clingendael Institute, Haag), Media training (organised by Deutsche Welle in Berlin). Besides, CVU promotes qualification improvement of regional branches representatives. In 2014, they were involved in Training on methods of reporting and methods of communication (organised by the Council of Europe in Kyiv) and Media training (organised by Deutsche Welle in Berlin).

In the sphere of optimisation of internal and external communications, Policy of internal and external communications was developed and approved, including procedure for interaction (including information exchange) between CVU headquarters and network when performing tasks defined by Strategic and Operational plans of organization. CVU reacted on important events in priority areas of its activities, as determined in its Strategic plan – 33 reports and statements were disseminated, altogether 114 press event held. Key conclusions of the CVU campaign “Vote-buying – STOP!” were presented in a brochure with 4000 copies printed out. Popularity of the CVU web-resources increased if to compare with 2013. In 2014, there were more unique users of the organization’s web-site cvu.org.ua as well as of the web-site “Elections in Ukraine” electioninfo.org.ua. 33 reports and statements 114 press conferences, round tables, public presentations 99 thousands of electioninfo.org.ua unique users 38 thousands of cvu.org.ua unique users Financial indicators The main sources of CVU funds are irrevocable financial aid, passive income from currency exchange and voluntary contributions. 79% of the organisation’s expenditures are aimed at program activities – publications, support of public liaison offices, phone “hot lines”, conduction of events, contractual payments and support of the CVU web-resources. 21% of expenditures are aimed at administrative costs – salaries, equipment and software, conduction of external audit according to international standards and other costs. In 2014, 11 donors supported CVU activities – European Commission, British Embassy, OSCE Project Co-ordinator in Ukraine, European platform for democratic elections (EPDE), Council of Europe, Black Sea Trust/The German Marshall Fund, Embassy of Sweden, UNDP, Netherlands Embassy and International Foundation for Electoral Systems (IFES).
