Position: Park Maintenance Chief I 12/2007- Retired April 2013
Salary: $60,000.00 annual
Responsible for management of Facility Maintenance Program in the San Diego Coast
District/North Sector for two large coastal campgrounds (390 campsites), a natural reserve with
approximately 20 miles of trail systems, and 7 large day use lots with an annual visitation
between 3-5 million visitors per year. Duties include direct/non direct supervision of 60+
permanent and seasonal staff at Torrey Pines State Natural Reserve, San Elijo State Beach and
South Carlsbad State Beach. Develop, approval, and oversight of sector budget, create and
oversee annual project contracts, service agreements, and purchasing contracts. Review and
determine facility vehicle allocations, and track recycling efforts for AB75 documentation. Develop
and facilitate staff meetings, safety trainings, employee discipline, and training programs. Work
as facility liaison with nonprofit organizations, volunteer groups, and political organizations,
oversee the district trails program. Prioritize Cat I and II allocation (operating budgets) used within
the sector. Administrate the sector cost analysis program (captures costs and expenses for
materials, equipment, and personal), and serve on several multi agency steering committees.
Work in conjunction with Visitor Services (Ranger), and the Aquatic Services (Lifeguard) to
ensure the safe and smooth operation of the overall sector facilities. (Please see the attached
DPA specifications for Park Maintenance Chief and Conservation Administrator I duties
comparison for qualification standards).

Responsible for supervision of permanent and seasonal facility staff and district trails program at
Torrey Pines State Natural Reserve and State Beach, in the San Diego Coast District North
Sector. Duties include supervision of the facility maintenance program, the Reserve’s water and
electrical systems, repairs and restorations on historical lodge, open space management of
2500+ acres of Reserve and Preserve, management of the trails programs of 20+ miles of trails.
Responsibilities include planning, implementation, and involvement with District Resource
Specialist, Sector and the District Superintendent. Work closely with the two nonprofit
organizations at Torrey Pines, the TPA (Torrey Pines Association), and the TPDS (Torrey Pines
Docent Society). Serve on several multi-agency trail committees. Knowledge of supervisors role
in basic budget process and program control principles, procedures for procurement and
administration contracts, initiating and administrating contract work, supervisors role in personnel
supervision and management principles, department EEO program objectives and supervisors
role, landscaping and chemical application process, supervisors role in safety, health, and labor
relations, CAMP tracking information, preparing Project Evaluation Forms, contract specs, project
specs and scopes, material takeoff’s and estimates, project coordination, volunteer training and
coordination, collaborative involvement with visitor and lifeguard services.

Responsible for supervision of (8-16) person conservation crew, involved in various building and
resource projects for public agencies such as California Highway Patrol, City of San Diego Parks
and Recreation Dept., Caltrans, California State University San Marcos, California State Parks,
and San Diego County Parks and Recreation, and Escondido Creek Conservancy. Projects
include fence installation, remodeling projects, irrigation and landscape projects, tree removal
projects, non-native species removal projects, cabinet installation, exterior/interior painting,
general carpentry, roofing, plumbing and minor electrical projects, and concrete drainage channel
projects. Responsible for developing pre-apprenticeship building trades program in San Diego
Service District. Duties include project coordination with sponsors, public relations, developing
curriculum and teaching related construction courses, conducting presentations, tracking
personnel hours, material take offs and purchases, contract and plan review, and project
completion reports. I also performed the function of District Intern Coordinator, responsible for
placing Corpsmembers with various sponsors who work on an independent basis with said
sponsors. Additionally responsible for implementing District IDP (Individual Development Plan)
for Corpsmembers which required development of system of delivery and tracking for grade
supervisors to implement program with grade crews.
