The Role of Community Radio in Promoting Community Participation in Local Gov...AJHSSR Journal
ABSTRACT: The study investigated the community radio as a tool that promotes community participation in
local governance. Multi-stage random sampling method and purposive method was adopted. Data collection
was undertaken using questionnaire and interviews. The datawascollected in three Sectors (Muzo, Kivuruga and
Gakenke) of Gakenke District in Northern Province of Rwanda. Overall research results indicated that 93% of
respondents (citizens, local authorities, and journalists) agreed that PAXPRESScommunity radio debates
enhance the knowledge and awareness of the citizens. For the role played by PAXPRESS community radio in
promoting dialogue on community issues and needs, the overall research results indicated that 20% of
respondents strongly agreed and 74% of respondents agree that PAXPRESS community radio promotes
dialogue on community issues and needs as well as educating on household decisions making. On the
contribution of PAXPRESS community radio in improving the relationship between citizens and authorities, in
general, 70% of respondents believe that the relationship has improvedand 18% believe that it has changed a
little while 10% believe that maybe it exists while 2% do not agree. The good practices and lessons learned for
the promotion of community participation in local governance through PAXPRESS community radio include (i)
Paxpress debates engage community and authorities in these debates; (ii) Paxpress debates provide dialogue for
the community with disabilities; (iii) Paxpress debates allow rural community to interact with authorities and
journalists; and (iv) Paxpress debates enhance the knowledge of the citizens on their rights, household decision
making and government policies. Challenges outlined by the research include: difficult to convince citizen to
talk through radio; difficulty to convince local authorities who seem not informed about the laws of access to
information and freedom of expression; Misinterpretation of some authorities face the media's role or mission;
(v) Financial limitations. The research recommends: (i) to make a follow up after debate; (ii) allocating enough
time to the debates; (iii)managing citizens‟ emotions; (iv)toinform people on the topic to be discussed before,
and give enough time to authorities to explain their concerns instead of challenging them only; (v) emphasize on
the debates that strengthen the relationship between the community and authorities. If well done, this would be
an utmost achievement for the government.

A key aim of this publication is to share information about the legal enforcement of the human rights to water and sanitation. As such, it is a useful tool for judges, lawyers and those advocating for these rights, and should prove essential for crafting legal complaints that better ensure accountability for violations of the rights to water and sanitation and achieving effective remedies for those suffering such violations.
The cases examined in this publication provide real-world examples that demonstrate how the human rights to water and sanitation can be legally enforced before judicial and quasi-judicial bodies. They cover examples of legal enforcement of the range of human-rights obligations, including the obligations to respect, to protect and to fulfill the rights to water and sanitation and to do so without discrimination. Cases involve direct application of rights to water and sanitation at the national level; the use of internationally recognized norms to inform rights at the national level; how to use the principle of indivisibility and interrelatedness of rights to enforce implicit rights to water and sanitation; and how regional and international mechanisms have enforced such rights when domestic remedies are not available or are insufficient.
Furthermore, cases illustrate not only how individuals and groups can use the law and legal enforcement mechanisms to successfully achieve accountability and remedies, but also how those representing larger classes of persons are challenging the impacts of laws, policies and practices on the rights to water and sanitation, and how they can achieve remedies at the more structural and systemic levels.

Health disparities are greatly prevalent in the DRC, affecting over three million people in a short time frame of fewer than five years. Over 1000 people pass away daily and 98% of these deaths are due to very treatable diseases that are easily prevented ("Democratic Republic of the Congo", 2012). Untreated diseases/conditions such as malaria, acute respiratory infections, diarrhea, measles, malnutrition, and many others, also accounting for the majority of childhood mortality ("Democratic Republic of the Congo", 2012). According to the World Health Organization, malaria is responsible for 45% of childhood death, while the remaining diseases account for the remaining majority of death in children (Fund, 2007). Keeping epidemics under control is the DRC’s greatest priority, as the country is at a very high risk of any possible outbreak, including (re)emerging pathogens such as Ebola (Fund, 2007). Several factors contribute to these unfortunate circumstances, such as environmental, societal, and political factors. In addition to volcanic eruptions in the East, the flooding of the Congo river and the droughts of the South, high levels of conflict make this country extremely vulnerable to poor conditions (Fund, 2007). During the 1990s, the DRC was involved in the African War, which brought about 80% of the country (77 million people) into extreme poverty (Project, 2019). The DRC has had a long history of political instability and violence such as the civil war, which in turn, has destroyed many infrastructures that communities relied on for sanitation and clean water. The DRC has relied heavily on wealth from the mining industry due to its transition from Marxist to a Free Market economy. Therefore, their economy has not been appropriately managed, as their wealth was spent on patronage for government officials instead of humanitarian needs.
