3. Background
• The first LAC was conducted in 1998/99 and second
Census in year 2010/11.
• Organization: There are 3 levels of SC
1. National Steering Committee, chaired by Deputy Prime Minister and
Minister of both MAF and MPI are member of SC
2. Provincial level chaired by Governor
3. District level chaired by District Head
• Any SC level had setting up Agricultural Census Office
(ACO) for preparing and conducting all activities of the
census.
• Mainly staff working in ACO are from MAF, MPI and
FAO provided technical assistance and helped any
technical work.

5. Methodology
• Census covered of all private households only.
For agriculture activities such as institutional
units, GOV farms, non private household are
excluded
• Census methodology used short-long
questionnaire
• The census had three components:
-Village component: a survey of all villages in the country;
respondent by village head.
-Household component: complete enumeration of all households
to collect basic data on crops and livestock (in total 1,021,438
households, covered of which 747,500 households in rural area)
-Sample farm household component: a sample survey of 41,660
farm households to collect detailed data on agricultural activities. 5
6. Sample design
1. Census Frame based on Population and Housing
Census 2005 and updated frame in 2010
2. The sample for farm household component was
selected using two-stage sampling: in each
district, a sample of villages was first selected,
and then a sample of farm households was
selected in each sampled village.
3. The sample of villages was selected using
stratified systematic probability proportional to
size (PPS) sampling. Altogether 2,620 villages
and 41,660 sample farm households were selected
in the sample.

13. Challenges encountered & Lessons learnt
o Limited Funds
o LAC 2010/11 covered the households only. Agricultural
activities of institutional units such as government farms, private
companies and schools were excluded
o Livestock data refer to number of animals on the day of
enumerated census.
o The upland rice area data from census higher then statistical
report, because census data record directly from household but
official statistic record by local administrative
Changes planned regarding items of themes 6 and 7 in the next LAC:
o Conduct based on WCA 2020
o Add more Items
o Cover all agriculture sector in Laos

14. Way forwardWay forward
1. According to Statistical law
2. NSDSS 2010-2020 and SAPRS 2016-2025 for resolve
problem from past censuses and surveys
LSB will be continuing corroboration with other sectors
relevant with Agricultural Statistic and other International
organization to prepare Economic Census in 2018 and
Agricultural Census in 2020-21.
