The 21st century has brought a revision of regional competitiveness policies in Spain, addressing it to bottom‐up strategies instead of the old “one size fits all” strategies. Economic Development Policies have become more sophisticated. Cluster
Initiatives (CI) are now mainstream all over Europe as the linkage among all the cluster agents is essential to upgrade competitiveness.
The emergence of a new economic scenario and the severe lack of public funds impose the repositioning of Regional Development Agencies (RDA) and a new challenge to Cluster Initiatives: to survive without grants, developing added‐value services to their members, mainly services oriented to build collaborative projects. Intercluster Cooperation Strategies should be focused on leveraging the cluster’s Value Chain with activities allocated in partner clusters. New European Smart Specialization Strategies (3S) demand selective policies and recommend the building of world‐class clusters.
Cluster Managers (CM) should organize the capacities needed to serve their clients under the Value Chain concept.
CM have a too huge and too sophisticated task to carry out. They cannot do alone. They should focus on developing internally the distinctive capacities closer to the client and outsource the rest. RDAs and specialized consultants are the perfect team partners to develop added‐value services to the companies.

The 21st century has brought a revision of regional competitiveness policies in Spain, addressing it to bottom‐up strategies instead of the old “one size fits all” strategies. Economic Development Policies have become more sophisticated. Cluster
Initiatives (CI) are now mainstream all over Europe as the linkage among all the cluster agents is essential to upgrade competitiveness.
The emergence of a new economic scenario and the severe lack of public funds impose the repositioning of Regional Development Agencies (RDA) and a new challenge to Cluster Initiatives: to survive without grants, developing added‐value services to their members, mainly services oriented to build collaborative projects. Intercluster Cooperation Strategies should be focused on leveraging the cluster’s Value Chain with activities allocated in partner clusters. New European Smart Specialization Strategies (3S) demand selective policies and recommend the building of world‐class clusters.
Cluster Managers (CM) should organize the capacities needed to serve their clients under the Value Chain concept.
CM have a too huge and too sophisticated task to carry out. They cannot do alone. They should focus on developing internally the distinctive capacities closer to the client and outsource the rest. RDAs and specialized consultants are the perfect team partners to develop added‐value services to the companies.

What the Cows Told Us: Measuring Women's Empowerment in a Dairy Value ChainCARE Economic Development Unit
The SDVC project aimed to strengthen the dairy value chain in Bangladesh to increase incomes for smallholder households, 50% of which were women. The project found that (1) learning groups with high percentages of women members and female leaders had the highest incomes, (2) households where women owned cattle and made selling decisions had higher incomes, and (3) female livestock workers with training achieved higher income increases than men. The project used tools like focus groups and surveys to measure changes in women's empowerment over time, finding an increase in cattle ownership. Moving forward, the project aims to ensure infrastructure supports women's participation and helps women engage in new roles along the value chain while involving men in empowerment efforts.More from CARE Economic Development Unit (20)
