1) In 1994, India had a very low tele-density of 0.8% with 8 million phones and a waiting list of 2.5 million. The National Telecom Policy of 1994 aimed to increase telecom infrastructure and make phones available on demand.
2) Private sector participation was introduced in the 1990s through licensing of mobile and basic telephone services. However, results were unsatisfactory due to lower than projected revenues for operators.
3) The National Telecom Policy of 1999 aimed to further increase tele-density, encourage rural telecom development, and expand internet access. It defined universal service obligations.

Mobile technology has transformed communications in East Africa. Over 90% of phones in Africa are mobile phones, with 700 million connections across the continent. East African countries like Kenya, Uganda, and Tanzania have seen significant growth in mobile adoption rates. Mobile phones are now used not just for calls and texts, but as platforms for banking, agriculture, education, and other applications through services like mobile money and apps. With social media also increasingly accessed via mobile devices, the combination of social and mobile connectivity is driving transformational changes in communication across Africa.
End of Roaming Charges: Lessons from East Africa
Like consumers across the globe, African mobile subscribers have been paying extortionately high charges to make and receive calls when communicating outside of their country of origin, using their domestic mobile service.
This is despite the so called “death of distance” and even when countries were contiguous and the cost of calls could not be very different from the costs of local termination.
This presentation describes the "end of roaming" initiative launched in when 2006 Celtel launched the One Network, a single service across the three East African countries charged at the local rate of origin when travelling in any of the other two countries.
The presentation provides lessons learned, and an overview of the policy and regulatory challenges and opportunities entailed.

Removing Uninteresting Bytes in Software Fuzzing
Imagine a world where software fuzzing, the process of mutating bytes in test seeds to uncover hidden and erroneous program behaviors, becomes faster and more effective. A lot depends on the initial seeds, which can significantly dictate the trajectory of a fuzzing campaign, particularly in terms of how long it takes to uncover interesting behaviour in your code. We introduce DIAR, a technique designed to speedup fuzzing campaigns by pinpointing and eliminating those uninteresting bytes in the seeds. Picture this: instead of wasting valuable resources on meaningless mutations in large, bloated seeds, DIAR removes the unnecessary bytes, streamlining the entire process.
In this work, we equipped AFL, a popular fuzzer, with DIAR and examined two critical Linux libraries -- Libxml's xmllint, a tool for parsing xml documents, and Binutil's readelf, an essential debugging and security analysis command-line tool used to display detailed information about ELF (Executable and Linkable Format). Our preliminary results show that AFL+DIAR does not only discover new paths more quickly but also achieves higher coverage overall. This work thus showcases how starting with lean and optimized seeds can lead to faster, more comprehensive fuzzing campaigns -- and DIAR helps you find such seeds.
