- What should we think about that? Basically DOE is used as LEVERAGE in order to get money from these other sources Funding is distributed among CAAs (NEXT SLIDE)
- Distinguish these as THE PURPOSE FOR using CAAs 1980’s and 90’s shift toward private contracting --using CAAs is in line with that shift away from gov’t toward private and more local organizations

- There are all of these so that the program COULD be more attentive to ‘rural’ Because of the distances and economic factors involved with rural areas, the program is “ not adequately addressing what it means to be rural” OREGON -- GOV. - Literature on agency difficulties in delivering services is nonexistent so I reviewed welfare reform literature to identify some potential problems. Agencies need to access low-income households wherever they happen to be and qualified households must get to the office at least once to sign up In order to increase delivery of wx services, agencies need to hire workers auditors construction crews And requires workers to have particular certifications and in turn workers must have some level of human capital in order to pass the course for REAP certification Another aspect of the program requires availability of materials not addressed in welfare literature
- These agencies serve different kinds of places they have different levels of access to materials And areas they serve have different spatial dimensions
- Some of what was found in the welfare literature review comes up as issues but there are some policy-specific difficulties as well Agencies I interviewed have differing levels of difficulty with each of these

- Make distinction : earnings lower in rural areas --but– these workers are paid more? it’s a difference in the industry: economy shifting away from more highly paid jobs in logging and similar jobs so that now, higher % of rural populations work in sales/service @ min wage prevailing wages for construction are higher and these jobs have typically been better paid
- Funding increased nearly 8.5 times what it was So, that’s the story of weatherization difficulties in rural areas... LAST SLIDE before Q&A
