Advocacy activities will include blogs, letters to editors and legislators to disseminate findings and calls for policy reforms. Challenges around data availability and stakeholder availability will be addressed through coordination. OVERVIEW
The Legislative Fellows Program for Pakistan (LFP) begins with a one month fellowship experience in
the U.S.,but this is only building the foundation for the long-term purpose of LFP. The impact of LFP is
determined by how you apply this experience once you return to your country.

Understanding Legislative Processes and Public Policy Development and Analysis: “Developing
Advocacy and Campaign Strategy and Action Planning for public advocacy on improved food
fortification and Nutrition through legislation in Pakistan”.
There is lack of legislation, public policies and their implementation in Pakistan on food
fortification and Nutrition. There is urgent need to have laws, legislation and public policies in
food fortification and nutrition. There is urgent need to have situation analysis and nutrition and
food fortification policy landscape analysis in Pakistan for assessing and analyzing the potential
key bureaucratic actors and institutions which may be influenced for taking policy actions and
reforms for nutrition and food fortification in Pakistan.
The overall objective of proposed follow-on project is “to influence policy makers and
parliamentarians for formulation and implementation of public policies and legislationfor making
nutrition and food fortification mandatory in Pakistan.
Therefore, for achieving the overall Goal of proposed follow-on project, efforts will be made to
identify and influence policy makers and parliamentarians through evidence based public
advocacy. We will make efforts to have desk reviews, situation analysis and policy analysis (if any
existing) for designing concrete public advocacy and campaign strategy and action planning for
achieving the results and scaling up impact. Up to date analysis on the context for public policy
making will provide us overall picture of existing laws and policies and then major
implementation level gaps.
We will undertake situation analysis and nutrition and food fortification policy landscapeanalysis
and stakeholders mapping using qualitative research findings (interviews and FGDs).This includes
undertaking stakeholder mapping processes to understand the motivations, powers, networks
and mindset of national, sub-national and local policy makers and practitioners associated with
the food fortification and nutrition issues in Pakistan. We will developing and produce advocacy
asks/messages based on recommendations retrieved from qualitative research on means to
reduce barriers through communication.

1. TheNational Nutrition Survey indicated that 58% of households inPakistan were food insecure,
with hunger at nearly 30% across Pakistan. Undernutrition in Pakistan is strongly correlated to
poverty. For example, children from households in the lowest income quintile were twice as likely
to be underweight than children from the highest income quintile.
2. Therefore, it is important in my country to undertake policy advocacy work on nutrition and
food fortification through policy legislation and implementation.
3.As my profession is policy advocacy and current LFP is adherence with it, thereby, I will
implement this project idea.

Project Name: “Developing Advocacy and Campaign Strategy and Action Planning for public
advocacy on improved food fortification and Nutrition through legislation in Pakistan”.
Project Timeframe: December,2015 to April,2016
Project Summary
The overall Goal of proposed follow-on project is “to influence policy makers and parliamentarians for
formulation and implementation of public policies and legislation for making nutrition and food
fortification mandatory in Pakistan”.
Therefore, for achieving the overall objective of proposed follow-on project, we will make efforts to
identify and influence policy makers and parliamentarians through evidence based public advocacy.
Evidence will be generated through proven “secondary data” which will be further obtained through
situation analysis report, nutrition and Food fortification policy landscape analysis report. Efforts will be
made to have desk reviews, situation analysis and policy analysis (if any existing) for designing concrete
public policy and campaign strategy for achieving the results and scaling up impact. Up to date analysis on
the context for public policy making will provide us overall picture of existing laws and policies and then
major implementation level gaps.
We will undertake situation analysis and nutrition and food fortification policy landscape analysis, which
will help to undertake policy level efforts for the specified mentioned follow on project. This includes
undertaking stakeholder mapping processes to understand the motivations, powers, networks and mindset

of national, sub-national and local policy makers and practitioners associatedwith the food fortification and
nutrition issues in Pakistan.
We will develop and produce advocacy asks/messages and call for action through advocacy letters, blogs
and letters to editors based on recommendations retrieved from qualitative research which will further
contribute and lead to our overall goal of follow on project. Print media, national, provincial government
and generalpublic/citizens, World Merit International, World Learning, Micro-Nutrients Initiatives, Global
Alliance for Nutrition, Scaling Up Nutrition in Pakistan movement will be main audiences with the help of
mentioned audiences we will be able to achieve our overall goal of project. Intensive and continues efforts
will be made to coordinate with mentioned stakeholders for winning their trust and cooperation for the
successful accomplishment of project and overall goal.
