The Non-Metropolitan Commission was established to stimulate economic growth and improve living standards in non-metropolitan England. In its interim report, the Commission identified eight areas for further discussion, including improving decision making processes, public sector collaboration, skills training, and digital connectivity in rural areas. The Commission is seeking additional comments on these issues before publishing its final report in early 2015 to influence policies after the general election.

The Belt and Road Initiative (BRI) is China's effort to enhance inter-regional connectivity through infrastructure, trade, policy, finance, and people. It involves building six economic corridors connecting China to Central and South Asia, Europe, the Middle East, and Africa. The BRI spans over 60 countries containing 39% of the world's land area and over half of global GDP, trade, and CO2 emissions. It presents both opportunities such as green finance and technologies, as well as challenges like environmental degradation. The UN Environment aims to support sustainable development through the BRI by providing guidance, capacity building, and facilitating multi-stakeholder cooperation.

South Staffordshire is a rural district council with no main towns and 27 parishes. To address the lack of a focal point, the council developed a locality model to improve communication between local government and communities. The council gained insights into residents and discovered the top groups were rural isolated communities and professionals living in semi-rural homes. A rural transport partnership was formed to explore models beyond the generous but limited concessionary travel scheme. A project used an online platform called MyPlaceMySay to consult residents in localities on projects and services, discovering unexpected preferences and increasing local economic activity. The council learned lessons about using social media in rural areas and now has a social media plan.

Manchester has a long history of civic philanthropy dating back 300 years. In the industrial era, figures like Humphry Chetham and John Rylands funded civic projects around knowledge, culture and infrastructure. In the post-industrial regeneration era from the 1980s onward, figures like Tom Bloxham and Peter Saville spearheaded cultural regeneration projects. Manchester has developed complex governance structures to coordinate its economic development at the city-regional level, building on a tradition of partnership between local authorities. This includes the Greater Manchester Combined Authority and innovative bodies like the Manchester Alliance.

The Planning Skills Delivery Fund (PSDF) will provide £24 million over two years to local authorities to help with clearing backlogs of planning applications and prepare for the implementation of proposed planning reform. It's part of a wider programme of work designed to address the capability and capacity of planning services. Local planning authorities can apply for funding for up to £100,000, which can be used to hire additional planning officers and other specialist resources.

Salford has seen significant population and economic growth over the past 5 years. Salford introduced pre-application charging in 2010, with a simple fixed fee structure. Based on customer feedback, Salford refreshed their pre-application service in 2018 to offer more flexibility, choice, certainty, and a collaborative dialogue. The refreshed service allows customers to choose the level of service and whether consultees are involved. Monitoring shows the service achieves cost recovery in most cases. A customer survey found that most users found the service provided value for money but identified some opportunities to improve the payment system and provide more details on service options.

Border towns and spaces of (in)visibility.pdf
This report explores the significance of border towns and spaces for strengthening responses to young people on the move. In particular it explores the linkages of young people to local service centres with the aim of further developing service, protection, and support strategies for migrant children in border areas across the region. The report is based on a small-scale fieldwork study in the border towns of Chipata and Katete in Zambia conducted in July 2023. Border towns and spaces provide a rich source of information about issues related to the informal or irregular movement of young people across borders, including smuggling and trafficking. They can help build a picture of the nature and scope of the type of movement young migrants undertake and also the forms of protection available to them. Border towns and spaces also provide a lens through which we can better understand the vulnerabilities of young people on the move and, critically, the strategies they use to navigate challenges and access support.
The findings in this report highlight some of the key factors shaping the experiences and vulnerabilities of young people on the move – particularly their proximity to border spaces and how this affects the risks that they face. The report describes strategies that young people on the move employ to remain below the radar of visibility to state and non-state actors due to fear of arrest, detention, and deportation while also trying to keep themselves safe and access support in border towns. These strategies of (in)visibility provide a way to protect themselves yet at the same time also heighten some of the risks young people face as their vulnerabilities are not always recognised by those who could offer support.
In this report we show that the realities and challenges of life and migration in this region and in Zambia need to be better understood for support to be strengthened and tuned to meet the specific needs of young people on the move. This includes understanding the role of state and non-state stakeholders, the impact of laws and policies and, critically, the experiences of the young people themselves. We provide recommendations for immediate action, recommendations for programming to support young people on the move in the two towns that would reduce risk for young people in this area, and recommendations for longer term policy advocacy.

Working with data is a challenge for many organizations. Nonprofits in particular may need to collect and analyze sensitive, incomplete, and/or biased historical data about people. In this talk, Dr. Cori Faklaris of UNC Charlotte provides an overview of current AI capabilities and weaknesses to consider when integrating current AI technologies into the data workflow. The talk is organized around three takeaways: (1) For better or sometimes worse, AI provides you with “infinite interns.” (2) Give people permission & guardrails to learn what works with these “interns” and what doesn’t. (3) Create a roadmap for adding in more AI to assist nonprofit work, along with strategies for bias mitigation.
