KAREN GARRETT is a partner in the Financial Services Division of Stinson Morrison Hecker. Her practice
focuses on strategic matters for financial services businesses---risk management, regulatory and
operations matters, product development, payments, acquisitions and mergers and capital concerns.
Karen has worked on behalf of financial companies with state and federal regulators on many and
diverse matters, ranging from simple applications to enforcement orders. Karen has over 25 years of
experience working with financial institutions, trade associations and other financial and non-financial
businesses regarding payment systems, such as ACH transactions, check processing, prepaid cards, debit
cards and credit cards. She has extensive experience with payments-related matters in connection with
the delivery of consumer directed healthcare products and services. As in-house counsel with a
Midwestern regional bank, and outside counsel, Karen has frequently worked with clients on product
development, focusing on legal and compliance issues surrounding new products and services. Some of
the products she has helped bring to market include Internet-based products, cash management
products, credit and debit cards, payroll cards and other stored value products, and a variety of
consumer credit products.
