Kimberly Lam has experience in urban planning and human geography. She is currently an Associate in Policy and Planning at enCity Urban Solutions, where she has worked on several master planning projects focused on themes like livability, equity, sustainability, and smart city systems. Prior to enCity, Lam gained experience teaching urban planning and conducting community engaged planning projects in Singapore, Boston, and elsewhere.

Kimberly Lam has a keen interest in the ways cities increasingly
shape human experience through form and function. She is driven
by a people-centric outlook, an eye for context-sensitive planning,
and a drive to create urban spaces that are livable, equitable and
sustainable. With her background in urban planning and human
geography, she brings with her an interdisciplinary skill set and an
understanding of the importance of living experiences within the

Key projects at enCity
URA Heritage Study – Developed a framework
for planning mitigation strategies for heritage
sites in Singapore and utilized GIS mapping to
visualize and analyze heritage sites identified
within the project.
Thu Duc City Masterplan – Developed a
framework and implementation plan for smart
city systems in Thu Duc City, centered around the
three themes of Access, Connect and Respond.
Paya Lebar Airbase – Collaboratively produced
a masterplan for Paya Lebar Airbase part
of the Urban Redevelopment Authority’s
interorganizational stakeholder engagement
planning process around the themes of
happiness and wellbeing
Phu Long Can Tho – developed a masterplan
for the site containing industry and township
components adjacent to Can Tho Airport with
the themes of logistics services and nature- and
water-centric environment
Strategic Planning Case Studies – Produced
a database of case studies in Asia for regional
strategic planning, with key planning directions
and development trajectories from each region

Prior to enCity
Taught weekly seminars for a core module on
history and theory of urban planning as part
of the Master of Urban Planning programme at
the National University of Singapore, including
facilitating critical discussion of academic readings
and planning creative learning exercises
Spearheaded the Open Space Strategy project
to audit the open space network in Boston’s
Chinatown and seek community input, of which
the findings are published in the An Open Space
Strategy for Chinatown report (Sep 2019, Asian
Community Development Corporation) and
incorporated into the Chinatown Master Plan 2020
(Jun 2020, Metropolitan Area Planning Council)
Worked on the Smart City Solutions project to
advance city management under the Technologies
department at Surbana Jurong, including user
interface testing and report editing.
