12/01/2013-Present. Serves as Installation Program Director and manager of a
highly successful Safety Department efficiently meeting the needs of all
Commander Fleet Activities Okinawa (CFAO) customers by directing and
prioritizing resources and personnel where and when needed to ensure
compliance with all Japanese Host Nation, Federal and U.S. Navy
Environmental and Occupational Safety and Health regulations. A leader with
the vision and ability to see how the safety department integrates into the
command’s big picture by leading a team of four in providing expert
Occupational and Explosives Safety services to a diverse work environment
including airfield operations comprised of three hangars, one helipad and
associated parking aprons, two port operations locations including three piers
and amphibious vehicle landing ramp, explosives storage and handling at over 60
magazines and operations buildings, logistics operations at four warehouses and
administrative work areas for a Navy command at five disparate locations,

2. totaling 300 buildings and over $1 billion in assets.
A renewed emphasis on identifying, reporting and correcting hazardous
conditions was accomplished by increasing workplace inspections completed
from 105 in FY13 to 332 in FY14 where 196 deficiencies were identified, 130
were abated with the remainder awaiting funding. Controls were implemented
for unabated deficiencies to protect personnel and equipment with follow up
inspections conducted monthly. Trend analysis focused safety services and
prioritized program initiatives to eliminate those hazards posing greatest threat to
personnel. Attention was focused on Electrical Safety and Fire Protection/Life
Safety Code compliance. In addition, a Fall Protection database was developed
to identify all work practices and buildings that pose a fall hazard to personnel. A
comprehensive fall plan was developed for the communications technicians at
Awase communications facility when performing maintenance aloft on the
station antennas.
The Hazardous Material/Hazardous Waste (HM/HW) program was and the
CFAO governing instruction was revised to bring CFAO and Tenant Commands
in compliance with required regulations. Specific improvements included a
comprehensive storage locker inspection program and development of a
HM/HW locker and storage locations listing for quick reference. In addition, 10
out of 136 lockers were identified for immediate replacement due to
compromised fire protection integrity, severe corrosion from the sea/salt
environment and non-functioning doors/locks. Compatibility charts were
provided for all lockers eliminating incompatible storage incidents. Electronic
Authorized Use Lists (AUL) were developed for 22 Tenant commands replacing
outdated hard copy records allowing immediate updates/changes in AUL items,
instant cross reference and matching to appropriate Safety Data Sheets. The HM
ordering process was simplified reducing processing time from seven days to
less than two by use of electronic request forms replacing hard copy requests
previously routed by hand.
A review of all safety department employee Individual Development Plans
revealed no employee had attended safety program training the previous seven
years, some classes dating back to 1999. A new plan was developed for each
individual, and a schedule developed allowing refresher training within the next
36 months updating every employee’s Knowledge, Skills, and Abilities. A
variety of safety training was conducted for CFAO Department and Tenant
Command active duty, U.S. DoD civilian and Japanese local national employees
through one-on-one, class room and twice annual Safety Stand Downs conducted
in a theater environment. Topics from seasonal typhoon preparation and safety,
hazard identification/awareness, to traffic safety, mishap trends and
recreation/water safety have directly contributed to the low injury incidents in
FY14 where 460 personnel experienced only five occupational mishaps.
Acting as Explosives Safety Officer (ESO) due to vacant ESO position, manages
an Explosives Safety Program that has performed 42 separate explosives and
ammunition evolutions over the past 18 months. Explosives of all classes totaling
over 925,975 lbs. Net Explosive Weight were transported from military
munitions storage magazines on four different installations across public

3. roadways and municipalities completely accident free. Operations included on
load and off load of munitions and explosives from a wide class of ships via pier
side and shipboard cranes with capacities up to 100,000lb. moving explosives for
U.S. Army, U.S. Air Force, U.S. Navy, United States Marine Corps, Japanese
Maritime and Ground Self Defense Forces as well as other allied nations.
Manages a departmental annual budget of $36,000 and serves as Government
Credit Card purchase program Approving Official, providing purchase review,
approval and audit assistance to CFAO Finance Department.

08/19/2007 - 11/30/2013. Provides Safety Services to Military, Civilian and
Contractor personnel on board Naval Air Station Whidbey Island (NASWI)
Washington and Tenant commands assigned to Commander Navy Region North
West (CNRNW).
In absence of Installation Safety Program Director performs all aspects of
management by attending Command Departmental meetings, provide detailed
briefings to Commanding Officer of a multi-mission installation involving
diverse ground, aviation and industrial safety and occupational activities. Provide
advisory safety services by communicating effectively with faculty, installation
managers, and supervisors on course of actions affecting facility operations,
work processes, human-machine relationships, and environmental conditions
which impact the safety and efficiency of assigned personnel.
Safety expertise was instrumental in Naval Station Everett (NSE), Washington
and NASWI receiving STAR status for the OSHA Voluntary Protection Program
(VPP). Technical advisor to top management, supervisors and personnel on Job
Hazard Analysis development and implementation for job tasks posing health
and safety risks. Developed a comprehensive VPP safety training program for all
personnel assigned to NSE and NASWI providing managers and employees with
training, guidance and expectations on all aspects of the VPP program to include

Manages Hazardous Materials (HAZMAT) Program in accordance with EPA,

for procurement of HAZMAT throughout NASWI. Developed an all-embracing
training presentation for all region wide personnel, thoroughly detailing new
OSHA requirements to conform to Global Harmonization System including
labeling, Safety Data Sheets (SDS) and hazard classifications. Personally
inspects all HAZMAT operations including command storage facilities to ensure
proper labeling, required SDS are available and to prevent leakage, fire or
adverse reactions to incompatible storage.
Performs scheduled and un-scheduled safety inspections and hazard abatement
surveys of assigned buildings, construction operations, property and equipment
to identify, analyze and evaluate potential hazards in accordance with
Occupational Safety and Health Administration, National Fire Protection
Association and other applicable standards. Noted discrepancies are input in the
Enterprise Safety Applications Management System (ESAMS) to generate OSH
Discrepancy Notices for recording and abatement initiation. Determines and
recommends applicable methods and procedures for controlling or eliminating
hazards to management personnel. Conducts and attends mishap investigation
boards to identify root causes of mishaps and injuries using ESAMS data to

Manages all aspects of the Radiation Safety Program (RASP) to ensure all
Industrial X-Ray functions, Laser Operations and RF Radiation Operations are
conducted in accordance with applicable safety directives resulting in zero
violations for past six year time period. Manages the Low Level Radioactive
Waste storage and disposal facility ensuring all wastes are stored, inventoried,
and prepared for proper disposal to protect personnel and property from risk of
contamination. Formats, drafts and presents briefs, formal investigative reports,
safety and occupational health inspections, and survey results to higher level
management on program status to provide recommendations for future planning
and correction of hazardous conditions.
Performs contractor oversight working with Navy Facilities engineers and
contractors by screening and reviewing plans and specifications for new
construction, major building alterations, and/or changes in installation equipment
for over 65 new construction and demolition project proposals and blue prints
totaling over $150 million dollars. Personally identified a deficiency in fire exit
routing on 2nd floor of a building. Consulted and supplied management and
engineering personnel with interpretation and application of OSHA and NFPA
standards in developing alternate evacuation route designed into renovation plans
saving over $250,000 in future hazard abatement costs.
Additional qualifications in Confined Space Certification, Sight and Hearing
Conservation, Blood-Borne Pathogens, Fall Protection, Ergonomics,

squadron naval aircrew assigned to Commander Patrol and Reconnaissance
Wing TEN (CPRW-10) to ensure formidable assets were provided to the Fleet
and Type Commander to conduct strategic and tactical operations.
Conducted graduate level EP-3 aircrew training operating both the 10H1B and
10H1G Mission Avionics Systems Trainer (MAST) simulator systems providing
aircrews with Inter-Deployment Readiness Cycle training, crew pre-deployment
certifications, proficiency and readiness training using stand-alone and
distributed virtual exercise (i.e., Virtual Flag, Fleet Synthetic Training, etc.)
signals and scenarios. In addition, coordinated Joint Common Configuration
(JCC) training, and provided quality and up-to-date intelligence data, emerging

Used VIEWS/Threat Builder software to script, revise, and maintain all
signal/platform and scenario databases. Modified the MAST trainers to reflect
the latest platform and/or weapons system characteristics to ensure accurate
“real-time” threat training was provided for all theaters of operations. Updated
Reconnaissance Squadrons One and Two (VQ-1 and VQ-2) Technologies and
Sensor System Improvement Program (SSIP) database components and similar

11/01/2002-11/30/2006. Planned, developed and implemented a stringent air
crew mission readiness pre-deployment training program, encompassing Aero-
medical, Crew Resource Management (CRM) and Operational Risk
Management (ORM) training. Efforts resulted in all air crew personnel returning
from combat reconnaissance missions supporting Operation Iraqi Freedom
without personal injury or loss of aircraft. By applying sound leadership and

7. managerial skills ensured all Avionics Division assigned maintenance personnel
conformed to Department of the Navy Occupational Safety and Health and
NASWI regulations, resulting in zero lost workday occupational injuries.
While assigned as squadron small arms qualification program manager,
researched, developed and managed a comprehensive pre-fire safety policy,
including a comprehensive safety brief for all air crew, ground maintenance and
security personnel. Obtained non-lethal training aids (dummy weapons) to allow
personnel to become comfortable and familiar with small arms prior to attending
weapons range and handling real weapons loaded with live ammunition. The
new training program improved the qualification performance of all personnel
resulting in a 98% initial qualification rate and a 100% first time remediation rate
for all personnel. Applying sound management skills resulted in the safe
expenditure of over 60,000 rounds of 9mm small caliber ammunition and
qualification of over 400 navy personnel with zero personal injuries or damage to
firing range facility or equipment.
Assigned as senior advisor to 65 Avionics Technicians performing Level 2
maintenance on aircraft avionics and weapons systems components. Managed
the Lead Monitoring and Laser Safety qualifications of all technicians assigned,
ensuring a 100% compliance with Navy Occupational Health Program
requirements. Coordinated operations and management of Calibration
Laboratory Environmental Systems, ensuring strict compliance with Industry
Standards and US Navy Calibration Instructions. Strict adherence to safety
procedures and applying sound safety management practices resulted in the 91%
ready for issue rate of avionics components while reducing the backlog to an all
time low of two and enabling the repair of over 12,800 aircraft components with
zero occupational lost workday injuries.
While performing duties as primary Drug and Alcohol Program Advisor
(DAPA), reviewed past program performance and used trend analysis techniques
to evaluate recent incidents allowed the development and publication of a
comprehensive drug and alcohol safety and awareness-training program for 450
command personnel. As technical advisor to senior management, provided
consultation and guidance on DON regulations and policy implementation to
assist in determining if individuals identified with substance abuse issues should
be retained in naval service or be discharged. Initiated a wide variety of training
and educational programs to aid work center supervisors in identifying personnel
at risk for potential alcohol misuse or abuse. Provided guidance, consultation and
informal conferences to personnel assigned treatment for alcohol issues to re-
integrate back into respective work centers and to successfully complete
prescribed treatment programs. Sound management skills and thorough
knowledge of alcohol and drug awareness programs led to improved
performance in alcohol misuse prevention resulting in the overall decrease of
alcohol related incidents from 26 cases in CY2002 to two in CY2003.

8. As Squadron Safety NCO assigned to the Safety/NATOPS department, skillfully
managed, planned, directed, organized, and evaluated activities necessary to the
overall management of a diverse Aviation and Ground Safety/NAVOSH
program for over 750 active duty personnel. Drafted and disseminated Hazard
Reports, Mishap and Injury reports as required by DON and OPNAV
instructions. Chaired the Monthly Command Safety Council, drafted and
disseminated council meeting minutes and provided required training to
departmental and work center safety representatives. Conducted mishap
