3. PROCEDURES IN THE FILING, PROCESSING AND APPROVAL OF LEAVE
APPLICATIONS
1. Employees are required to file their leave applications using CSC Form NO. 6 Revised 2020 which
should be fully accomplished in duplicate/triplicate original copies, whenever they go on leave of
absence.
2. The Records Unit of the division office receives the filed application for leave.
3. The Personnel in charge of the HR unit/section processes the application including the recording of
accrued leave to the ledger cards, evaluates the proper documents attached and verifies, certifies and
corrects the leave balances.
4. The SDS,ASDS or the School Heads recommends the approval or the disapproval of the
application.
5. The authorized official approves the application following the DepEd Order No. 8, S. 2021 "Revised
signing authorities for Administrative and Financial matters in the Department of Education“.
6. A copy of the processed application is released to the records unit and can get the approved leave by the
designated liaison officer.

13. RULES AND REGULATIONS
1. Employees who render work
during the prescribed hours are
entitled to 15 days vacation leave
and 15 days sick leave credits
annually or 1.25 days VL and SL
credits monthly, with full pay.
2. Application for leave of absences
except for emergency sick leave shall
be filed in advance whenever
possible, five ( 5 ) days before the
effectivity of leave.
3. Application for leave for thirty (30)
calendar days or more shall be
accompanied by an office clearance /
school or district clearance, from
money and property accountabilities.
4. Employees who are absent
without approved leave shall not be
entitled to receive their salary

14. TYPES OF LEAVE
SICK LEAVE (SL)
(Sec. 43, Rule No. XVI, Omnibus Rules Implementing E.O No. 292)
Refers to leave of absence granted on account of sickness or disability of the
employees or any members of their family (parents , brothers, sisters, children, spouse, and
even house help who are living with the employees.)
INSTRUCTIONS and REQUIREMENTS
• All application for SL of absence for one (1) full day or more shall be made on the
prescribed Form and shall be filed immediately upon employees return from such leave.
• Application for SL in excess of five ( 5) successive days shall be accompanied by a
proper medical certificate.
• In ordinary application for sick had already taken not exceeding 5 days the head of the
department or agency concerned may duly determine whether or not granting of SL is
proper under the circumstances, In case of doubt, a medical certificate may be required.
• When an employee has already exhausted his sick leave credits he can use his vacation
leave credits but not vice versa.
15. TYPES OF LEAVE
VACATION LEAVE (VL)
(Sec. 51, Rule XVI, Omnibus Rules Implementing E.O 292)
Refers to leave of absence granted to officials and employees for personal
reasons, the approval of which is contingent upon the necessities of the service.
* Vacation leave w/o pay is considered as gap in the service
INSTRUCTIONS and REQUIREMENTS
• Vacation Leave shall be filed five (5) days in advance, whenever possible of
the effective date of such leave.
• Vacation leave w/in the Philippines or abroad shall be indicated in the form
(F6) for purposes of securing travel authority and completing clearance from
money of work accountabilities.
16. TYPES OF LEAVE
MANDATORY/FORCED LEAVE (FL)
(Sec. 25, Rule No. XVI, Omnibus Rules Implementing E.O No. 292)
All officials and employees w/ 10 days or more vacation leave credits shall be required
to go on vacation leave whether continuous or intermittent for a minimum of five (5) working
days annually.
INSTRUCTIONS & REQUIREMENTS
• Forced leave shall be forfeited if not taken during the year. However in cases where
the scheduled leave have been cancelled in the exigency of the service by the head
of the agency, the scheduled leave not enjoyed shall no longer be deducted from
the total accumulated vacation leave.
• Those with accumulated vacation leave of less than ten (10) days shall have the
option to go on forced leave or not. However officials & employees with
accumulated vacation leave of 15 days who availed of monetization for ten (10)
days under Section 22 hereof, shall still be required to go on forced leave.
• Forced leave shall be filed whenever possible 5 days in advance.
17. TYPES OF LEAVE
SPECIAL PRIVILEGE LEAVE ( SPL)
(Sec. 21, Rule No. XVI, Omnibus Rules Implementing E.O No. 292)
A leave of absence which may be availed of for a maximum of three (3) days
annually to mark special milestone and or attend to filial and domestic emergencies
such as birthday, anniversary, mourning, PTA meetings, graduation, enrolment, and
government transaction .
INSTRUCTIONS & REQUIREMENTS
• SPL is non-cumulative and non-convertible to cash.
• It shall be filed / approved for at least one (1) week prior to availment, except on
emergency cases.
• SPL on emergency cases shall be filed w/in the day upon return to work, and the
supervisor/head of office should be in formed of the reason of availing such leave.
18. TYPES OF LEAVE
MATERNITY LEAVE (ML)
(R.A. No. 11210/IRR issued by CSC,DOLE and SSS)
Republic Act No. 11210 also known as the 105-Day Expanded Maternity Leave Law. An act Increasing the maternity Leave
Period to One Hundred Five (105) Days for Female Workers with an option to Extend For an Additional Fifteen (15) Days for solo
mothers, and for other purposes.
- The law took effect on March 11, 2019.
- The IRR took effect on May 18 , 2019 .
- R.A No. 11210 and the IRR have superseded the Maternity leave provisions of the Omnibus Rules on Leave . Hence , the availability of
Maternity leave shall be governed by RA. No. 11210, and its IRR.
In all of the above instances, the maternity leave can be credited as combinations of prenatal (45) and postnatal
leave (60) as long as it does not exceed one hundred five (105) days or sixty (60) days, as the case may be.
GRANT MATERNITY LEAVE
- all covered female workers in government and the private sector, including those in the informal economy, regardless of civil
status or the legitimacy of her child, shall be granted one hundred five (105) days maternity leave with full pay and an option to
extend for an additional thirty (30) days w/o pay: Provided, that in case the worker qualifies as a solo parent under R. A. No. 8972
or the "solo Parent Welfare Act" the worker shall be granted an additional fifteen (15) days ML with full pay.
MATERNITY LEAVE FOR 60 DAYS
- is granted to female workers in every instances of pregnancy, miscarriage of emergency termination of pregnancy,
regardless of frequency.
19. ALLOCATION OF MATERNITY LEAVE CREDITS
A female employee may avail of the option to allocate up to seven (7) days of her
Maternity leave to the child’s father, whether or not she is married to him. It shall only
be available to the child’s father or alternate caregiver who are employed either in the
public or private sector. The allocated leave may be enjoyed by the father or alternate
caregiver either in a continuous or in an intermittent manner not later than the period of
the Maternity leave availed of.
The allocated leave is over and above the seven (7) day paternity leave benefit
under R.A. No. 8187 or the “Paternity Leave Act of 1996”.
INSTRUCTIONS & REQUIREMENTS
- Proof of pregnancy ex. Ultrasound, Doctor’s Certificate on the expected date
of delivery.
- Accomplished Notice of Allocation of Maternity Leave Credits(CSC Form
No. 6a) if needed.
- Accomplished CSC Form No. 7, s. 2017 (Clearance Form) School/District.
20. TYPES OF LEAVE
PATERNITY LEAVE
(Republic Act No. 8187: Paternity Leave Act of 1996)
• Every married male employee in the government service shall be entitled to paternity leave of seven (7) working
days with full pay for the first four (4) deliveries, whether childbirth or miscarriage, of his legitimate spouse with
whom he is cohabiting.
• The male employee applying for paternity leave shall notify his employer of the pregnancy of his legitimate
spouse and the expected date of such delivery.
INSTRUCTIONS & REQUIREMENTS
• Paternity of seven (7) days shall be non-cumulative and strictly non-convertible to cash.
• It may be enjoyed either in a continuous or in an intermittent manner by the employee on the
days immediately, before, during and after the delivery of his legitimate spouse, but not later
than the period of the ML availed by the spouse.
• Paternity Leave may be filed by accomplishing CSC Form No. 6 revised 2020 with in
reasonable period of 1 week prior to the expected delivery except in cases of miscarriage and
abnormal deliveries.
• Proof of child’s delivery (Birth Certificate, Medical Certificate).
• Marriage contract.
21. TYPES OF LEAVE
SOLO PARENT LEAVE/PARENTAL LEAVE
(R.A. No. 8972 / CSC MC No. 08, s. 2004)
A seven (7) days leave of absence is granted to a parent who has the solo custody and
responsibility of the child and who has rendered at least one (1) year of service regardless of
employment status.
INSTRUCTIONS & REQUIREMENTS
• Parental/Solo Parent Leave is non-cumulative and can be availed only during the current year.
• It shall not be convertible to cash.
• If not availed within the calendar year, said privilege shall be forfeited within the same year.
• Accomplish CSC Form 6 with attachment of updated Solo Parent ID issued by the DSWD.
22. TYPES OF LEAVE
STUDY LEAVE
(Sec. 68,Rule XVI, Omnibus Rules Implementing E.O No. 292)
A time-off from work not exceeding six (6) months with pay for the purpose of assisting
qualified employees to prepare for their bar or board examinations to complete their Masters
Degree.
INSTRUCTIONS
• The leave shall be covered by a contract between
the agency head of authorized representative and
the employee concerned.
• Must have graduated with a Bachelor's Degree
which consequently requires the passing of
government bar and board licensure
examinations.
• For thesis writing or comprehensive examination,
the employee must have completed all the
academic requirements for a Masteral Degree.
• Must be a permanent employee.
• Must have no pending administrative case and
criminal case.
• Must not have any current foreign or local
scholarship grant.
REQUIREMENTS
a. Letter request endorsed by the School Head.
b. Accomplished Study Leave agreement.
c. Schedule of study leave.
d. Affidavit that applicant has not availed study grant under
R.A. 4670 (for teaching personnel).
e. Certification from the School Head that services can be
dispensed with;
f. Certification of no pending administrative case.
g. School and Division Clearance.
h. Accomplish CSC Form No. 6.
i. Accomplish CSC Form No. 212.
j. Service Records.
k. Transcript of Records (Grad and Undergrad).
l. Performance rating for the last three (3) rating periods.
23. TYPES OF LEAVE
10-DAY VAWC LEAVE
(R.A. No. 9262/CSC MC No. 15, s. 2006)
(Anti - Violence Against Women and their Children Act of 2004)
• Any women employee in the government service, regardless of employment status and/or whose child is a
victim of violence and whose age is below eighteen (18) or above 18, but unable to care of oneself is entitled to
avail of the ten (10) days leave.
• It may be on a continuous or intermittent manner to cover the days they have to attend to the legal concerns.
INSTRUCTIONS & REQUIREMENTS
• It shall be filed in advance or immediately upon the women employees return from such leave.
• It shall be accompanied by any of the following supporting documents;
A. Barangay Protection Order (BPO) obtained from the Barangay.
B. Temporary/Permanent Protection Order (TPO/PPO) obtained from the court.
C. If the protection order is not yet issued by the barangay or the court, a certification
issued by the Punong Barangay/Kagawad or Prosecutor or the Clerk of Court that the
application for the BPO,TPO or PPO has been filed with the said office shall be
sufficient.
D. In The absence of the BPO/TPO/PPO or the certification, a Police Report specifying the
details of the occurrence of violence on the victim and a Medical Certificate may be
considered at the discretion of the immediate Supervisor of the women employee
concerned.
24. TYPES OF LEAVE
REHABILITATION LEAVE for Job-related Injuries
(Sec. 56, Rule XVI, Omnibus Rule Implementing E.O No. 292)
Application of officials and employees for leave of absence on account of wounds and
injuries incurred in the performance of duty must be made on the prescribed form, supported by
the proper Medical Certificate and evidence showing that the wounds or injuries were incurred in
the performance of duty, the head of agency/department concerned shall direct that absence of
an employee during his period of disability thus occasioned shall be on full pay, but not to
exceed six (6) months.
INSTRUCTIONS & REQUIREMENTS
• Application shall be made 1 week from the time of the accident except when a longer period is
warranted.
• Letter request supported by relevant reports such as the Police Report if any.
• Medical Certificate on the nature of injuries, the course of treatment involved and the need to
undergo rest, recuperation and rehabilitation as the case may be.
• Written concurrence of a government physician should be obtained relative to the
recommendation for rehabilitation if the attending physician is a private practitioner,
particularly on the duration of the period of rehabilitation.
25. TYPES OF LEAVE
SPECIAL LEAVE BENEFITS FOR WOMEN
(R.A No. 9710 / CSC MC No. 25, s. 2010)
• Any female public sector employee, regardless of age and civil status, shall be entitled
to a special leave of a maximum of two (2) months with full pay based on her gross
monthly compensation provided she has rendered at least six (6) months aggregate
service in any or various government agencies for the last twelve (12) months prior to
undergoing surgery for gynecological disorders.
• The Special Leave may be availed for every instance of gynecological disorder requiring
surgery for a maximum period of two (2) months per year.
GYNECOLOGICAL DISORDER - refers to disorders that would require surgical procedures
such as, but not limited to dilatation and curettage and those involving female Reproductive
Organs such as the vagina, cervix uterus, fallopian tubes, ovaries, breast, adnexa and pelvic
floor, as certified by a competent physician.
26. INSTRUCTIONS & REQUIREMENTS
• The application may be filed in advance, that is at least five (5) days prior to the scheduled
date of the surgery that will be undergone by the employee.
• In case of emergency, the application for Special Leave shall be filed immediately upon
employee’s return but during confinement the agency shall be notified of said surgery.
• The application shall be accompanied by a Medical Certificate filled out by the proper
medical authorities:
A.the attending surgeon accompanied by a clinical summary reflecting the gynecological
disorder which was addressed by the said surgery.
B.the histopathological report.
C.the operative technique used for the surgery.
D.the duration of the surgery including the preoperative period, as well as the employees
estimated period of recuperation for the same.
The complete list of surgical operations for Gynecological
Disorders was defined in the CSC Memorandum Circular No. 25, S.
2010.
27. TYPES OF LEAVE
SPECIAL EMERGENCY/CALAMITY LEAVE
(CSC MC No. 2, s. 2012 as amended)
A five (5) day special emergency leave shall be granted to government employees
directly affected by natural calamities/disasters.
• The purpose of the leave may be of any of the following;
a. for urgent repair and clean up of damaged houses.
b. being stranded in the affected areas.
c. diseases/illness of the employees brought by the natural calamity/disaster.
d. caring for immediate family members affected by natural calamity/disaster.
A commonly declared natural calamity/disaster may include, but not limited to
earthquakes, flooding, volcanic eruptions and landslides that have profound environmental
effects and/or human loss and frequently cause financial loss.
28. INSTRUCTIONS & REQUIREMENTS
• The Special Emergency Leave can be applied for a maximum of five (5) straight
working days or staggered basis within thirty (30) days from the actual occurrences
of the natural calamity/disaster.
• Said privilege shall be enjoyed once a year, not in every instance of calamity and
disaster.
• The Head of the Office shall take full responsibility for the grant of Special emergency
Leave and verification of the employee’s eligibility to be granted thereof.
• Said verification shall include:
a. validation of place of residence based on the latest available record of the
affected employee.
b. verification that the place of residence is covered in the declaration of
calamity area by the proper government agency and such other proof as may be
necessary.
29. TYPES OF LEAVE
ADOPTION LEAVE
(R.A. No. 8552)
Refers to leave of absence granted to a government employee (Adoptive Parent) to
provide an opportunity to develop bonding with the adoptee who is below seven (7)
years of age.
INSTRUCTIONS & REQUIREMENTS
• Qualified adoptive parents in the government service can avail a sixty (60) day
adoption leave.
• It shall be enjoyed in a continuous and uninterrupted manner.
• Application for adoption leave shall be filed with an authenticated copy of PAPA
issued by the Department of Social Welfare and Development (DSWD).
Pre-Adoptive Placement Authority (PAPA)- Refers to a notice of approval from the Regional Director
of the DSWD on the placement of the adoptee to the prospective adoptive parents from which the supervised trial
custody shall commence. (Sec. 22-23, Article V, IRR of R.A No. 8552).
30. POLICY ON HALF DAY ABSENCE
(CSC MC No. 17, s. 2010)
Pursuant to CSC Resolution No. 10-1358 dated July 6, 2010, the Civil Service Commission,
being the central resource institution of the government, resolves to promulgate the following
guidelines on Half Day Absences as follows:
1. Any officer or employee who is absent in the morning is considered to be TARDY and is subject to
the provisions on Habitual Tardiness, and
2. Any officer or employee who is absent in the afternoon is considered to have incurred
UNDERTIME, subject to the provisions on Undertime.
