The Ecology of Resiliency in Diverse and Urban Schools
Student stress is not relegated to high expectation environments. With the threat of violence, depleted resources, and community instability, students in urban and diverse schools face different stressors, but the effects on academic performance and well-being can be equally deleterious. Understanding these stressors and supporting students through stressful periods necessitates inquiry and involvement in multiple layers of a student's environment. Thus, Dr. Jennings takes an ecological approach to address student stress and learning in diverse and urban environments. This session will focus on resiliency as an outcome of support in families and schools (e.g., caring relationships, meaningful participation, and connectedness). In addition, Dr. Jennings will discuss measures of environmental support that buffer against stress. To close, Dr. Jennings will invite questions, thoughts, and reflections from the audience.

Data were gathered from fieldwork as well as in-depth interviews with government officials and local residents in three localities – an urban area in Samut Sakorn Province, a peri-uran area in Ayutthaya Province and a rural area in Pichit Province. The cross-case analysis uncovers that, even in the midst of the rapidly-changing landscapes and the difference in flood-acceptance levels among inhabitants of dissimilar areas, most interviewees perceive recurring floods, and occasional big ones, as natural phenomena and believe them to be normative. Given the periodic nature of the floods, local residents have been adapting to flood hazards from experience and native knowledge. This paper shows that the 2011 Mega Flood was different, as it was unexpected and of colossal scale. While numerous residents see climate change as the chief factor for this crisis, many also believe that politics plays a major part. The study has found that residents are knowledgeable about the socio-political elements, which have increased flood vulnerability in their communities, but are powerless to react to most issues. Indeed, the implementation of growth-oriented development strategies, technocratic and centralized policies, ongoing political tribulations and the marginalization of some groups through unjust water infrastructure, since the past, have increased undesirable impacts of flood and lowered the coping and adaptive capacities of the local residents.

Spatial planning is increasingly being considered as an important mechanism in coping with flood risk due to climate change. One of the reasons for this is that engineering approaches are increasingly expensive and cannot provide complete certainty of protection against climate-related floods. The thesis examines whether and how spatial planning is used in urban areas to promote resilience to flood
risk and climate change. In this study, planning is considered as the regulation of physical implementation as well as the process of policy-making that guides spatial development. This process mainly involves the interaction and collaboration between actors (both public and private).
The notion of resilience is being used more and more in discussions of complex issues like the impact of climate-related flood risks on spatial development. The interpretations of resilience can vary significantly depending on the local context,
the focus of spatial development and the interests of the actors involved in decision- making. The study proposes six characteristics of planning decision-making that
can help to promote the resilience of cities. These comprise: (i) considering the current situation, (ii) examining trends and future threats, (iii) learning from previous experience, (iv) setting goals, (v) initiating actions, and (vi) involving the public. The importance of these characteristics over time for policy and practice is examined according to empirical evidence from detailed case study analysis. Six case studies are presented, four in Taiwan and two in the Netherlands. In all of the case studies, the issue of flood risk and spatial development is considered important by policy- makers, but the planning strategies used to tackle climate-related flood risks are often different, as are the experiences of flooding and governance arrangements.
The information gathered is primarily based on interviews and the review of planning policies, government reports and research documents.
Comparative analysis is a central focus of the study. The analysis has both a national and international perspective, comparing cases within Taiwan and between Taiwan and the Netherlands. The national comparison examines the way in which local planning governance is addressed in shaping decisions to deal with flood risks. This can vary among cases which share similar spatial development objectives and national institutional framework. The international comparison between Taiwan and the Netherlands examines the roles of planning to promote urban resilience in the context of flood risk and climate change.
Three conclusions can be drawn. First, the interpretation of resilience is dependent on the views and interests of the actors involved. These change over time and can be seen in different episodes of policy-making. Second, the importance of the different New urban ecology

In and around the three-dimensional aerial environments within and above urban regions, this manufacture of air reaches particular levels of intensity. For a species which expires without air in two or three minutes, this anthropogenic manufacture of air is of incalculable importance. Curiously, however, urban air remains remarkably neglected within the political-ecological literatures. Accordingly, this paper suggests a range of key themes which a political ecology of urban air needs to address. These address, in turn, the links between global warming, urban heart-island effects and killer urban heat-waves; urban pollution crises; the paradoxes of urban pollution; horizontal movements of polluted air; the vertical politics of urban air; the construction of vertical condominiums structures for elites; the vicious circles that characterised air-conditioned urbanism; heat-related deaths of workers building air-conditioned structures in increasingly hot climates; and, finally, the growth of large-scale air-conditioned environments.

A resident created a rain garden by digging out an existing bed and mixing in sand and manure. Several neighbors helped with the work. Rocks from the resident's old house were used to form a stream bed to direct water to a lower level. Native wildflowers will be planted that will attract butterflies and birds while reducing the need for watering.
