Colours of the wind - An analysis of integration in europeseyflecce
This handbook comes from the the development of the project Colours of the
Wind, a training course developed by SEYF Malta and supported by the Maltese
National Agengy EUPA within the frame of the Erasmus Plus Programme.
Its overall aim was to train and enable youth workers, leaders and youngsters
on the way to use different models and tools for the integration of minorities,
especially young migrants in society.
The content and the information provided by this publication try to give some
input to all the people involved in the process of non formal education, of the
promotion of intercultural dialogue and of the values of integration and solidairity
among the local communities
Our strong belief is that from more inclusive communites we can build a stronger
Europe.
The products, the activities based on non formal education and all the researches
have been entirely made by the participant to the project.
Our thanks go to EUPA, the Maltese National Agency that supported our project
under the Erasmus Plus programme, to the international participants and their
sending organizations and to the local NGOs that believed in our aims.

The issue of asylum is arguably one of the most politicised in Australia and elsewhere. Critics argue for a strict distinction between legal and illegal immigration, while supporters of the right to asylum highlight human rights abuses, war, and starvation as legitimate reasons for benevolence. States over the last two decades have increased the policing of borders, detention and deportation of would-be refugees. We shall examine the various approaches to the debate situating it within a view on globalization that highlights the apparently unstoppable flow of humans and the possible futility of borders in a transnational age defined by risk, uncertainty and the human instinct for survival.

“A Roadmap for Advocacy, Policy Development and Programming: Protection in Mixed Movements along the Central and Western Mediterranean Routes 2021” is an edited volume that presents key recommendations from more than 40 researchers, protection actors, policy-makers and people with a displacement experience from North, West, East and the Horn of Africa as well as Europe and North America, who came together in February 2021 for a Policy Workshop convened by the United Nations High Commissioner for Refugees (UNHCR) and Mixed Migration Centre (MMC). Recommendations are drawn from 25 research papers aimed at informing policy, programming and advocacy.
The volume aims to be a roadmap for strategic engagement with different asylum and migration stakeholders at local, national and international levels. It offers concrete ways forward for a number of issue-areas key to the protection of people on the move: the important role of local authorities and community-based approaches to protection, the need for a stronger focus on children and youth on the move, and more sustainable approaches to combatting trafficking in persons, to name a few.

The Euro-Mediterranean region is experiencing the
most challenging and hazardous situation of the last two
decades. Twenty years ago, in the aftermath of the Oslo
Peace Accord, which was intended to solve the most

of the Mediterranean Arab countries, Turkey and Israel
jointly launched the Barcelona Process. It was the most
ambitious multilateral project of cooperation the region
had ever known, ultimately aimed at creating a shared
space of peace, stability and prosperity.
None of the three goals have been attained. There have
of course been positive developments. Among them,
the most important is probably the awakening of the
civil society in the last years and its renewed capacity
to become a player for social change in the region.
Since 2010, we have observed converging demands
of freedom, dignity and social justice that constitute a
powerful and exciting reality. As a matter of fact, there
are new and stimulating reasons for hope, but there are
also perturbing causes for concern. On both shores of
the Mediterranean.

In a May 9, 2024 paper, Juri Opitz from the University of Zurich, along with Shira Wein and Nathan Schneider form Georgetown University, discussed the importance of linguistic expertise in natural language processing (NLP) in an era dominated by large language models (LLMs).
The authors explained that while machine translation (MT) previously relied heavily on linguists, the landscape has shifted. “Linguistics is no longer front and center in the way we build NLP systems,” they said. With the emergence of LLMs, which can generate fluent text without the need for specialized modules to handle grammar or semantic coherence, the need for linguistic expertise in NLP is being questioned.

• Political elites must rise above political, ethnic and religious divides, and
make concerted efforts to consolidate peace.

across Europe and other parts of the Global North.
• Often used as a weapon
• a means of fostering division
• a means of declaring some individuals and their families unworthy of
the fullness of their dignity

Why are people escaping?
• Many people who are not escaping overt persecution, but are escaping for theirs
lives for other reasons:
• Starving
• Undergoing the most dreadful conditions of economic catastrophe
• They may be enduring agricultural collapse due to the environmental change
• Many stay in the vicinity of their homes, because they hope to be able to soon return
• Yet, more and more people are undertaking even longer, more arduous, more
expensive journeys

“Refugees travel for weeks, months, sometimes even years. On their
journeys, they are exposed to unscrupulous exploitation and the
constant risk of abuse. They risk their lives crossing the
Mediterranean in unsafe ships or unseaworthy dinghies, supplied with
life jackets only at an additional cost. Many are profoundly traumatised
and disturbed by their experiences, for which they receive little or no
care.”

• Appropriate action is necessary
• to protect refugees and migrants from discrimination and harm
• to provide access to mental healthcare
• Essential safeguards must be put in place to counteract threats of

• It is our duty to undertake measures that may support individuals and
groups whose capabilities have been diminished or constrained by
exclusionary policies

employment opportunities
• States must guarantee basic services, including education, healthcare

that could potentially address and alleviate their

• We must maintain the centrality of accountability
• We must be mindful of the ways in which policy makers and
governments are held to account for the design, monitoring, and

implement frameworks capable of protecting and defending the
rights of all
• Special consideration must also be given to those countries where
governance has been weakened

• Proximity does not, in and of itself, define responsibility
• we must recognise that each of us shares in the duty to care for

• Part of our response must include peace-building measures that
seriously address the roots of conflict and deprivation

• When the international community fails to act in a timely fashion, it opens the door to
corruption and abuse
• We are aware of systematic failures in at-risk nations and of the horrors that are being
committed in areas where power means little more than violence and coercion
• Where is the political will to take action?
• We cannot claim the comfort of ignorance
• We cannot pretend that we did not know conflict was growing into direct
confrontation
• We cannot absolve ourselves of the responsibility to muster the political will to act
early and decisively

“Early action can prevent
enormous suffering”
• Our failure to prevent conflict has contributed significantly to
unnecessary anguish, but also to wasteful expenditure in terms of
humanitarian aid programmes and peacekeeping budgets
• If violence remains a critical impediment, no conflict-affected state can
hope to achieve the full implementation of the Sustainable
Development Goals.

• It is only through the international community’s commitment to
