6. Defining Minnesota “Uniqueness”and the Role for State Policy Considerations to help frame recommendations: What is meant by “appropriate” state policy? How does and how should state policy interact and integrate with federal policy? How can we capitalize on characteristics/assets that make Minnesota unique among other states: Business base Public institutions (agencies and universities) Work force Natural resources Financial resources (or lack thereof) Etc.
