Why? To improve the impact of the network at local level Specific objectives To help identify the  needs  of the city in relationto the network.  To help improve the  inputs   of the city to the network (cases, experiences, site visits....) To support the preparation of the  LAP To help  communicate   the findings of the project and the  implementation   of the LAP Others?
Who? Any one with a “stake” or interest Primary/ secondary, winners/losers, missing voices, blockers, end users, beneficiaries……. Have different needs, capacities, things to offer, styles of work, conflicts of interest Stakeholder analysis maps this out systematically

How? All stages – design, preparation, implemention, dissemination, evaluation…. Input into baseline and proposal. Identification of city needs and experience. Direct involvement in exchanges Report back and dissemination of intermediate results Testing and piloting ideas in the area Information and comments on final outputs - including LAPs Communication/dissemination. Others….?
