This document provides data and statistics from the 2014 edition of LSC by the Numbers, which presents information on funding, client services, demographics, staffing, and other metrics for Legal Services Corporation (LSC) grantees. Some key figures include: LSC appropriations of $335 million in 2014; LSC grantees served over 1.8 million people and closed nearly 758,000 cases; grantees employed over 8,700 staff members; and over 63 million Americans were eligible for LSC-funded legal assistance in 2014.

I am pleased to present the 2014 edition of LSC by the Numbers: The Data Underlying
Legal Aid Programs—formerly known as LSC’s Fact Book.
Understanding data is important to our work. LSC by the Numbers presents national
data on 2014 funding for LSC’s 134 legal aid grantees; legal services provided to clients
by LSC grantees, including services provided through Private Attorney Involvement (PAI);
client demographics; and program staffing. Select historical data from prior years are
also included.
LSC by the Numbers reflects actual data with no extrapolations or estimates. Most of the
data are derived from the Grant Activity Reports that LSC-funded grantees are required to
submit in February and March of each year reflecting activity in the previous calendar year.
The remainder of the data are collected from LSC grantee budget and funding records.
We have continued to improve LSC by the Numbers to make it easier for a wider audi-
ence to use and have included trend data to show changes over time. This information
offers a national perspective on the resources available to and the services provided by
LSC grantees. It presents a useful overview of the work of LSC grantees on behalf of
low-income persons in need of civil legal assistance. This year, for the first time, we have
included information on LSC grantees’ expenses.
We are interested in your comments, including suggestions for other data compilations
that would be useful, and are glad to respond to any questions you may have. LSC by the
Numbers is available on LSC’s website: www.lsc.gov.

6. LSC receives an annual appropriation from Congress to provide grants to eligible
nonprofit organizations delivering legal aid to low-income people. LSC awards grants
through a competitive process and funds 134 legal aid organizations that serve hun-
dreds of thousands of low-income individuals, children, families, seniors, and veterans
across America. Funds are distributed on a per-capita basis according to each service
area’s share of the eligible poverty population. LSC accepts applications on a fiscal year
basis but funds grantees on a calendar year.
The federal contribution to civil legal aid does not meet all of the eligible population’s le-
gal needs; rather, it provides the foundation upon which LSC’s grantees can build. LSC
grantees supplement federal funds with other resources, such as Interest on Lawyers’
Trust Account (IOLTA), state and local funding, grants from philanthropic foundations,
and contributions from private donors. They also collaborate with a wide network of
private practitioners, bar associations, law schools, access to justice commissions, and
business and community organizations to expand legal services to indigent clients. This
year we included data on LSC grantees’ expenses—allocated to LSC and non-LSC
revenues—including staffing, office space, and litigation costs.

18. LSC grantees handle the basic civil legal needs of the poor, addressing matters involv-
ing safety, subsistence, and family stability. Most legal aid practices are focused on fam-
ily law, including domestic violence, child support and custody, and housing matters,
including evictions and foreclosures.
More than a third of all cases closed by LSC grantees are family law cases. LSC grant-
ees help parents obtain and keep custody of their children, extended family members
secure guardianship of orphaned and abused children, and victims of domestic violence
secure protective orders. LSC grantees also work on housing cases. By renegotiating
mortgages, resolving landlord-tenant disputes, and assisting renters facing wrongful
eviction and property foreclosure, LSC grantees help clients stay in their homes.

CLIENT DEMOGRAPHICS
LSC grantees serve clients of all races, ethnic groups, genders, and ages. They include
the working poor, veterans, people with disabilities, and victims of domestic violence.
In 2014, more than two-thirds of LSC clients were women; most were between the ages
of 18 and 59. Elder clients often require legal assistance because of special health, in-
come, and social needs, especially to access the government-administered benefits on
which many depend for income and health care.

LSC grantees leverage federal funding and maximize the number of clients they are
able to serve by involving private attorneys in the delivery of legal services, primarily on
a volunteer basis. Appropriate pro bono cases are referred to local attorneys who have
agreed to represent eligible clients without charge.
In addition to pro bono efforts, grantees involve private attorneys through lawyer referral
services sponsored by local bar associations. Such services may refer fee-generating
cases to private attorneys in exchange for a commitment to accept pro bono or reduced
fee referrals. Grantees also contract with private attorneys to handle individual cases or
certain categories of cases, or involve private attorneys as co-counsel in complex cases
on a volunteer or contract basis.

As independent nonprofit organizations, grantees hire their own staff. Grantee staff
members are not employed by LSC and are not government employees.
In general, legal services attorneys are paid far less than their counterparts in the private
sector and significantly less than federal or state government attorneys.
LSC-funded organizations may serve an entire state, a region within a state, or a single
city or county. Many grantees maintain multiple offices, while others operate only one.
Some grantees operate part-time satellite offices and run “hotlines” that provide tele-
phone intake, advice, and referral programs to facilitate access to their services over a
large geographical area.
LSC now reports staff totals as full-time equivalents (FTE), which is standard practice
in the U.S. Historically, LSC counted only LSC grantee employees who worked at least
90% time. Using the revised method, LSC now includes grantee employees who work
only part of the year as well as part-time employees.

eligible client should be closed as Counsel and Advice (e.g., the advocate ascertained and reviewed relevant facts, exercised judg-
ment in interpreting the particular facts presented by the client and in applying the relevant law to the facts presented, and coun-
seled the client concerning his or her legal problem). Limited Action - A case closed in which the program took limited action(s) on
behalf of an eligible client that addressed the client’s legal problem that is not so complex or extended as to meet the requirements
for CSR Category L should be closed as Limited Action. Examples include communications by letter, telephone or other means to a
third party; preparation of a simple legal document such as a routine will or power of attorney. Extensive Service - A case closed in
which the program undertook extensive research, preparation of complex legal documents, extensive interaction with third parties
on behalf of an eligible client, or extensive on-going assistance to clients who are proceeding pro se should be closed as Extensive
Service. Some examples of extensive service include preparation of complex advance directives, wills, contracts, real estate docu-
ments or other legal documents, or the provision of extensive transactional work.

Source: Grant Activity Reports – 2004-2014. Private Attorney Involvement (PAI) is an LSC program to involve private attorneys
(those not working for an LSC grantee) in the delivery of legal services to low-income clients eligible for LSC-funded legal assis-
tance. As provided in 45 C.F.R. §1614, LSC grantees are required to devote at least 12.5% of Basic Field-General funding to this
method of delivery of legal services. Pro Bono – PAI programs in which attorneys are recruited and assisted to provide legal ser-
vices to eligible clients without compensation. Compensated – PAI programs in which attorneys are compensated at a reduced rate
to provide legal services to eligible clients, usually either: (1) by contract with the grantee program under which an attorney receives
a reduced fee either for a single case or for a set number of cases; or (2) a member of a “Judicare” panel where all private attorneys
who practice in the service area are invited to participate. Attorneys may elect on a case-by-case basis whether to take a client.
Under some models, clients may choose among panel attorneys while under others, panel attorneys are assigned by rotation.

promoted among the client-eligible population. A CSR case is defined as the provision of permissible legal assistance to an eligible

the LSC Act, regulations, and other applicable law.
