Kira lives alone in a futuristic world after a disaster kills her mother. She is taken in by the Council of Guardians and befriended by Thomas the carver. They rescue a boy named Jo who was locked up, and Kira worries when her friend Matt goes on a long journey. When Matt returns, he has found Kira's father and brought back the rare blue dye needed to complete her weaving project, from which the book gets its title. Kira also discovers one of the Guardians had tried to kill Matt.
