This document discusses local government revenue generation in Uganda. It provides historical context on taxation in Uganda from British rule to present day. It outlines the legal framework for local taxes and fees. The main sources of local revenue are described such as local service tax, property tax, market dues, fees, rents, fines and donations. The rationale for local revenue collection is to fund services and meet development needs. Challenges to revenue generation include low tax base, poor payer attitude and legal/administrative issues. Best practices proposed include accountability, tax payer convenience, and linking taxes to visible service delivery.
Economic development power point presentation on tax increment financing. Presents a plausible setting for municipal administrators to utilize for securing financing without having the need for excessive and unpopular tax increases.
Given the city’s relative fiscal health, is there a need to look to budget options? The simple answer is, “of course.” There is never enough money to meet all of the needs expressed by the city’s communities. And besides the need for more funds, there can be changes that could help improve equity and efficiency in the city’s spending and taxation—a benefit that could be associated with some of the budget options we present.

Russian anarchist and anti-war movement in the third year of full-scale warAntti Rautiainen
Anarchist group ANA Regensburg hosted my online-presentation on 16th of May 2024, in which I discussed tactics of anti-war activism in Russia, and reasons why the anti-war movement has not been able to make an impact to change the course of events yet. Cases of anarchists repressed for anti-war activities are presented, as well as strategies of support for political prisoners, and modest successes in supporting their struggles.
