Building local support groups in cities involved in a network can help identify local needs, improve local inputs to the network, and support development and implementation of a local action plan. Stakeholder analysis should be used to identify all relevant groups, including primary and secondary stakeholders, beneficiaries, and those with conflicting interests. Local support groups can provide input at all stages of the work from design to evaluation through activities like periodic meetings, commenting on outputs, local communication events, and piloting ideas.
