This document summarizes solid waste and recycling trends and programs in Broward County, Florida. It discusses how Broward County and its cities collaborate on waste collection and recycling. Recent efforts have focused on expanding residential and multifamily recycling, electronics recycling, and school recycling programs. The county is working towards state recycling goals and reducing greenhouse gas emissions as outlined in its climate action plan. Continued partnerships between the county and cities will be important to make progress on shared solid waste reduction and recycling objectives.

In 2010 the Cincinnati Park Board (CPB) formed a partnership with the Metropolitan Sewer Department of Greater Cincinnati (MSDGC) to assist with the implementation of green solutions to meet the regulatory requirements of the consent decree using a triple bottom line approach. This presentation discusses how natural design solutions, BMPs, stormwater controls, and forests are being used to enhance green infrastructure and reduce stormwater flow on a watershed scale. The program is Project Groundwork.

With the growing population and increasing water
demand for various purposes in urban areas, the cities fall
prey to the water crisis and management issues which
include three components, namely freshwater supply,
wastewater treatment, and stormwater management. Urban
stormwater is surface runoff generated during any rain or
snowmelt. Stormwater management has shifted from being
a technical problem handled by engineers at water utilities to
close integration with urban planning in the USA, Singapore,
and China. This paper highlights such practices in these
three countries, taking one of their implemented examples. It
intends to discuss and analyze the integration within urban
plans of blue and green infrastructure and the artificial
drainage system in urban areas to maintain stormwater
quantity, quality, water security, and means to keep minimal
damage to nature post-urban development. Indian cities
have yet to address the incorporation of Stormwater
management with their spatial planning. The strategies
applied by the three countries can be used as a learning
a lesson in the Indian context.

Twenty-four graduate and undergraduate Industrial Design and Design Management
students from the University of Kansas set studied the public waste and recycling system for the City of Lawrence, Kansas. Students also researched best practices broadly for waste and recycling. Business (economic), technology, and customer experience factors were considered. The result is a rough design plan for phased implementation of a more efficient, comprehensive waste management system for the City of Lawrence with the promise of increased convenience and significantly improved rates of household recycling behavior.

20. Residential Recycling County assists curbside recycling in RRS cities through management of Materials Recovery Facility (MRF) contract. Single-Stream, or “All-In-One” since 2009. County staff led a series of workshops for cities in advance. Increase of 12% in residential recyclables in FY 2010; on pace for further increases in FY 2011. County rebates cities revenues earned from the MRF contract. Residential recycling is typically backbone of overall recycling strategies. 9

Electronics and HHW Recycling E-Cycling and Household Hazardous Waste programs managed jointly and include: Resident drop-off at three permanent stations 12 HHW and E-cycling collection events with partner cities; E-Cycling only for Earth Day, America Recycles Day and other one day collection events Electronics are recycled; HHW is either recycled or disposed of in HHW permitted facilities. Both programs continue to see strong participation and growth (more than 3 million lbs. of material captured between them in FY 2011). 11
27. Recycling at Broward County Public Schools County provides service through ILA with the School Board (non-RRS program). RCAD works to establish linkages between recycling at school and at home. Combined with county government agencies = ~340 facilities. School Board recycles nearly 2,500 tons of material per year, saving nearly $1 million through avoided disposal. 12
