Background: More than 30 years of experience in the
contracting industry including 26 years of federal government
experience. Completed work in all divisions of the government
and have proposed on both conus and oconus projects and
efforts. I have worked in both large and small companies and
companies that have multiple locations and divisions. With this
experience I have developed technical responses to RFP’s,
negotiated and wrote justification & award language for sole
source awards, developed relationships with key contracting
officers and agency head. I have worked in business
development, sales and also operations in all size companies. I
have experience facilitating multiple projects simultaneously on
military installations and maximizing the value of these types of
contracts. Have overseen both the contracting and field activity
with multiple types of construction projects ranging in value of
up to $50 million for a single award project and over $100
million dollars with multiple awards. In addition, I have
effectively managed more than 200 employees and multiple
subcontractors, which included day-to-day operations of various
types of projects focusing on disaster, coordination, moving and
managing time and budgets efficiently with Army Corp of
engineers and FEMA. I continue to win contract awards;
program and project manage the awards and the client
relationships. I have my passport and have all my
immunizations require to go oversees.
Relevant to the construction industry, I bring 20 years of
extensive knowledge of International Building Codes as well as
materials and performance standards for the industry.
Operation Experience: My first-hand experience as a Field
Operations Manager was following Hurricane Andrew. During
this time, I was able to facilitate and perform diagnostics to determine the extent of the
damage and course of action needed to successfully complete projects to the
customer’s schedule expectations despite very difficult conditions. What started with
roofing problems soon increased to full building exterior renovations that allowed
business to repair and become functional in a short time? After this experience I was
able to managed and worked to develop the proposal for the Corp/ FEMA response to
the five hurricanes that hit Florida in the 2004-2005 seasons. This included the initial
management plan to respond, day to day operations, interfacing with the US Army
Corps (QC, daily functions and safety This initiative required that the amount of people

responding from your company increases with the original 100 to 700 in a week
timeframe, 7 days a week for 12 hours a day. This was completed with in-house
employees and also subcontractors that provided labor.
Projects started with initial diagnostics followed with a concise plan of action to allow
theses military installations to function shortly after the natural disaster. I have also
performed a multiple discipline, multiple year contracts with Rock Island Arsenal on the
second largest building that is owned (over 1million sq. feet) by the US Army. This
included a complete upgrade to the exterior of the building: involve removing the
asbestos panels, roof, walls and windows, installing interior protection and
computerized roof vent installing new energy efficient windows. With this relation also
secured a large BRAC project with our small business partner (19 million) on the same
building that included raising the structure, new construction and multiple disciplines. I
have now successfully Program managed, project managed, performed Quality Control
and Site Safety and Health officer duties for over 100 different types of project.
Business Development:		I	have worked to improve an organization’s market position
and achieve financial growth or help implement a program. I can define long-term
organizational strategic goals, builds key customer relationships, identifies business
opportunities, negotiates and closes business deals and maintains extensive knowledge
of current market conditions. I can plan persuasive approaches and will convince
potential clients to do business with the company. I can and have grown and retained
existing accounts by presenting new solutions and services to clients. I can provide
strategic planning, develop the pipeline of new business, and introduce clients to key
industry points of contact. I have run a small business-bonding program, where the
company indemnified the small business partner. I have also developed mentor protégé
programs and have teamed multiple partners for larger opportunities when needed.

Work experience:
ICRC Vice President: 2012- current while working for ICRC, I worked on new
markets and clients for ICRC. I continued to build on the client base and
opportunities for ICRC and VSE. Developed knowledge of all entities that are
part of VSE and was able to develop long-term relations ships for all the different
lines of business at VSE (ICRC was a subsidiary). Attended industries events to
develop needed partners and to promote ICRC/VSE. Brought opportunities,
developed teams to complete, worked on proposal development and plans for
increasing the win ration. These opportunities were both short and long range
and required client development and a complete understanding of the agencies.
Tracked client development through CRM system, developed PP documents.
and marketing materials and when opportunities were large enough followed a
step process for group involvement and acceptance. Part of this was also to
develop a budget for the opportunities and proposal development. I also work
extensively with small business partners to be their proponent in ICRC/VSE to
find matches and opportunity that could be developed. I worked with the bonding
agency and we secured bonds for partners, tracked and worked to PM projects
and close out successfully the bonds on these projects. I continue to project
manage; provide QC and SSHO for our project and partners. We have
completed many size projects from 1 million to over 13 million-dollar projects,
single projects with our small business partners. I continue to develop long tern
opportunities with partners, in the energy sector, supply management and
program management. I continue to perform and update my qualification for all
duties involved with project management, Quality Control, Safety, project
schedule, etc.
Tremco /5 years: 2007-2012 Started as a Project Manager overseeing work in
the Mid-west area of the country. Helped develop a strong government client
base in mid- west and also worked with Sales reps in the Southeast sector on
government sales. Then helped start, completing difficult project for GSA in
downtown Chicago and Rock Island Arsenal. Worked with Beverly Kuykendall on
the Small business program for Tremco and completed $120 million in contracts
year with Small business partners. Completed a 5-year project at Rock Island
Arsenal on 2nd
largest building in Army inventory by securing funds, procuring,

overseeing the project on a yearly base. Secured and procured over 50 million
dollars in funding through “plus-up” with a lobbying firm and completed the
contract and also oversaw the project and subcontractors. This was a million
square foot building that worked all 3 shifts and we completed, walls, windows,
siding and roofing while abating the transits panels on the whole building with
new energy efficient projects. Also Program managed the completed repair and
maintenance of all USPS facilities from the proposal, implementation & sales and
operations of the contract. It was a national contract utilizing the sales workforce
and the operations workforce.
RL Campbell Management/ 5 years: 2002-2007 Worked for this 8 (a)
company that had done mainly government line item contracts. I worked to
develop contracts in the Southeast portion of the country and with all divisions
of the Department of Defense and worked to secure long-term contracts for
multiple years. I was able to learn how to sole source contracts and build on
contracts that were in place. I was able to take a competitive awarded line item
contract and utilize this at two other bases without going out to bid. Also I work
through a devastating hurricane season that affected the bases where we had
contracts and we won a cementation from Eglin AFB for having base housing
and buildings back up and running in less than 6 months after Hurricane Ivan.
During this time, I was in the field and overseeing field operations including all
the safe practices of crews and subcontractors, project and program
management, Quality Control and was able to provide efficient, safe and timely
completion of a large amount of projects. Also at this time I was in charge of the
proposal and procedures developed to win the Corp of Engineers/FEMA tarping
awards. We were successful in winning two 25 million dollar awards for this
work. I set procedures to follow for procurement, safety, QC, reporting and
overseeing a large group of subcontractors.
Simon Inc./ 7 years: 1995-2002 Hired to develop their new office locations,
developed the locations, employees, clients, personnel and responsible for the
first 6 months of each location. Developed the locations for the office to
respond to national, local and regional sales accounts. Developed the
Governmental division for the company, company was based with over 85% of
the clients being commercial. Developed a division with personnel that could
develop proposals, execute contracts, procurement and clients. I also helped
drive new workforce that was needed into the divisions utilizing good work
practices and worked with the owner to develop a sales plane for products and
e4quipment.
While at Simon, Sept. 11th
happened. I was the first woman elected director for
a national organization, the NRCA. The NRCA became instrumental in
replacing the roof after the plane crashed into the Pentagon. I was the Project
Manager and helped in the coordination of effort for replacing 1500 squares of
slate and coal tar pitch roofing on the Pentagon. Coordinated volunteer labor,
materials and worked as Project Manager for this project, completed all work

within the one-year time frame. Most of the labor and material were donated
and we successfully finished in order to allow the Pentagon to open one-year
later/

Services, completed all jobs in company and left as the
operation manager of the company, responsible for all day to
day functions, budgets and operations.

In addition, I have effectively managed more than 200 employees and multiple subcontractors, which included day-to-day operations of various types of projects focusing on disaster, coordination, moving and managing time and budgets efficiently with Army Corp of engineers and FEMA. I continue to win contract awards; program and project manage the awards and the client relationships. I have my passport and have all my immunizations require to go oversees. Relevant to the construction industry, I bring 20 years of extensive knowledge of International Building Codes as well as materials and performance standards for the industry. Operation Experience: My first-hand experience as a Field Operations Manager was following Hurricane Andrew. During this time, I was able to facilitate and perform diagnostics to determine the extent of the damage and course of action needed to successfully complete projects to the customer’s schedule expectations despite very difficult conditions. What started with roofing problems soon increased to full building exterior renovations that allowed business to repair and become functional in a short time? After this experience I was able to managed and worked to develop the proposal for the Corp/ FEMA response to the five hurricanes that hit Florida in the 2004-2005 seasons. This included the initial management plan to respond, day to day operations, interfacing with the US Army Corps (QC, daily functions and safety This initiative required that the amount of people

This was completed with in-house employees and also subcontractors that provided labor. Projects started with initial diagnostics followed with a concise plan of action to allow theses military installations to function shortly after the natural disaster. I have also performed a multiple discipline, multiple year contracts with Rock Island Arsenal on the second largest building that is owned (over 1million sq. feet) by the US Army. This included a complete upgrade to the exterior of the building: involve removing the asbestos panels, roof, walls and windows, installing interior protection and computerized roof vent installing new energy efficient windows. With this relation also secured a large BRAC project with our small business partner (19 million) on the same building that included raising the structure, new construction and multiple disciplines. I have now successfully Program managed, project managed, performed Quality Control and Site Safety and Health officer duties for over 100 different types of project. I also work extensively with small business partners to be their proponent in ICRC/VSE to find matches and opportunity that could be developed. I worked with the bonding agency and we secured bonds for partners, tracked and worked to PM projects and close out successfully the bonds on these projects. I continue to project manage; provide QC and SSHO for our project and partners. We have completed many size projects from 1 million to over 13 million-dollar projects, single projects with our small business partners. I continue to develop long tern opportunities with partners, in the energy sector, supply management and program management. I continue to perform and update my qualification for all duties involved with project management, Quality Control, Safety, project schedule, etc. Tremco /5 years: 2007-2012 Started as a Project Manager overseeing work in the Mid-west area of the country. Helped develop a strong government client base in mid- west and also worked with Sales reps in the Southeast sector on government sales. Then helped start, completing difficult project for GSA in downtown Chicago and Rock Island Arsenal. Worked with Beverly Kuykendall on the Small business program for Tremco and completed $120 million in contracts year with Small business partners. Completed a 5-year project at Rock Island Arsenal on 2nd largest building in Army inventory by securing funds, procuring,

Secured and procured over 50 million dollars in funding through “plus-up” with a lobbying firm and completed the contract and also oversaw the project and subcontractors. This was a million square foot building that worked all 3 shifts and we completed, walls, windows, siding and roofing while abating the transits panels on the whole building with new energy efficient projects. Also Program managed the completed repair and maintenance of all USPS facilities from the proposal, implementation & sales and operations of the contract. It was a national contract utilizing the sales workforce and the operations workforce. RL Campbell Management/ 5 years: 2002-2007 Worked for this 8 (a) company that had done mainly government line item contracts. I worked to develop contracts in the Southeast portion of the country and with all divisions of the Department of Defense and worked to secure long-term contracts for multiple years. I was able to learn how to sole source contracts and build on contracts that were in place. I was able to take a competitive awarded line item contract and utilize this at two other bases without going out to bid. Also I work through a devastating hurricane season that affected the bases where we had contracts and we won a cementation from Eglin AFB for having base housing and buildings back up and running in less than 6 months after Hurricane Ivan. During this time, I was in the field and overseeing field operations including all the safe practices of crews and subcontractors, project and program management, Quality Control and was able to provide efficient, safe and timely completion of a large amount of projects. Also at this time I was in charge of the proposal and procedures developed to win the Corp of Engineers/FEMA tarping awards. We were successful in winning two 25 million dollar awards for this work. I set procedures to follow for procurement, safety, QC, reporting and overseeing a large group of subcontractors. Simon Inc./ 7 years: 1995-2002 Hired to develop their new office locations, developed the locations, employees, clients, personnel and responsible for the first 6 months of each location. Developed the locations for the office to respond to national, local and regional sales accounts. Developed the Governmental division for the company, company was based with over 85% of the clients being commercial. Developed a division with personnel that could develop proposals, execute contracts, procurement and clients. I also helped drive new workforce that was needed into the divisions utilizing good work practices and worked with the owner to develop a sales plane for products and e4quipment. While at Simon, Sept. 11th happened. I was the first woman elected director for a national organization, the NRCA. The NRCA became instrumental in replacing the roof after the plane crashed into the Pentagon. I was the Project Manager and helped in the coordination of effort for replacing 1500 squares of slate and coal tar pitch roofing on the Pentagon. Coordinated volunteer labor, materials and worked as Project Manager for this project, completed all work
