MINUTES OF MEETING OF THE MEMBERS OF THE MUNICIPAL INTER-AGENCY TASK FORCE AGAINST COVID-19 (MIATF) ON THE DISCUSSION OF MEMORANDUM CIRCULAR NO. 2021-128 BY
THE DEPARTMENT OF THE INTERIOR AND LOCAL GOVERNMENT (DILG) WHICH IS THE BAYANIHAN, BAKUNAHAN: NATIONAL COVID-19 VACCINATION DAYS, HELD ON NOVEMBER 26, 2021 AT
THE MUNICIPAL GYMNASIUM, POBLACION, MAYOYAO, IFUGAO.

Call to Order  Meeting was called to order by the Chairman at 11:00 AM.
Preliminaries  Prayer was led by Captain Roger Guinhicna.
 The Chairman acknowledged the presence of the members who attended the meeting.
Roll Call  Majority of the Barangay Captains are present. Representatives of the PNP, BFP, MHO and DepEd
are also present.
Quorum declared for the MIATF members.
Memorandum Circular No. 2021-
128
 The Presiding Officer, Hon. Rudy Chilagan, Jr. stated the reason of the meeting which is the
discussion of the Memorandum Circular No. 2021-128.
 The Municipal Mayor, Hon. Jimmy Padchanan Jr., introduced the Memorandum Circular No. 2021-
128 which is addressed to all Provincial Governors, City Mayors and Municipal Mayors, all DILG
Regional Directors and the BARMM Minister of the Interior and Local Government, the Chief of
the Philippine National police and all PNP operating Units, the Fire Director, Bureau of Fire
Protection and all BFP Operating Units and the Chief of the Bureau of Jail Management and
Penology with the subject: BAYANIHAN, BAKUNAHAN: NATIONAL COVID-19 VACCINATION DAYS
(NVD) on November 29- December 1, 2021. In order to comply with the mandate of this circular,
he is instructing all Barangay Chief Executives to disseminate that on November 29- December 1,
2021 is the National Vaccination Days of all constituents who are not yet vaccinated. He further
instructed Barangay Captains to inform all appointed Barangay Secretaries to provide
documentation that they have done their duty in the dissemination of the Campaign against Covid.
 All other instructions by the Municipal Mayor are as follows:
 The purpose of the IEC is to expand the number of vaccination sites and to open all the sites as
early as 6:00 AM.
 To ensure that the enlistment of all volunteers is properly managed.
 To encourage all medical students to volunteer during the NVD.
 Before November 29, 2021, the list of all volunteers should be submitted for the project proposal.
*All activities done on the 3-Day NVD should be properly documented with attached photos as evidence
of all the actions taken.
 Ms. Delia Pinalgan raised the issue regarding the “barrowing of Vaccination Cards” which should
not be allowed. Stricter Measures should be implemented at the checkpoints.
 The Municipal Mayor reiterated that we just do our responsibilities with proper supplementary
documents of the strategies we’ve decreed at our respective Barangays.
 He also reminded the MIATF Members about the E.O. he issued regarding the “No Vaccination
Card, No Entry” to which he is hoping it is being implemented.
 He instructed that the IEC regarding the NVD should start after the meeting.
 Captain Jose Balajo requested the Municipal Chief Executive to pass an order informing all
Barangay Officials to cooperate in the 3-Day NVD.
 The Municipal Mayor explained that based on the Local Government Code of all elected officials,
each have their duties and responsibilities in the formation of the Government Body wherein he
is not accountable in making another order to command the barangay councils to do their jobs as
it is the power of the Barangay Chief Executives to order their people.
Vaccination Update and Covid-
19 Status
 Dr. Julian Alain Aliguyon informed that there are 0 Covid-19 Cases in Mayoyao during the past 3
weeks as the number of constituents getting vaccinated are increasing. He also gave an update on
the available vaccines which are Synovac, Astrazeneca, Pfizer and Moderna. The target is that 70%
of the population will have their 1st
dose by the end of November and 70% of the population will
have their 2nd
dose by the end of December.
 He presented the Covid-19 Vaccination Status per Barangay as follows:

Vaccination Update and Covid-19
Status
 Capt. Jose Balajo requested for a report on the number of people who got vaccinated and
those who are not. He wanted specific details on the following:
 List of adolescents (12–17-year-old) who got their 1st
dose.
 List of adolescents (12-17-year-old) who got their 2nd
dose.
 List of individuals (18 and above) who got their 1st
dose.
 List of individuals (18 and above) who got their 2nd
dose.
 Provide the specific dates when the 1st
and 2nd
dose were administered.
 He requested for the Mayor together with the Vice Mayor to ask a Pastor to help in
convincing the people to get vaccinated.
 He requested the MHO to include ID pictures on Vaccination Cards to avoid borrowing of
cards.
 Dr. Alain Aliguyon informed that there is no ID requirement on the Vaccination Cards but
the duty of checking and verifying the authenticity of the Vaccination Cards would fall under
the PNP and MAPSO. He additionally detailed on the subsequent necessity of a QR code
which can be requested at VAXCERTPH.
 On November 29- December 1, 2021, the quota per municipality during the NVD should be
70% which will require a number of 1, 247 people to be vaccinated per day.
 There would be 5 teams of Medical Workers and Volunteers with the assistance of the PNP
and BFP.
 Capt. Jose Balajo queried about the basis of the computation of the percentage of
vaccinated people.
 Dr. Aliguyon responded that the basis of computation is NSO/PSA. It is according to the
entirety of the population and not subdivided according to ages or groups.
 The Mayor publicly announced that Barangay Poblacion garnered the 70% of the most
vaccinated barangay in Mayoyao which means that they will receive a price. He added that
he will increase the amount per equal sharing to 500, instead of 200, which will fall under
the Year 2023 Budget. He extended the target date to be November 26- December 1, 2021.
 Capt. Benjie Kichayan requested that Barangay Poblacion should adapt the E.O. of the MLGU
which is the “NO VACCINE, NO ENTRY! “Capt. Ben Bullan Jr. of Barangay Poblacion
responded that it will be effective on December, 2, 2021.
 The Mayor then declared that on December 2, nobody is allowed to enter Barangay
Poblacion without Vaccination Cards and Valid IDs.
 Capt. Rufino Winston inquired about the penalty for violators. The Mayor retorted that the
names of the Violators shall be submitted to the Police Station. If the order is not followed,
at least an IEC was done. If the IEC is implemented without penalty, the names of the
violators shall be submitted to the appropriate office.
 Capt. Jose Balajo still has clarification on the basis of the percentage of vaccinated
individuals. He is not convinced that Barangay Poblacion passed the grading system since
the age group of 0-12-year-old is not yet included in the vaccination.
 The Mayor then instructed him to get the Data of Vaccinated Individuals in his Barangay at
the MHO as the basis has been mentioned to be NSO/PSA but. It was given as a general
report without specific names and ages. He further stated that in Barangay Poblacion, the
people do not have much irrational reasons not to be vaccinated, instead they would inquire
about their eligibility in taking the jab in case of COMORBIDITY.
 Capt. Hermano Palayon said they will adapt the “NO VACCINATION! NO ENTRY!” order in
their Barangay, at the same time, he inquired about the budget for the Christmas Party.
 The Mayor clarified that we are still dependent on the orders coming from the DILG. The
question will also be raised to the PIATF for guidelines to be followed regarding parties.
 Capt. Roberto Tabiano requested for the Vaccination Sites of Nalbo and Palaad to be at the
health centers of these specified Barangays wherein Dr. Aliguyon replied that the sites are
still subject for discussion after the MIATF meeting.
 Dr. Aliguyon reported that there are no cases of Covid-19 for the past weeks but there is a
rise of Dengue Case. He requested that the Barangays with high cases (Chaya, Bato-
Alatbang and Poblacion) will schedule a clean-up drive. He also mentioned that the booster
shots, at the moment, is only available for front liners.
Other Matters  Captain Benjie Kichayan asked about possible ordinance to stop Merchants from entering
Mayoyao since they are the one earning instead of us, eMAjawjaws. Dr. Aliguyon replied
that they will only check their documents pertaining to health while the issue about them
conducting business in Mayoyao is up to the PNP.
 PSMS Honasan Atluna explained that we don’t have any existing law to prevent Merchants
from coming to Mayoyao. The Capt. Kichayan then asked if we can make one.
 The Mayor made it clear that all Filipinos have their Freedom of Enterprise. We are all
entitled to put up our own businesses as long as we have proper documents. We cannot
stop Merchants from doing business in Mayoyao and it’s the choice of the eMajawjaws as
to whom they negotiate with.
 Capt. Kichayan also questioned if there is a possibility to adjust the transportation fare to its
original amount since social distancing is not being followed these days.
 The Mayor replied that there is no Resolution yet from the DOTR to remove “social
distancing” in Public Utilities. Complaints regarding fare increase should be directed to the
LTFRB.
 The Vice Mayor added that if there are complaints, a letter should be submitted to the
Sangguniang Bayan Office to serve as basis in raising a complaint against fare increase. The
Written Letter can include signatures of individuals agreeing with the fare adjustment. He
also requested that the Barangay Officials should handle the written request.
Adjournment  There being no other matters to discuss, meeting was adjourned at 2:00 PM.  Meeting adjourned at 2:00 PM.

Jimmy Padchanan Jr., introduced the Memorandum Circular No. 2021- 128 which is addressed to all Provincial Governors, City Mayors and Municipal Mayors, all DILG Regional Directors and the BARMM Minister of the Interior and Local Government, the Chief of the Philippine National police and all PNP operating Units, the Fire Director, Bureau of Fire Protection and all BFP Operating Units and the Chief of the Bureau of Jail Management and Penology with the subject: BAYANIHAN, BAKUNAHAN: NATIONAL COVID-19 VACCINATION DAYS (NVD) on November 29- December 1, 2021. In order to comply with the mandate of this circular, he is instructing all Barangay Chief Executives to disseminate that on November 29- December 1, 2021 is the National Vaccination Days of all constituents who are not yet vaccinated. He further instructed Barangay Captains to inform all appointed Barangay Secretaries to provide documentation that they have done their duty in the dissemination of the Campaign against Covid.
  • 2.  All other instructions by the Municipal Mayor are as follows:  The purpose of the IEC is to expand the number of vaccination sites and to open all the sites as early as 6:00 AM.  To ensure that the enlistment of all volunteers is properly managed.  To encourage all medical students to volunteer during the NVD.  Before November 29, 2021, the list of all volunteers should be submitted for the project proposal. *All activities done on the 3-Day NVD should be properly documented with attached photos as evidence of all the actions taken.  Ms. Delia Pinalgan raised the issue regarding the “barrowing of Vaccination Cards” which should not be allowed. Stricter Measures should be implemented at the checkpoints.  The Municipal Mayor reiterated that we just do our responsibilities with proper supplementary documents of the strategies we’ve decreed at our respective Barangays.  He also reminded the MIATF Members about the E.O. he issued regarding the “No Vaccination Card, No Entry” to which he is hoping it is being implemented.  He instructed that the IEC regarding the NVD should start after the meeting.  Captain Jose Balajo requested the Municipal Chief Executive to pass an order informing all Barangay Officials to cooperate in the 3-Day NVD.  The Municipal Mayor explained that based on the Local Government Code of all elected officials, each have their duties and responsibilities in the formation of the Government Body wherein he is not accountable in making another order to command the barangay councils to do their jobs as it is the power of the Barangay Chief Executives to order their people. Vaccination Update and Covid- 19 Status  Dr. Julian Alain Aliguyon informed that there are 0 Covid-19 Cases in Mayoyao during the past 3 weeks as the number of constituents getting vaccinated are increasing. He also gave an update on the available vaccines which are Synovac, Astrazeneca, Pfizer and Moderna. The target is that 70% of the population will have their 1st dose by the end of November and 70% of the population will have their 2nd dose by the end of December.  He presented the Covid-19 Vaccination Status per Barangay as follows:

  • 4. AGENDA/ITEMS PROCEEDINGS/DISCUSSIONS GROUP AGREEMENT/REMARKS Vaccination Update and Covid-19 Status  Capt. Jose Balajo requested for a report on the number of people who got vaccinated and those who are not. He wanted specific details on the following:  List of adolescents (12–17-year-old) who got their 1st dose.  List of adolescents (12-17-year-old) who got their 2nd dose.  List of individuals (18 and above) who got their 1st dose.  List of individuals (18 and above) who got their 2nd dose.  Provide the specific dates when the 1st and 2nd dose were administered.  He requested for the Mayor together with the Vice Mayor to ask a Pastor to help in convincing the people to get vaccinated.  He requested the MHO to include ID pictures on Vaccination Cards to avoid borrowing of cards.  Dr. Alain Aliguyon informed that there is no ID requirement on the Vaccination Cards but the duty of checking and verifying the authenticity of the Vaccination Cards would fall under the PNP and MAPSO. He additionally detailed on the subsequent necessity of a QR code which can be requested at VAXCERTPH.  On November 29- December 1, 2021, the quota per municipality during the NVD should be 70% which will require a number of 1, 247 people to be vaccinated per day.  There would be 5 teams of Medical Workers and Volunteers with the assistance of the PNP and BFP.  Capt. Jose Balajo queried about the basis of the computation of the percentage of vaccinated people.  Dr. Aliguyon responded that the basis of computation is NSO/PSA. It is according to the entirety of the population and not subdivided according to ages or groups.  The Mayor publicly announced that Barangay Poblacion garnered the 70% of the most vaccinated barangay in Mayoyao which means that they will receive a price. He added that he will increase the amount per equal sharing to 500, instead of 200, which will fall under the Year 2023 Budget. He extended the target date to be November 26- December 1, 2021.
  • 5.  Capt. Benjie Kichayan requested that Barangay Poblacion should adapt the E.O. of the MLGU which is the “NO VACCINE, NO ENTRY! “Capt. Ben Bullan Jr. of Barangay Poblacion responded that it will be effective on December, 2, 2021.  The Mayor then declared that on December 2, nobody is allowed to enter Barangay Poblacion without Vaccination Cards and Valid IDs.  Capt. Rufino Winston inquired about the penalty for violators. The Mayor retorted that the names of the Violators shall be submitted to the Police Station. If the order is not followed, at least an IEC was done. If the IEC is implemented without penalty, the names of the violators shall be submitted to the appropriate office.  Capt. Jose Balajo still has clarification on the basis of the percentage of vaccinated individuals. He is not convinced that Barangay Poblacion passed the grading system since the age group of 0-12-year-old is not yet included in the vaccination.  The Mayor then instructed him to get the Data of Vaccinated Individuals in his Barangay at the MHO as the basis has been mentioned to be NSO/PSA but. It was given as a general report without specific names and ages. He further stated that in Barangay Poblacion, the people do not have much irrational reasons not to be vaccinated, instead they would inquire about their eligibility in taking the jab in case of COMORBIDITY.  Capt. Hermano Palayon said they will adapt the “NO VACCINATION! NO ENTRY!” order in their Barangay, at the same time, he inquired about the budget for the Christmas Party.  The Mayor clarified that we are still dependent on the orders coming from the DILG. The question will also be raised to the PIATF for guidelines to be followed regarding parties.  Capt. Roberto Tabiano requested for the Vaccination Sites of Nalbo and Palaad to be at the health centers of these specified Barangays wherein Dr. Aliguyon replied that the sites are still subject for discussion after the MIATF meeting.  Dr. Aliguyon reported that there are no cases of Covid-19 for the past weeks but there is a rise of Dengue Case. He requested that the Barangays with high cases (Chaya, Bato- Alatbang and Poblacion) will schedule a clean-up drive. He also mentioned that the booster shots, at the moment, is only available for front liners.
  • 6. Other Matters  Captain Benjie Kichayan asked about possible ordinance to stop Merchants from entering Mayoyao since they are the one earning instead of us, eMAjawjaws. Dr. Aliguyon replied that they will only check their documents pertaining to health while the issue about them conducting business in Mayoyao is up to the PNP.  PSMS Honasan Atluna explained that we don’t have any existing law to prevent Merchants from coming to Mayoyao. The Capt. Kichayan then asked if we can make one.  The Mayor made it clear that all Filipinos have their Freedom of Enterprise. We are all entitled to put up our own businesses as long as we have proper documents. We cannot stop Merchants from doing business in Mayoyao and it’s the choice of the eMajawjaws as to whom they negotiate with.  Capt. Kichayan also questioned if there is a possibility to adjust the transportation fare to its original amount since social distancing is not being followed these days.  The Mayor replied that there is no Resolution yet from the DOTR to remove “social distancing” in Public Utilities. Complaints regarding fare increase should be directed to the LTFRB.  The Vice Mayor added that if there are complaints, a letter should be submitted to the Sangguniang Bayan Office to serve as basis in raising a complaint against fare increase. The Written Letter can include signatures of individuals agreeing with the fare adjustment. He also requested that the Barangay Officials should handle the written request.
