This document argues that establishing a regulated medical marijuana dispensary system in West Virginia could help reduce the heroin epidemic. It notes that prescription opioid abuse has led to increased heroin use and overdose deaths. Research shows states with medical marijuana laws have seen up to 50% decreases in overdose deaths. Studies also found lower treatment admissions, mortality, and opioid distribution in states with legal protections for dispensaries. A regulated medical marijuana system could provide an alternative to opioids for those seeking pain relief and help curb the opioid epidemic.
