Directive 2009/31/CE of 23 April 2009
• Target: defining a shared European legal
framework for an environmentally safe geological storage of
carbon dioxide.
• DeadLine: June 25, 2011

3. Objectives
The 162/2011 legislation decree represents a key point to
launch and support, from an institutional point of view, the
implementation of demostrative projects.
These projects should be finalized to investigate and analyze
from a scientific point of view, the technological aspects of the
CCS, in order to optimize current tecnologies or to find new
solutions with a marginal and sustinable economic impact for
the capture and storage processes.

4. How we are working…
Since 2009, a dedicated team has been appointed for the
transposition activities of the directive 31/200/EC;
The team comprises experts, governmental officers
belonging to Ministry of Environment and Ministry of
Economic Development, with the support of many other
public institutions.
All the relevant stakeholders have been involved; among
them we can mention ENEL, ENEA, ENI, ISS, INGV, OGS,
Osservatorio CCS, Rome and Florence Universities and
others, through public meetings, workshops, activities in
communication and training, information and
documentation on the technological aspects of CCS.

7. Next Steps :
Regulation level
A first important target has been reached with the directive
transposition, even if we are consciuos many steps have to be
covered
Currently we are working on the regulation level to provide
dedicated and detailed procedure to discipline the implementation
of the directive.
The idea is to create 3 different Working Groups including
experts and technicians coming from different stakeholder
organizations, under the supervision and control of governmental
officers of the Ministry of Economic Development and Ministry of
Environment.
These Working Groups will reflect different subject of each
regulation topic and will act with different time-constraints
depending on what approved in the 162/2011 decree.
